Synopsis:  Project Lifesaver program requirement for counties.
Requires each county to establish and maintain a Project Lifesaver
program. Tasks the division of disability and rehabilitative services
with ensuring compliance, and requires the division to report to the
general assembly.
Effective:  July 1, 2025.

HOUSE BILL No. 1153
A BILL FOR AN ACT to amend the Indiana Code concerning local
government.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 36-8-28.4 IS ADDED TO THE INDIANA CODE
2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2025]:
4 Chapter 28.4. Project Lifesaver Program
5 Sec. 1. As used in this chapter, "Project Lifesaver" means the
6 community based, public safety, nonprofit organization that
7 provides:
8 (1) law enforcement agencies;
9 (2) fire and rescue agencies; and
10 (3) caregivers;
11 with a program designed to protect and locate an individual with
12 a cognitive disorder who is prone to wandering behavior.
13 Sec. 2. Not later than January 1, 2026, a county shall establish
14 and maintain its own Project Lifesaver program.
15 Sec. 3. The county fiscal body of a county shall appropriate and
16 approve the money necessary for the county to comply with this
17 chapter.

1 Sec. 4. (a) The division of disability and rehabilitative services
2 shall ensure that a county complies with this chapter.
3 (b) The division of disability and rehabilitative services shall
4 report, in an electronic format under IC 5-14-6, county compliance
5 to the general assembly not later than March 1, 2026.
6 (c) The division of disability and rehabilitative services may
7 adopt rules under IC 4-22-2 to carry out this chapter.
