1 A CONCURRENT RESOLUTION honoring Judge Martha
2 Blood Wentworth upon her retirement from the Indiana Tax
3 Court.
4 Whereas, The Honorable Judge Martha Blood Wentworth
5 was born and raised in Grosse Pointe, Michigan, and
6 graduated with an Associate of Arts degree from Bennett
7 College in Millbrook, New York, before moving to Indiana;
8 Whereas, Judge Wentworth settled down in Bloomington,
9 where she obtained a bachelor's degree in 1971 and master's
10 degree in 1977 from Indiana University, started her own
11 business buying and converting homes into duplexes, and
12 returned to Indiana University to attend law school, where she
13 was inducted into the Order of Barristers and graduated cum
14 laude in 1990;
15 Whereas, Following her graduation from Indiana
16 University's Mauer School of Law, Judge Wentworth served for
17 two years as a law clerk for Indiana Tax Court Judge Thomas
18 Fisher, followed by six years as an attorney for the law office
19 Hall, Render, Killian, Heath and Lyman, and twelve years
20 leading Indiana Multistate Tax Services at Deloitte Tax;
21 Whereas, In January of 2011, Governor Mitch Daniels
22 appointed Judge Wentworth to replace Judge Thomas Fisher as
23 the state's second overall and first female judge on the Indiana
24 Tax Court;
25 Whereas, Throughout her twelve years on the bench, Judge

1 Wentworth undertook her duties and responsibilities with rare
2 passion and enthusiasm, writing 206 opinions regarding
3 Indiana tax laws, including appeals of determinations made by
4 the Indiana Department of Revenue and the Indiana Board of
5 Tax Review, appeals from the Department of Local Government
6 Finance, and appeals on inheritance tax determinations from
7 courts of probate jurisdiction;
8 Whereas, Off the bench, Judge Wentworth is a staunch
9 advocate for tax education, having written numerous articles,
10 provided continuing education on tax subjects, and taught state
11 and local taxation as an adjunct professor at the Kelley School
12 of Business for 14 years, McKinney School of Law for three
13 years, and Mauer School of Law for one year;
14 Whereas, Judge Wentworth is an active member of the
15 American, Florida, Indiana, and Indianapolis Bar Associations,
16 former Chair and continuing member of the Indiana State Bar
17 Association's (ISBA) Taxation Section, member of the Indiana
18 Judge's Association, and member of the Planning Committee of
19 the National Conference of State Tax Judges;
20 Whereas, Judge Wentworth has devoted much of her time
21 serving her community as the Chair of the Indiana Pro Bono
22 Commission, providing lifelong support to the Girl Scouts, and
23 serving as the leader of Deloitte's Indianapolis diversity
24 program;
25 Whereas, Over her tenure, Judge Wentworth has been the
26 recipient of a number of awards and accolades, including the
27 Lawrence L. Lasser Tax Judge of the Year Award in 2017, an
28 ISBA service award, having an ISBA tax scholarship named in
29 her honor, and being named a Sagamore of the Wabash by
30 Governor Eric Holcomb in 2023; and
31 Whereas, Upon her retirement, Judge Wentworth plans to
32 continue serving as a senior tax court judge, spend time with
33 her daughters, spoil her grandchildren, and focus on creating
34 art:  Therefore,

1 Be it resolved by the Senate of the General Assembly
2 of the State of Indiana, the House of Representatives
3	concurring:
4 SECTION 1. The Indiana General Assembly honors Judge
5 Martha Blood Wentworth upon her retirement from the Indiana
6 Tax Court and thanks her for her years of service to the Hoosier
7 state and the legal profession.
8 SECTION 2. The Secretary of the Senate is hereby directed
9 to transmit copies of this Resolution to Judge Martha Blood
10 Wentworth and her family.
