1313 1 A CONCURRENT RESOLUTION honoring Kevin
1414 2 Brinegar upon his retirement from the Indiana Chamber.
1515 3 Whereas, Kevin Brinegar was born and raised in
1616 4 Bloomington, Indiana, where he became interested in business
1717 5 operations while working on cars and tending the cash register
1818 6 from the inside of his father's Union 76, and later Mobile,
1919 7 gasoline service station;
2020 8 Whereas, After graduating from high school, Kevin
2121 9 remained in Bloomington, where he earned a bachelor's degree
2222 10 in forensic studies from Indiana University (IU) in 1979 and a
2323 11 master of public affairs from the IU School of Public and
2424 12 Environmental Affairs (SPEA) in 1981;
2525 13 Whereas, Upon graduating from IU, Kevin served for nine
2626 14 years as a fiscal analyst for the Indiana Senate Finance
2727 15 Committee, working with State Senators Larry Borst and
2828 16 Morris Mills on various bills, including the A+ Program to
2929 17 improve the state's education quality and standards and the
3030 18 creation of the Indiana Tax Court, and later worked for three
3131 19 years as a management analyst for the Legislative Services
3232 20 Agency;
3333 21 Whereas, While working within state government, Kevin
3434 22 continued his education at Indiana University-Purdue
3535 23 University Indianapolis, where he obtained a master's degree
3636 24 in business administration with a major in corporate finance in
3737 25 1992;

3939 1 Whereas, In November 1992, Kevin left state government
4040 2 to join the government affairs team at the Indiana Chamber,
4141 3 being promoted to senior vice president of government affairs
4242 4 in 1997, and ultimately replaced Christopher LaMothe as
4343 5 president and CEO in March 2002;
4444 6 Whereas, As a leader at the Indiana Chamber, Kevin has
4545 7 grown the organization to be a true champion of free enterprise
4646 8 and the go-to resource to reach employers and help them
4747 9 succeed, while expanding the Chamber to encompass eight
4848 10 legal entities, including a political action committee,
4949 11 foundation, two for-profit subsidiaries, and several 501(c)(3)
5050 12 organizations, including the Wellness Council of Indiana and
5151 13 the Institute for Workforce Excellence;
5252 14 Whereas, Kevin was instrumental in producing a record
5353 15 $4.1 billion return for businesses through lessening the
5454 16 corporate tax rate and other business taxes while reducing
5555 17 cumbersome regulations, pushing initiatives to improve our
5656 18 state's standing across the national and global business
5757 19 community, and developing a paper entitled "Indiana's Leaking
5858 20 Talent Pipeline" to help better prepare and provide
5959 21 opportunities for young students following high school;
6060 22 Whereas, Kevin and the Indiana Chamber have worked to
6161 23 produce multiple long-range strategic vision plans and
6262 24 playbooks for the Hoosier state that have spanned the tenures
6363 25 of several governors and various legislatures over multiple
6464 26 decades, serving to provide consistency for elected officials and
6565 27 stakeholders, and ultimately helping the Indiana Chamber be
6666 28 named the 2023 State Chamber of the Year;
6767 29 Whereas, Outside of his work with the Indiana Chamber,
6868 30 Kevin has served on the Council of State Chambers Executive
6969 31 Committee, the Indiana Legal Foundation Board, the
7070 32 distinguished alumni councils for the IU Kelly School of
7171 33 Business and SPEA, the Indiana Commerce Executives
7272 34 Association, the Indiana Business Associations Executives
7373 35 Coalition, as chairman of the board for Hoosier Voices for I-
7474 36 69, and is a former three-term member and president of the

7676 1 Noblesville School Board;
7777 2 Whereas, Kevin has also been appointed to multiple entities
7878 3 including Indiana's Education Roundtable, the Revenue
7979 4 Forecast Committee, the Indiana Career Council, the Citizens
8080 5 Commission on Taxes, and the Government Efficiency
8181 6 Commission;
8282 7 Whereas, For his years of service and dedication, Kevin is
8383 8 a two-time recipient of the Sagamore of the Wabash, the state's
8484 9 highest public service honor;
8585 10 Whereas, After spending more than 30 years promoting
8686 11 prosperity and economic opportunities with the Indiana
8787 12 Chamber, and 21 years at the helm, Kevin officially retired on
8888 13 January 5, 2024; and
8989 14 Whereas, Kevin's experience, expertise, and leadership
9090 15 within the business sector will be greatly missed within the
9191 16 Indiana Senate and across the Hoosier state: Therefore,
9292 17 Be it resolved by the Senate of the General Assembly
9393 18 of the State of Indiana, the House of Representatives
9494 19 concurring:
9595 20 SECTION 1. That the Indiana General Assembly honors
9696 21 Kevin Brinegar upon his retirement from the Indiana Chamber.
9797 22 SECTION 2. The Secretary of the Senate is hereby directed
9898 23 to transmit copies of this Resolution to Kevin Brinegar.
