2828 A BILL FOR AN ACT to amend the Indiana Code concerning
2929 public safety.
3030 Be it enacted by the General Assembly of the State of Indiana:
3131 1 SECTION 1. IC 10-19-14 IS ADDED TO THE INDIANA CODE
3232 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
3333 3 JULY 1, 2025]:
3434 4 Chapter 14. Digital Alert Pilot Program
3535 5 Sec. 1. As used in this chapter, "applicant" means any of the
3636 6 following entities that provide fire protection services:
3737 7 (1) A city or town.
3838 8 (2) A township.
3939 9 (3) A fire protection territory.
4040 10 (4) A fire protection district.
4141 11 (5) A volunteer fire department.
4242 12 Sec. 2. As used in this chapter, "digital alert technology" means
4343 13 technology that is capable of automatically sending a digital alert:
4444 14 (1) when a fire apparatus' lights are activated; and
4545 15 (2) to a motorist through:
4646 16 (A) a navigational smartphone application; or
4747 17 (B) an in-vehicle navigation system.

4949 1 Sec. 3. As used in this chapter, "fund" means the digital alert
5050 2 pilot program grant fund established by section 8 of this chapter.
5151 3 Sec. 4. As used in this chapter, "pilot program" means the
5252 4 digital alert pilot program established by section 5 of this chapter.
5353 5 Sec. 5. The digital alert pilot program is established to provide
5454 6 grants to eligible applicants for the use of digital alert technology
5555 7 to reduce motorist collisions with fire apparatuses by providing
5656 8 notice to a motorist of the location of a fire apparatus that is:
5757 9 (1) en route to an emergency; or
5858 10 (2) parked at an emergency scene, including in or alongside a
5959 11 highway, street, or road.
6060 12 Sec. 6. (a) The pilot program shall be administered by the
6161 13 department.
6262 14 (b) The department shall develop criteria regarding the
6363 15 expenditures for which a grant may be awarded, including
6464 16 expenditures for:
6565 17 (1) the purchase or rental of dedicated transponders for
6666 18 installation and use in fire apparatuses; and
6767 19 (2) the purchase of subscriptions to digital alerting platforms
6868 20 and cloud storage.
6969 21 Sec. 7. The department shall do the following:
7070 22 (1) Prescribe the form and manner in which grant
7171 23 applications may be submitted.
7272 24 (2) Determine the eligibility of applicants and the selection
7373 25 procedures. The department must require as a condition of
7474 26 eligibility that an applicant must complete annual defensive
7575 27 driving training courses.
7676 28 (3) Determine whether the equipment or service for which an
7777 29 applicant seeks a grant fulfills the purposes of this chapter.
7878 30 (4) Determine the amount of a grant awarded to a recipient.
7979 31 Sec. 8. (a) The digital alert pilot program grant fund is
8080 32 established for the purpose of funding grants to successful
8181 33 applicants.
8282 34 (b) The fund shall be administered by the department.
8383 35 (c) The expenses of administering the fund shall be paid from
8484 36 money in the fund.
8585 37 (d) The fund shall consist of the following:
8686 38 (1) Appropriations to the fund.
8787 39 (2) Federal funds available for the purposes of the fund and
8888 40 the pilot program.
8989 41 (3) Gifts or donations to the fund.
9090 42 (e) The treasurer of state shall invest the money in the fund not

9292 1 currently needed to meet the obligations of the fund in the same
9393 2 manner as other public money may be invested.
9494 3 (f) Money in the fund at the end of a state fiscal year does not
9595 4 revert to the state general fund.
9696 5 Sec. 9. This chapter expires July 1, 2027.
