25	25	A BILL FOR AN ACT to amend the Indiana Code concerning
26	26	motor vehicles.
27	27	Be it enacted by the General Assembly of the State of Indiana:
28	28	1 SECTION 1. IC 9-24-13-7 IS ADDED TO THE INDIANA CODE
29	29	2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
30	30	3 1, 2025]: Sec. 7. (a) As used in this section, "program" means the
31	31	4 blue envelope program established by subsection (b).
32	32	5 (b) The blue envelope program is established for the purpose of
33	33	6 enhancing effective communication between law enforcement and
34	34	7 drivers with autism spectrum disorder.
35	35	8 (c) The bureau shall administer the program. The bureau may
36	36	9 provide for, assist in, or authorize the printing and assembling of
37	37	10 a program package containing:
38	38	11 (1) a blue envelope;
39	39	12 (2) a window cling decal that denotes a driver's participation
40	40	13 in the program;
41	41	14 (3) informational materials regarding effective interaction
42	42	15 and communication techniques between law enforcement and
43	43	16 drivers with autism spectrum disorder; and
44	44	17 (4) a contact information card.

46	46	1 (d) Upon the request of an individual who:
47	47	2 (1) holds a driver's license or permit under this article and has
48	48	3 been diagnosed with autism spectrum disorder; or
49	49	4 (2) is the parent or guardian of a minor described in
50	50	5 subdivision (1);
51	51	6 the bureau shall provide the individual with a program package
52	52	7 described in subsection (c). The bureau shall provide information
53	53	8 on its website regarding how to obtain a program package.
54	54	9 (e) A driver may participate in the program by doing the
55	55	10 following:
56	56	11 (1) Affixing the window cling decal on the left lower corner of
57	57	12 the rear window of a motor vehicle.
58	58	13 (2) Filling in the contact information card with the contact
59	59	14 information for an individual who law enforcement can
60	60	15 contact if the driver becomes nonverbal.
61	61	16 (3) Placing the driver's registration, insurance information,
62	62	17 driver's license or permit, and contact information card in the
63	63	18 blue envelope.
64	64	19 (4) Storing the blue envelope in a readily retrievable place in
65	65	20 a motor vehicle, such as a glove compartment or visor.
