1 A CONCURRENT RESOLUTION congratulating the East
2 Central High School football team on winning the 2023 Indiana
3 High School Athletic Association ("IHSAA") Class 4A state
4 championship title.
5 Whereas, The East Central High School football team
6 capped off their 2023 season at Lucas Oil Stadium in
7 Indianapolis, Indiana, to win their second consecutive IHSAA
8 Class 4A state championship title;
9 Whereas, The Trojans soundly defeated every opponent
10 throughout the 2023 season, including double-digit margin
11 victories over perennial powerhouses Archbishop Moeller,
12 Roncalli, and New Palestine;
13 Whereas, An offensive machine throughout the season, the
14 Trojans averaged 50 points per game and allowed an average
15 of only 6 points per game;
16 Whereas, Following the championship win, senior Dylan
17 Maxwell was recognized as the winner of the 2023 Mental
18 Attitude Award;
19 Whereas, Josh Ringer completed his high school career
20 with a school record 6,640 rushing yards and 118 touchdowns,
21 ranked 14th in state history for total career rushing yards, was
22 named Indiana's 2023 Gatorade Player of the Year, and was
23 named as the 2023 Indiana Mr. Football after receiving more
24 than two thirds of the ballots from Indiana Football Coaches
25 Association voters;

1 Whereas, Head Coach Jake Meiners, a 2009 graduate of
2 East Central, improved to 57-9 in his fifth season coaching and
3 was named the 2024 4A North/South All-Star Coach and Pass
4 Game Coordinator, and Quarterback Coach Lou Sipe was
5 named 2023 4A Assistant Coach of the Year; and
6 Whereas, After having already finished the 2022 season
7 with a 13-2 record and 4A state championship, the East Central
8 Trojans completed the 2023 season undefeated with an overall
9 record of 15-0, its fourth football state title and its second
10 straight title in Class 4A, becoming the first Indiana public
11 school to repeat in the class: Therefore,
12 Be it resolved by the Senate of the General Assembly
13 of the State of Indiana, the House of Representatives
14 concurring:
15 SECTION 1. That the Indiana General Assembly
16 congratulates the East Central High School football team on
17 winning the 2023 Indiana High School Athletic Association
18 ("IHSAA") Class 4A state championship title.
19 SECTION 2. The Secretary of the Senate is hereby directed
20 to transmit copies of this Resolution to East Central High
21 School Head Coach Jake Meiners, each assistant football coach,
22 each football student manager, and each member of the East
23 Central High School football team.
