Goode BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: Qualified Supervisor– The bill provides that licensed physicians with training in psychiatric medicine or licensed clinical psychologists (qualified supervisors) may supervise individuals seeking a clinical social worker license. Virtual Supervision– The bill permits 75% of supervised clinical social work experience hours to be accounted for through virtual supervision by qualified supervisors. Effective Date: July 1, 2024. Explanation of State Expenditures: Qualified Supervisor– The Professional Licensing Agency (PLA) may need to update application state form 50325 to accurately reflect the qualified supervisors as prescribed in the bill. The PLA may also need to update the clinical social worker section within their website. These are routine administrative functions that should be able to be implemented within the PLA’s existing resource and staffing levels. Virtual Supervision– This provision may require the PLA to commit existing staff to review existing procedure and may require additional information technology needs to increase from a 50% to a 75% level of allowed virtual supervision of initial clinical social worker license seekers. If the Behavioral Health and Human Services Licensing Board needed an additional meeting to study any changes required to implement this provision, additional expenditure would total up to approximately $1,500 (at full member attendance).
