13	13	1 A CONCURRENT RESOLUTION honoring Kevin
14	14	2 Brinegar upon his retirement from the Indiana Chamber.
15	15	3 Whereas, Kevin Brinegar was born and raised in
16	16	4 Bloomington, Indiana, where he became interested in business
17	17	5 operations while working on cars and tending the cash register
18	18	6 from the inside of his father's Union 76, and later Mobile,
19	19	7 gasoline service station;
20	20	8 Whereas, After graduating from high school, Kevin
21	21	9 remained in Bloomington, where he earned a bachelor's degree
22	22	10 in forensic studies from Indiana University (IU) in 1979 and a
23	23	11 master of public affairs from the IU School of Public and
24	24	12 Environmental Affairs (SPEA) in 1981;
25	25	13 Whereas, Upon graduating from IU, Kevin served for nine
26	26	14 years as a fiscal analyst for the Indiana Senate Finance
27	27	15 Committee, working with State Senators Larry Borst and
28	28	16 Morris Mills on various bills, including the A+ Program to
29	29	17 improve the state's education quality and standards and the
30	30	18 creation of the Indiana Tax Court, and later worked for three
31	31	19 years as a management analyst for the Legislative Services
32	32	20 Agency;
33	33	21 Whereas, While working within state government, Kevin
34	34	22 continued his education at Indiana University-Purdue
35	35	23 University Indianapolis, where he obtained a master's degree
36	36	24 in business administration with a major in corporate finance in
37	37	25 1992;

39	39	1 Whereas, In November 1992, Kevin left state government
40	40	2 to join the government affairs team at the Indiana Chamber,
41	41	3 being promoted to senior vice president of government affairs
42	42	4 in 1997, and ultimately replaced Christopher LaMothe as
43	43	5 president and CEO in March 2002;
44	44	6 Whereas, As a leader at the Indiana Chamber, Kevin has
45	45	7 grown the organization to be a true champion of free enterprise
46	46	8 and the go-to resource to reach employers and help them
47	47	9 succeed, while expanding the Chamber to encompass eight
48	48	10 legal entities, including a political action committee,
49	49	11 foundation, two for-profit subsidiaries, and several 501(c)(3)
50	50	12 organizations, including the Wellness Council of Indiana and
51	51	13 the Institute for Workforce Excellence;
52	52	14 Whereas, Kevin was instrumental in producing a record
53	53	15 $4.1 billion return for businesses through lessening the
54	54	16 corporate tax rate and other business taxes while reducing
55	55	17 cumbersome regulations, pushing initiatives to improve our
56	56	18 state's standing across the national and global business
57	57	19 community, and developing a paper entitled "Indiana's Leaking
58	58	20 Talent Pipeline" to help better prepare and provide
59	59	21 opportunities for young students following high school;
60	60	22 Whereas, Kevin and the Indiana Chamber have worked to
61	61	23 produce multiple long-range strategic vision plans and
62	62	24 playbooks for the Hoosier state that have spanned the tenures
63	63	25 of several governors and various legislatures over multiple
64	64	26 decades, serving to provide consistency for elected officials and
65	65	27 stakeholders, and ultimately helping the Indiana Chamber be
66	66	28 named the 2023 State Chamber of the Year;
67	67	29 Whereas, Outside of his work with the Indiana Chamber,
68	68	30 Kevin has served on the Council of State Chambers Executive
69	69	31 Committee, the Indiana Legal Foundation Board, the
70	70	32 distinguished alumni councils for the IU Kelly School of
71	71	33 Business and SPEA, the Indiana Commerce Executives
72	72	34 Association, the Indiana Business Associations Executives
73	73	35 Coalition, as chairman of the board for Hoosier Voices for I-
74	74	36 69, and is a former three-term member and president of the
75	75	2024 RC 1517/DI SM 3
76	76	1 Noblesville School Board;
77	77	2 Whereas, Kevin has also been appointed to multiple entities
78	78	3 including Indiana's Education Roundtable, the Revenue
79	79	4 Forecast Committee, the Indiana Career Council, the Citizens
80	80	5 Commission on Taxes, and the Government Efficiency
81	81	6 Commission;
82	82	7 Whereas, For his years of service and dedication, Kevin is
83	83	8 a two-time recipient of the Sagamore of the Wabash, the state's
84	84	9 highest public service honor;
85	85	10 Whereas, After spending more than 30 years promoting
86	86	11 prosperity and economic opportunities with the Indiana
87	87	12 Chamber, and 21 years at the helm, Kevin officially retired on
88	88	13 January 5, 2024; and
89	89	14 Whereas, Kevin's experience, expertise, and leadership
90	90	15 within the business sector will be greatly missed within the
91	91	16 Indiana Senate and across the Hoosier state: Therefore,
92	92	17 Be it resolved by the Senate of the General Assembly
93	93	18 of the State of Indiana, the House of Representatives
94	94	19 concurring:
95	95	20 SECTION 1. That the Indiana General Assembly honors
96	96	21 Kevin Brinegar upon his retirement from the Indiana Chamber.
97	97	22 SECTION 2. The Secretary of the Senate is hereby directed
98	98	23 to transmit copies of this Resolution to Kevin Brinegar.
