29	29	A BILL FOR AN ACT to amend the Indiana Code concerning
30	30	agriculture and animals.
31	31	Be it enacted by the General Assembly of the State of Indiana:
32	32	1 SECTION 1. IC 2-5-1.3-4.1 IS ADDED TO THE INDIANA CODE
33	33	2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
34	34	3 1, 2025]: Sec. 4.1. (a) Not later than October 31, 2027, in addition
35	35	4 to the issues assigned under section 13(a) of this chapter, the
36	36	5 interim study committee on agriculture and natural resources shall
37	37	6 report to the legislative council, in an electronic format under
38	38	7 IC 5-14-6, the committee's recommendations for proposed
39	39	8 legislation based on the state seed commissioner's study on adverse
40	40	9 environmental effects of treated seeds described in IC 15-15-1-26.5.
41	41	10 (b) This section expires January 1, 2028.
42	42	11 SECTION 2. IC 15-15-1-26.5 IS ADDED TO THE INDIANA
43	43	12 CODE AS A NEW SECTION TO READ AS FOLLOWS
44	44	13 [EFFECTIVE JULY 1, 2025]: Sec. 26.5. (a) The state seed
45	45	14 commissioner shall conduct a study on any adverse environmental
46	46	15 effects, including any harm to animals or risk to human health, of
47	47	16 using seeds treated with the following classes of insecticides:
48	48	17 (1) Neonicotinoid.

50	50	1 (2) Diamide.
51	51	2 (b) Not later than June 30, 2027, the state seed commissioner
52	52	3 shall:
53	53	4 (1) prepare a detailed report with findings; and
54	54	5 (2) provide the report, in an electronic format under
55	55	6 IC 5-14-6, to the executive director of the legislative services
56	56	7 agency for distribution to the interim study committee on
57	57	8 agriculture and natural resources.
58	58	9 (c) This section expires January 1, 2028.
