HOUSE ENROLLED ACT No. 1348
AN ACT to amend the Indiana Code concerning education.
Be it enacted by the General Assembly of the State of Indiana:
SECTION 1. IC 20-32-2-3, AS AMENDED BY P.L.5-2024,
SECTION 12, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
JULY 1, 2025]: Sec. 3. Except as provided in IC 20-32-8.5-0.7 and
IC 20-32-4-20, "student" means an individual who is enrolled in:
(1) a public school;
(2) a state accredited nonpublic school; or
(3) another nonpublic school that has requested and received from
the state board specific approval of the school's educational
program.
SECTION 2. IC 20-32-4-20 IS ADDED TO THE INDIANA CODE
AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
1, 2025]: Sec. 20. (a) This section applies to a nonaccredited
nonpublic school.
(b) As used in this section, "diploma" means a high school
diploma.
(c) As used in this section, "student" means an individual
enrolled in a school described in subsection (a).
(d) A diploma or credential issued by a person who administers
a school described in subsection (a) is legally sufficient to
demonstrate that the recipient of the diploma or credential has met
the requirements to complete high school.
(e) A state or local agency or institution of higher education in

Indiana may not reject or otherwise treat a person differently
based solely on a diploma or credential that is issued by a school
described in subsection (a).
(f) A person who administers a school described in subsection
(a) has the authority to execute any document required by law,
rule, regulation, or policy to provide evidence regarding:
(1) the enrollment of a child in an educational program
provided by a school described in subsection (a);
(2) the student's full-time or part-time status;
(3) the student's grades;
(4) the student's transcript; or
(5) any other required educational information.
