Synopsis:  Ban on e-liquids and vapor products. Prohibits a person
from distributing, selling, offering to sell, making a delivery sale of, or
offering for barter or exchange an e-liquid or vapor product in Indiana
after June 30, 2025.
Effective:  July 1, 2025.

HOUSE BILL No. 1218
A BILL FOR AN ACT to amend the Indiana Code concerning
alcohol and tobacco.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 7.1-7-7 IS ADDED TO THE INDIANA CODE AS
2 A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY
3 1, 2025]:
4 Chapter 7. Prohibition on Sale
5 Sec. 1. After June 30, 2025, a person may not:
6 (1) distribute;
7 (2) sell;
8 (3) offer to sell;
9 (4) make a delivery sale of; or
10 (5) offer for barter or exchange;
11 an e-liquid or vapor product in Indiana.
12 Sec. 2. The commission may assess a civil penalty against a
13 person that violates section 1 of this chapter in an amount that does
14 not exceed ten thousand dollars ($10,000) per violation. A civil
15 penalty may be assessed in addition to other penalties allowed
16 under this article.
17 Sec. 3. (a) The legislative services agency shall prepare

1 legislation for introduction in the 2026 session of the general
2 assembly to correct and organize the statutory law to conform with
3 section 1 of this chapter.
4 (b) This section expires January 1, 2027.
