12	12	not increase from the time the student initially enrolls until the student

29	29	A BILL FOR AN ACT to amend the Indiana Code concerning
30	30	higher education.
31	31	Be it enacted by the General Assembly of the State of Indiana:
32	32	1 SECTION 1. IC 21-18-9-12 IS ADDED TO THE INDIANA CODE
33	33	2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
34	34	3 1, 2025]: Sec. 12. For purposes of:
35	35	4 (1) IC 21-27-3-6;
36	36	5 (2) IC 21-27-4-5;
37	37	6 (3) IC 21-27-5-5;
38	38	7 (4) IC 21-27-7-7; and
39	39	8 (5) IC 21-27-8-8;
40	40	9 the commission shall determine a tuition rate and mandatory fee
41	41	10 cost of living adjustment based on the Consumer Price Index as
42	42	11 prepared by the United States Department of Labor.
43	43	12 SECTION 2. IC 21-27-3-6 IS ADDED TO THE INDIANA CODE
44	44	13 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
45	45	14 1, 2025]: Sec. 6. (a) For purposes of this section, an undergraduate
46	46	15 student includes a student enrolled in:
47	47	16 (1) a bachelor's degree program; or
48	48	17 (2) any degree program or specialized degree program that is

50	50	1 attainable by a student who has completed undergraduate
51	51	2 work prior to admission into the degree program or
52	52	3 specialized degree program but is not required to obtain an
53	53	4 associate or bachelor's degree in order to enroll in the degree
54	54	5 program or specialized degree program.
55	55	6 (b) Except as provided in subsection (d) and subject to
56	56	7 subsection (c), the tuition rate and mandatory fees charged by Ball
57	57	8 State University for an undergraduate student who is an Indiana
58	58	9 resident may not increase from the tuition rate and mandatory fees
59	59	10 charged by Ball State University at the time the student initially
60	60	11 enrolled at Ball State University.
61	61	12 (c) To qualify under subsection (b), the undergraduate student
62	62	13 must remain enrolled in Ball State University.
63	63	14 (d) Tuition rates and mandatory fees charged by Ball State
64	64	15 University under subsection (b) may be increased as a result of a
65	65	16 cost of living adjustment as determined by the commission under
66	66	17 IC 21-18-9-12.
67	67	18 SECTION 3. IC 21-27-4-5 IS ADDED TO THE INDIANA CODE

69	69	20 1, 2025]: Sec. 5. (a) For purposes of this section, an undergraduate
70	70	21 student includes a student enrolled in:
71	71	22 (1) a bachelor's degree program; or
72	72	23 (2) any degree program or specialized degree program that is
73	73	24 attainable by a student who has completed undergraduate
74	74	25 work prior to admission into the degree program or
75	75	26 specialized degree program but is not required to obtain an
76	76	27 associate or bachelor's degree in order to enroll in the degree
77	77	28 program or specialized degree program.

80	80	31 Indiana University for an undergraduate student who is an Indiana

111	111	19 University under subsection (b) may be increased as a result of a
112	112	20 cost of living adjustment as determined by the commission under
113	113	21 IC 21-18-9-12.
114	114	22 SECTION 5. IC 21-27-7-7 IS ADDED TO THE INDIANA CODE

116	116	24 1, 2025]: Sec. 7. (a) For purposes of this section, an undergraduate
117	117	25 student includes a student enrolled in:
118	118	26 (1) a bachelor's degree program; or
119	119	27 (2) any degree program or specialized degree program that is
120	120	28 attainable by a student who has completed undergraduate
121	121	29 work prior to admission into the degree program or
122	122	30 specialized degree program but is not required to obtain an
123	123	31 associate or bachelor's degree in order to enroll in the degree

127	127	35 Purdue University for an undergraduate student who is an Indiana
128	128	36 resident may not increase from the tuition rate and mandatory fees
129	129	37 charged by Purdue University at the time the student initially
130	130	38 enrolled at Purdue University.
131	131	39 (c) To qualify under subsection (b), the undergraduate student
132	132	40 must remain enrolled in Purdue University.
133	133	41 (d) Tuition rates and mandatory fees charged by Purdue
134	134	42 University under subsection (b) may be increased as a result of a

138	138	3 SECTION 6. IC 21-27-8-8 IS ADDED TO THE INDIANA CODE
139	139	4 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
140	140	5 1, 2025]: Sec. 8. (a) For purposes of this section, an undergraduate
141	141	6 student includes a student enrolled in:
142	142	7 (1) a bachelor's degree program; or
143	143	8 (2) any degree program or specialized degree program that is
144	144	9 attainable by a student who has completed undergraduate
145	145	10 work prior to admission into the degree program or
146	146	11 specialized degree program but is not required to obtain an
147	147	12 associate or bachelor's degree in order to enroll in the degree
148	148	13 program or specialized degree program.
149	149	14 (b) Except as provided by subsection (d) and subject to
150	150	15 subsection (c), the tuition rate and mandatory fees charged by the
151	151	16 University of Southern Indiana for an undergraduate student who
152	152	17 is an Indiana resident may not increase from the tuition rate and
153	153	18 mandatory fees charged by the University of Southern Indiana at
154	154	19 the time the student initially enrolled at the University of Southern
155	155	20 Indiana.
156	156	21 (c) To qualify under subsection (b), the undergraduate student
157	157	22 must remain enrolled in the University of Southern Indiana.
158	158	23 (d) Tuition rates and mandatory fees charged by the University
159	159	24 of Southern Indiana under subsection (b) may be increased as a
160	160	25 result of a cost of living adjustment as determined by the
161	161	26 commission under IC 21-18-9-12.
