Summary of Legislation: (Amended) Board Study– The bill requires the Indiana State Board of Nursing
to study whether trauma informed care (TIC) should be included as part of the required curriculum for
nursing education programs. 
Trauma Informed Care– The bill requires an individual who holds an active license as a nurse and has direct
patient contact to complete a trauma informed care training program within a specified time. The bill requires
the employer of an employee who is required to obtain the training to maintain a record of the completion
of the training in the employee's employment records. The bill states that receiving the training as part of
curriculum at a nursing education program satisfies the training requirement.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: (Revised) Trauma Informed Care– The Professional Licensing Agency
(PLA) would likely need to update effected practitioners on the TIC program completion requirements via
emailing and/or website updates. This is a routine function of PLA, and would likely be able to be met within
the Agency’s existing staff and budget resources.
(Revised) Board Study– The State Board of Nursing would likely be able to complete a study as required
under the bill within regularly scheduled meetings of the Board. 
Additional Information– There are TIC courses available for minimal to no cost via online “at your own
pace” modules. The Indiana University TIC course totals six hours of continuing education credit upon
completion.
SB 45	1 As of June 30, 2023, there were approximately 183,000 nurses with an active Indiana license, including
compact license holders.
Explanation of State Revenues: (Revised) Trauma Informed Care– This provision may slightly reduce
nurse licence renewal revenue from nurses choosing to not renew their license as a result of the bill. Given
the length of time between course updating (five-years) and the relative availability of no cost classes, the
potential revenue loss from the bill from non-renewals is likely to be minimal. Nurses biennially renew their
license in Indiana at a fee of $50.
The Impaired Nurses Fund revenue may see a minimal decline in future years depending on the level of non-
compliance as the Impaired Nurses fund is funded only from renewal license fees, at 25% of the total fee for
renewal.
Additional Information– Nursing License renewal fees generated approximately $7.6 M in state General
Fund and Impaired Nurses Fund revenue over the FY 2022 and FY 2023 biennium.
