2929 A BILL FOR AN ACT to amend the Indiana Code concerning
3030 public safety and to make an appropriation.
3131 Be it enacted by the General Assembly of the State of Indiana:
3232 1 SECTION 1. IC 10-19-14.1 IS ADDED TO THE INDIANA CODE
3333 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE

3535 4 Chapter 14.1. Indiana Nonprofit Security Grant Fund
3636 5 Sec. 1. (a) The Indiana nonprofit security grant fund is
3737 6 established for the purpose of providing grants under this chapter
3838 7 for physical security improvements, security personnel
3939 8 improvements, and other protective measures described in
4040 9 subsection (b) for nonprofit organizations in Indiana that are
4141 10 exempt from federal income taxation under Section 501(c)(3) of the
4242 11 Internal Revenue Code and are at high risk due to the nature of
4343 12 their ideology, beliefs, or mission. These organizations include
4444 13 synagogues, churches, and other places of worship and community
4545 14 centers.
4646 15 (b) Protective measures for which a grant awarded under this
4747 16 chapter may be used include:
4848 17 (1) target hardening measures;

5050 1 (2) fencing;
5151 2 (3) bulletproof windows;
5252 3 (4) bulletproof doors;
5353 4 (5) security personnel;
5454 5 (6) security training; and
5555 6 (7) stop the bleed training.
5656 7 (c) The department shall administer the fund.
5757 8 (d) The fund consists of:
5858 9 (1) appropriations from the general assembly;
5959 10 (2) money received from any state or federal grants or
6060 11 programs; and
6161 12 (3) grants, gifts, and donations intended for deposit in the
6262 13 fund.
6363 14 Sec. 2. (a) The department shall:
6464 15 (1) adopt application procedures;
6565 16 (2) prepare necessary forms; and
6666 17 (3) implement guidelines and other requirements for
6767 18 awarding grants under this chapter.
6868 19 (b) A nonprofit organization described in section 1 of this
6969 20 chapter may apply for a grant under this chapter by submitting an
7070 21 application to the department in a manner prescribed by the
7171 22 department. The amount of the grant that may be awarded by the
7272 23 department under this chapter shall be at least twenty-five
7373 24 thousand dollars ($25,000) and may not exceed one hundred
7474 25 thousand dollars ($100,000). The department shall determine the
7575 26 method and procedure for awarding grants under this chapter.
7676 27 Sec. 3. An organization that receives a grant under this chapter
7777 28 shall implement the protective measures for which the grant was
7878 29 awarded not later than three (3) years after the date that the grant
7979 30 is awarded.
8080 31 SECTION 2. [EFFECTIVE JULY 1, 2025] (a) There is
8181 32 appropriated to the Indiana nonprofit security grant fund
8282 33 established by IC 10-19-14.1-1, as added by this act:
8383 34 (1) for the state fiscal year beginning July 1, 2025, and ending
8484 35 June 30, 2026, two million five hundred thousand dollars
8585 36 ($2,500,000); and
8686 37 (2) for the state fiscal year beginning July 1, 2026, and ending
8787 38 June 30, 2027, two million five hundred thousand dollars
8888 39 ($2,500,000);
8989 40 from the state general fund for use by the department of homeland
9090 41 security for carrying out the purpose of the Indiana nonprofit
9191 42 security grant fund established by IC 10-19-14.1-1, as added by this

9393 1 act.
9494 2 (b) This SECTION expires July 1, 2027.
