12	12	MADAM PRESIDENT:
13	13	I offer the following resolution and move its adoption:
14	14	1 A SENATE RESOLUTION to urging the Indiana federal
15	15	2 congressional delegation to support the Susan Muffley Act.
16	16	3 Whereas, The Susan Muffley Act is bipartisan legislation
17	17	4 that seeks to restore the full vested monthly benefits for eligible
18	18	5 participants of certain pension plans that were sponsored by
19	19	6 Delphi Corporation and terminated as a result of General
20	20	7 Motors' bankruptcy in 2009;
21	21	8 Whereas, Delphi Corporation was the largest domestic
22	22	9 automobile parts manufacturer of its time and was responsible
23	23	10 for transformative innovation, such as the self-starting engine,
24	24	11 ring terminal, radio with mechanical push-button presets, and
25	25	12 safety power steering, with General Motors accounting for the
26	26	13 majority of their sales and profit;
27	27	14 Whereas, Many companies unwillingly filed for bankruptcy
28	28	15 as a result of the Great Recession, the biggest global economic
29	29	16 downturn since the Great Depression, which devastated world
30	30	17 financial markets as well as the banking and real estate
31	31	18 industries during the late 2000s;
32	32	19 Whereas, During this time, the United States Pension

34	34	1 Benefit Guaranty Corporation assumed responsibility for
35	35	2 terminated benefits nationwide, including those of General
36	36	3 Motors, but only paid affected individuals up to a statutory
37	37	4 maximum benefit which for many fell far below what they
38	38	5 would have received under previous benefit plans;
39	39	6 Whereas, Over 21,000 Delphi Corporation salaried
40	40	7 retirees, including more than 4,000 Hoosiers, experienced
41	41	8 unexpected and significant losses to their benefits;
42	42	9 Whereas, On July 12, 2023, Senators Sherrod Brown and
43	43	10 Mike Braun filed S.2277, now named after Susan Muffley of
44	44	11 Russiaville, Indiana, the spouse of a Delphi employee affected
45	45	12 by General Motors' bankruptcy who was inspired by her
46	46	13 family's inability to afford medical care and fought tirelessly as
47	47	14 a core leader of the Delphi Salaried Retirees Association for
48	48	15 the restoration of lost benefits nationwide until her passing in
49	49	16 2012; and
50	50	17 Whereas, Enactment of the Susan Muffley Act would
51	51	18 recognize the hardships experienced by Delphi Corporation
52	52	19 salaried retirees nationwide and rectify the financial losses
53	53	20 which have plagued them for over a decade: Therefore,
54	54	21 Be it resolved by the Senate of the
55	55	22 General Assembly of the State of Indiana:
56	56	23 SECTION 1. That the Indiana Senate urges the Indiana
57	57	24 federal congressional delegation to support the Susan Muffley
58	58	25 Act.
59	59	26 SECTION 2. The Secretary of the Senate is hereby directed
60	60	27 to transmit copies of this Resolution to the Indiana federal
61	61	28 congressional delegation.
