HOLDMAN, CRIDER, BRAY , read first time and referred to Committee on 2024 RC 1517/DI SM Introduced Second Regular Session 123rd General Assembly (2024) SENATE CONCURRENT RESOLUTION No. _____ 1 A CONCURRENT RESOLUTION honoring Kevin 2 Brinegar upon his retirement from the Indiana Chamber. 3 Whereas, Kevin Brinegar was born and raised in 4 Bloomington, Indiana, where he became interested in business 5 operations while working on cars and tending the cash register 6 from the inside of his father's Union 76, and later Mobile, 7 gasoline service station; 8 Whereas, After graduating from high school, Kevin 9 remained in Bloomington, where he earned a bachelor's degree 10 in forensic studies from Indiana University (IU) in 1979 and a 11 master of public affairs from the IU School of Public and 12 Environmental Affairs (SPEA) in 1981; 13 Whereas, Upon graduating from IU, Kevin served for nine 14 years as a fiscal analyst for the Indiana Senate Finance 15 Committee, working with State Senators Larry Borst and 16 Morris Mills on various bills, including the A+ Program to 17 improve the state's education quality and standards and the 18 creation of the Indiana Tax Court, and later worked for three 19 years as a management analyst for the Legislative Services 20 Agency; 21 Whereas, While working within state government, Kevin 22 continued his education at Indiana University-Purdue 23 University Indianapolis, where he obtained a master's degree 24 in business administration with a major in corporate finance in 25 1992; 2024 RC 1517/DI SM 2 1 Whereas, In November 1992, Kevin left state government 2 to join the government affairs team at the Indiana Chamber, 3 being promoted to senior vice president of government affairs 4 in 1997, and ultimately replaced Christopher LaMothe as 5 president and CEO in March 2002; 6 Whereas, As a leader at the Indiana Chamber, Kevin has 7 grown the organization to be a true champion of free enterprise 8 and the go-to resource to reach employers and help them 9 succeed, while expanding the Chamber to encompass eight 10 legal entities, including a political action committee, 11 foundation, two for-profit subsidiaries, and several 501(c)(3) 12 organizations, including the Wellness Council of Indiana and 13 the Institute for Workforce Excellence; 14 Whereas, Kevin was instrumental in producing a record 15 $4.1 billion return for businesses through lessening the 16 corporate tax rate and other business taxes while reducing 17 cumbersome regulations, pushing initiatives to improve our 18 state's standing across the national and global business 19 community, and developing a paper entitled "Indiana's Leaking 20 Talent Pipeline" to help better prepare and provide 21 opportunities for young students following high school; 22 Whereas, Kevin and the Indiana Chamber have worked to 23 produce multiple long-range strategic vision plans and 24 playbooks for the Hoosier state that have spanned the tenures 25 of several governors and various legislatures over multiple 26 decades, serving to provide consistency for elected officials and 27 stakeholders, and ultimately helping the Indiana Chamber be 28 named the 2023 State Chamber of the Year; 29 Whereas, Outside of his work with the Indiana Chamber, 30 Kevin has served on the Council of State Chambers Executive 31 Committee, the Indiana Legal Foundation Board, the 32 distinguished alumni councils for the IU Kelly School of 33 Business and SPEA, the Indiana Commerce Executives 34 Association, the Indiana Business Associations Executives 35 Coalition, as chairman of the board for Hoosier Voices for I- 36 69, and is a former three-term member and president of the 2024 RC 1517/DI SM 3 1 Noblesville School Board; 2 Whereas, Kevin has also been appointed to multiple entities 3 including Indiana's Education Roundtable, the Revenue 4 Forecast Committee, the Indiana Career Council, the Citizens 5 Commission on Taxes, and the Government Efficiency 6 Commission; 7 Whereas, For his years of service and dedication, Kevin is 8 a two-time recipient of the Sagamore of the Wabash, the state's 9 highest public service honor; 10 Whereas, After spending more than 30 years promoting 11 prosperity and economic opportunities with the Indiana 12 Chamber, and 21 years at the helm, Kevin officially retired on 13 January 5, 2024; and 14 Whereas, Kevin's experience, expertise, and leadership 15 within the business sector will be greatly missed within the 16 Indiana Senate and across the Hoosier state: Therefore, 17 Be it resolved by the Senate of the General Assembly 18 of the State of Indiana, the House of Representatives 19 concurring: 20 SECTION 1. That the Indiana General Assembly honors 21 Kevin Brinegar upon his retirement from the Indiana Chamber. 22 SECTION 2. The Secretary of the Senate is hereby directed 23 to transmit copies of this Resolution to Kevin Brinegar. 2024 RC 1517/DI SM
