40+agriculture and animals.
1441 Be it enacted by the General Assembly of the State of Indiana:
15-SECTION 1. IC 4-31-2.1-41.5 IS ADDED TO THE INDIANA
16-CODE AS A NEW SECTION TO READ AS FOLLOWS
17-[EFFECTIVE JULY 1, 2025]: Sec. 41.5. "Teeth floating" means
18-filing or rasping a horse's teeth with a manual hand tool to remove
19-sharp edges.
20-SECTION 2. IC 4-31-6-12 IS ADDED TO THE INDIANA CODE
21-AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
22-1, 2025]: Sec. 12. (a) Except as provided in sections 6 and 6.5 of this
23-chapter, the commission may issue a license to an individual who:
24-(1) is not a veterinarian; and
25-(2) meets one (1) or more of the following:
26-(A) The individual is licensed in another state to provide

63+4 (b) An individual licensed under subsection (a) may not do the
64+5 following:
65+6 (1) Administer a sedative drug to a horse.
66+7 (2) Use a power tool to perform teeth floating services.
67+8 (3) Perform teeth floating on incisor teeth.
68+9 (4) Extract teeth from a horse except for loose deciduous
69+10 teeth.
70+11 SECTION 3. IC 25-38.1-3-1, AS AMENDED BY P.L.37-2021,
71+12 SECTION 3, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
72+13 JULY 1, 2025]: Sec. 1. (a) A person may not practice veterinary
73+14 medicine in Indiana unless the person:
74+15 (1) is licensed as a veterinarian in Indiana; or
75+16 (2) holds a special permit issued by the board.
76+17 (b) The following persons are exempt from the licensing or special
77+18 permit requirements of this chapter:
78+19 (1) A veterinarian on the faculty of the School of Veterinary
79+20 Medicine at Purdue University performing regular duties, or a
80+21 veterinarian employed by the animal disease diagnostic laboratory
81+22 established by IC 21-46-3-1 performing regular duties.
82+23 (2) A veterinary medical officer serving in the United States
83+24 armed forces or veterinarian employed by a federal, state, or local
84+25 government agency performing veterinary medical services that
85+26 are within the scope of official duties and are performed during
86+27 the period of the person's service.
87+28 (3) An individual who is a regular student in an accredited college
88+29 of veterinary medicine performing duties or actions assigned by
89+30 the faculty of the School of Veterinary Medicine at Purdue
90+31 University or working under the direct supervision of a licensed
91+32 veterinarian.
92+33 (4) An extern.
93+34 (5) A veterinarian who is licensed and is a resident in another
94+35 state or country and consults with a veterinarian licensed under
95+36 this article.
96+37 (6) An owner or a contract operator of an animal or a regular
97+38 employee of the owner or a contract operator caring for and
98+39 treating an animal, except where the ownership of the animal was
99+40 transferred for purposes of circumventing this chapter.
100+41 (7) A guest lecturing or giving instructions or demonstrations at
101+42 the School of Veterinary Medicine at Purdue University, or

103+1 elsewhere, in connection with a continuing education program.
104+2 (8) An individual while engaged in bona fide scientific research
105+3 that:
106+4 (A) reasonably requires experimentation involving animals;
107+5 and
108+6 (B) is conducted in a facility or with a company that complies
109+7 with federal regulations regarding animal welfare.
110+8 (9) A graduate of a foreign college of veterinary medicine who is
111+9 in the process of obtaining an ECFVG certificate or a PAVE
112+10 certificate and who is under the direct supervision of:
113+11 (A) the faculty of the School of Veterinary Medicine at Purdue
114+12 University; or
115+13 (B) a veterinarian licensed under this article.
116+14 (10) A veterinarian who is enrolled in a postgraduate instructional
117+15 program in an accredited college of veterinary medicine
118+16 performing duties or actions assigned by the faculty of the School
119+17 of Veterinary Medicine at Purdue University.
120+18 (11) A member in good standing of another licensed or regulated
121+19 profession within Indiana who:
122+20 (A) provides assistance requested by a veterinarian licensed
123+21 under this article;
124+22 (B) acts with the consent of the client;
125+23 (C) acts within a veterinarian-client-patient relationship; and
126+24 (D) acts under the direct or indirect supervision of the licensed
127+25 veterinarian.
128+26 (12) A paramedic, advanced emergency medical technician, or
129+27 emergency medical technician who, in the performance of their
130+28 duties, renders care or transportation to an injured operational
131+29 canine under IC 16-31-13.
132+30 (13) An individual who:
133+31 (A) is licensed by the Indiana horse racing commission
134+32 under IC 4-31-6-12; and
135+33 (B) performs only the services for which the individual's
136+34 license allows on a licensed horse race track in Indiana.
