LEGISLATIVE SERVICES AGENCY OFFICE OF FISCAL AND MANAGEMENT ANALYSIS 200 W. Washington St., Suite 301 Indianapolis, IN 46204 (317) 233-0696 iga.in.gov FISCAL IMPACT STATEMENT LS 6277 NOTE PREPARED: Dec 4, 2023 BILL NUMBER: SB 45 BILL AMENDED: SUBJECT: Trauma Informed Care. FIRST AUTHOR: Sen. Crider BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State XDEDICATED FEDERAL Summary of Legislation: The bill requires an individual who holds an active license as a nurse to complete a trauma informed care training program (TIC program) at least once every two years. The bill establishes requirements for a program. Effective Date: July 1, 2024. Explanation of State Expenditures: Summary– The Professional Licensing Agency (PLA) would likely need to update effected practitioners on the TIC program completion requirements via emailing and/or website updates. It is likely the PLA would also process incoming documents of completion for the Board of Nursing. These requirements will result in an increased workload to the PLA. Any increase in workload would have to be completed within the PLA’s existing funded staff positions and budget. As of November 2023, the PLA had seven vacant positions totaling $466,000 per year inclusive of all salary and benefits. Additional Information– There are TIC courses available for minimal to no cost via online “at your own pace” modules. The Indiana University TIC course totals six hours of continuing education credit upon completion. As of June 30, 2023, there were approximately 183,000 nurses with an active Indiana license, including compact license holders. Explanation of State Revenues: Summary– This provision may slightly reduce nurse licence renewal revenue from nurses choosing to not renew their license as a result of the bill. The following table provides a 1% (most likely), 5%, and 10% (remote probability) of potential revenue loss from the bill from non- SB 45 1 renewals. Nurses biennially renew their license in Indiana at a fee of $50. Table. Implied Biennial Nursing Renewal Fee Revenue Percent Loss Projections Percentage of Non-RenewalImplied General Fund Revenue LossImplied Impaired Nurses Fund Revenue Loss One-Percent $57,400 $19,100 Five-Percent $286,800 $95,600 Ten-Percent $573,700 $191,200 Note– Breakdowns between General Fund and Impaired Nurses Fund may not be exact due to rounding. New initial nursing licenses issued would reduce the attrition in General Fund revenue from non-compliance of some current license holders. Impaired Nurses fund revenue may continually see a minimal decline in future years depending on the level of non-compliance because the Impaired Nurses fund is funded only from renewal license fees (25% of fee for renewal). Additional Information– Nursing License renewal fees generated approximately $7.6 M in state General Fund and Impaired Nurses Fund revenue over the FY 2022 and FY 2023 biennium.
