KOCH , read first time and referred to Committee on 2024 RR 3528/DI SM Introduced Second Regular Session 123rd General Assembly (2024) SENATE RESOLUTION ____ MADAM PRESIDENT: I offer the following resolution and move its adoption: 1 A SENATE RESOLUTION urging the Legislative Council 2 to assign to an appropriate study committee the topic of the 3 effectiveness of awarding time off of sentences for individuals 4 serving sentences at the Indiana Department of Corrections 5 (DOC) participating in the Case Plan Credit Time (CPCT) 6 Program. 7 Whereas, In 2020, the Indiana General Assembly passed 8 House Enrolled Act (HEA) 1120 concerning the award of credit 9 time to persons in DOC for progress in meeting the goals of 10 individualized case management plans to provide incentives for 11 those persons to engage in programming to reduce rates of 12 recidivism; 13 Whereas, HEA 1120 required DOC to submit a report to 14 the Legislative Council before May 1, 2023, concerning results 15 of the implementation of the CPCT Program during 2022; 16 Whereas, In 2022, over 18,000 individuals incarcerated 17 within DOC participated in individualized case management 18 plans under the CPCT Program, amounting to over 82% of the 19 incarcerated population; 2024 RR 3528/DI SM 2 1 Whereas, Although a significant percentage of incarcerated 2 individuals participated in the CPCT Program, the report 3 submitted by DOC indicated that the effects of the program 4 were yet to be fully realized; and 5 Whereas, Without further study, the Indiana General 6 Assembly and DOC cannot evaluate the efficacy of the CPCT 7 Program in reducing recidivism: Therefore, 8 Be it resolved by the Senate of the 9 General Assembly of the State of Indiana: 10 SECTION 1. That the Indiana Senate urges the Legislative 11 Council to assign to an appropriate study committee the topic 12 of the effectiveness of awarding time off of sentences for 13 individuals serving sentences at DOC participating in the CPCT 14 Program. 15 SECTION 2.
