2929 A BILL FOR AN ACT to amend the Indiana Code concerning
3030 higher education.
3131 Be it enacted by the General Assembly of the State of Indiana:
3232 1 SECTION 1. IC 21-18-9-12 IS ADDED TO THE INDIANA CODE
3333 2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
3434 3 1, 2025]: Sec. 12. For purposes of:
3535 4 (1) IC 21-27-3-6;
3636 5 (2) IC 21-27-4-5;
3737 6 (3) IC 21-27-5-5;
3838 7 (4) IC 21-27-7-7; and
3939 8 (5) IC 21-27-8-8;
4040 9 the commission shall determine a tuition rate and mandatory fee
4141 10 cost of living adjustment based on the Consumer Price Index as
4242 11 prepared by the United States Department of Labor.
4343 12 SECTION 2. IC 21-27-3-6 IS ADDED TO THE INDIANA CODE
4444 13 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
4545 14 1, 2025]: Sec. 6. (a) For purposes of this section, an undergraduate
4646 15 student includes a student enrolled in:
4747 16 (1) a bachelor's degree program; or
4848 17 (2) any degree program or specialized degree program that is

5050 1 attainable by a student who has completed undergraduate
5151 2 work prior to admission into the degree program or
5252 3 specialized degree program but is not required to obtain an
5353 4 associate or bachelor's degree in order to enroll in the degree

5555 6 (b) Except as provided in subsection (d) and subject to
5656 7 subsection (c), the tuition rate and mandatory fees charged by Ball
5757 8 State University for an undergraduate student who is an Indiana
5858 9 resident may not increase from the tuition rate and mandatory fees
5959 10 charged by Ball State University at the time the student initially
6060 11 enrolled at Ball State University.
6161 12 (c) To qualify under subsection (b), the undergraduate student
6262 13 must remain enrolled in Ball State University.
6363 14 (d) Tuition rates and mandatory fees charged by Ball State
6464 15 University under subsection (b) may be increased as a result of a
6565 16 cost of living adjustment as determined by the commission under
6666 17 IC 21-18-9-12.
6767 18 SECTION 3. IC 21-27-4-5 IS ADDED TO THE INDIANA CODE
6868 19 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
6969 20 1, 2025]: Sec. 5. (a) For purposes of this section, an undergraduate
7070 21 student includes a student enrolled in:
7171 22 (1) a bachelor's degree program; or
7272 23 (2) any degree program or specialized degree program that is
7373 24 attainable by a student who has completed undergraduate
7474 25 work prior to admission into the degree program or
7575 26 specialized degree program but is not required to obtain an
7676 27 associate or bachelor's degree in order to enroll in the degree
7777 28 program or specialized degree program.
7878 29 (b) Except as provided in subsection (d) and subject to
7979 30 subsection (c), the tuition rate and mandatory fees charged by
8080 31 Indiana University for an undergraduate student who is an Indiana
8181 32 resident may not increase from the tuition rate and mandatory fees
8282 33 charged by Indiana University at the time the student initially
8383 34 enrolled at Indiana University.
8484 35 (c) To qualify under subsection (b), the undergraduate student
8585 36 must remain enrolled in Indiana University.
8686 37 (d) Tuition rates and mandatory fees charged by Indiana
8787 38 University under subsection (b) may be increased as a result of a
8888 39 cost of living adjustment as determined by the commission under
8989 40 IC 21-18-9-12.
9090 41 SECTION 4. IC 21-27-5-5 IS ADDED TO THE INDIANA CODE

109109 17 must remain enrolled in Indiana State University.
110110 18 (d) Tuition rates and mandatory fees charged by Indiana State
111111 19 University under subsection (b) may be increased as a result of a
112112 20 cost of living adjustment as determined by the commission under
113113 21 IC 21-18-9-12.
114114 22 SECTION 5. IC 21-27-7-7 IS ADDED TO THE INDIANA CODE
115115 23 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
116116 24 1, 2025]: Sec. 7. (a) For purposes of this section, an undergraduate
117117 25 student includes a student enrolled in:
118118 26 (1) a bachelor's degree program; or
119119 27 (2) any degree program or specialized degree program that is
120120 28 attainable by a student who has completed undergraduate
121121 29 work prior to admission into the degree program or
122122 30 specialized degree program but is not required to obtain an
123123 31 associate or bachelor's degree in order to enroll in the degree
124124 32 program or specialized degree program.
125125 33 (b) Except as provided by subsection (d) and subject to
126126 34 subsection (c), the tuition rate and mandatory fees charged by
127127 35 Purdue University for an undergraduate student who is an Indiana
128128 36 resident may not increase from the tuition rate and mandatory fees
129129 37 charged by Purdue University at the time the student initially
130130 38 enrolled at Purdue University.
131131 39 (c) To qualify under subsection (b), the undergraduate student
132132 40 must remain enrolled in Purdue University.
133133 41 (d) Tuition rates and mandatory fees charged by Purdue
134134 42 University under subsection (b) may be increased as a result of a

136136 1 cost of living adjustment as determined by the commission under
137137 2 IC 21-18-9-12.
138138 3 SECTION 6. IC 21-27-8-8 IS ADDED TO THE INDIANA CODE

140140 5 1, 2025]: Sec. 8. (a) For purposes of this section, an undergraduate
141141 6 student includes a student enrolled in:
142142 7 (1) a bachelor's degree program; or
143143 8 (2) any degree program or specialized degree program that is
144144 9 attainable by a student who has completed undergraduate
145145 10 work prior to admission into the degree program or
146146 11 specialized degree program but is not required to obtain an
147147 12 associate or bachelor's degree in order to enroll in the degree
148148 13 program or specialized degree program.
149149 14 (b) Except as provided by subsection (d) and subject to
150150 15 subsection (c), the tuition rate and mandatory fees charged by the
151151 16 University of Southern Indiana for an undergraduate student who
152152 17 is an Indiana resident may not increase from the tuition rate and
153153 18 mandatory fees charged by the University of Southern Indiana at
154154 19 the time the student initially enrolled at the University of Southern
155155 20 Indiana.
156156 21 (c) To qualify under subsection (b), the undergraduate student
157157 22 must remain enrolled in the University of Southern Indiana.
158158 23 (d) Tuition rates and mandatory fees charged by the University
159159 24 of Southern Indiana under subsection (b) may be increased as a
160160 25 result of a cost of living adjustment as determined by the
161161 26 commission under IC 21-18-9-12.
