35 | 35 | | 4 Chapter 14.1. Indiana Nonprofit Security Grant Fund |
---|
36 | 36 | | 5 Sec. 1. (a) The Indiana nonprofit security grant fund is |
---|
37 | 37 | | 6 established for the purpose of providing grants under this chapter |
---|
38 | 38 | | 7 for physical security improvements, security personnel |
---|
39 | 39 | | 8 improvements, and other protective measures described in |
---|
40 | 40 | | 9 subsection (b) for nonprofit organizations in Indiana that are |
---|
41 | 41 | | 10 exempt from federal income taxation under Section 501(c)(3) of the |
---|
42 | 42 | | 11 Internal Revenue Code and are at high risk due to the nature of |
---|
43 | 43 | | 12 their ideology, beliefs, or mission. These organizations include |
---|
44 | 44 | | 13 synagogues, churches, and other places of worship and community |
---|
45 | 45 | | 14 centers. |
---|
46 | 46 | | 15 (b) Protective measures for which a grant awarded under this |
---|
47 | 47 | | 16 chapter may be used include: |
---|
48 | 48 | | 17 (1) target hardening measures; |
---|

---|
51 | 51 | | 2 (3) bulletproof windows; |
---|
52 | 52 | | 3 (4) bulletproof doors; |
---|

54 | 54 | | 5 (6) security training; and |
---|
55 | 55 | | 6 (7) stop the bleed training. |
---|
56 | 56 | | 7 (c) The department shall administer the fund. |
---|
57 | 57 | | 8 (d) The fund consists of: |
---|
58 | 58 | | 9 (1) appropriations from the general assembly; |
---|
59 | 59 | | 10 (2) money received from any state or federal grants or |
---|
60 | 60 | | 11 programs; and |
---|
61 | 61 | | 12 (3) grants, gifts, and donations intended for deposit in the |
---|
62 | 62 | | 13 fund. |
---|
63 | 63 | | 14 Sec. 2. (a) The department shall: |
---|
64 | 64 | | 15 (1) adopt application procedures; |
---|
65 | 65 | | 16 (2) prepare necessary forms; and |
---|
66 | 66 | | 17 (3) implement guidelines and other requirements for |
---|
67 | 67 | | 18 awarding grants under this chapter. |
---|
68 | 68 | | 19 (b) A nonprofit organization described in section 1 of this |
---|
69 | 69 | | 20 chapter may apply for a grant under this chapter by submitting an |
---|
70 | 70 | | 21 application to the department in a manner prescribed by the |
---|
71 | 71 | | 22 department. The amount of the grant that may be awarded by the |
---|
72 | 72 | | 23 department under this chapter shall be at least twenty-five |
---|
73 | 73 | | 24 thousand dollars ($25,000) and may not exceed one hundred |
---|
74 | 74 | | 25 thousand dollars ($100,000). The department shall determine the |
---|
75 | 75 | | 26 method and procedure for awarding grants under this chapter. |
---|
76 | 76 | | 27 Sec. 3. An organization that receives a grant under this chapter |
---|
77 | 77 | | 28 shall implement the protective measures for which the grant was |
---|
78 | 78 | | 29 awarded not later than three (3) years after the date that the grant |
---|
79 | 79 | | 30 is awarded. |
---|
80 | 80 | | 31 SECTION 2. [EFFECTIVE JULY 1, 2025] (a) There is |
---|
81 | 81 | | 32 appropriated to the Indiana nonprofit security grant fund |
---|
82 | 82 | | 33 established by IC 10-19-14.1-1, as added by this act: |
---|
83 | 83 | | 34 (1) for the state fiscal year beginning July 1, 2025, and ending |
---|
84 | 84 | | 35 June 30, 2026, two million five hundred thousand dollars |
---|
85 | 85 | | 36 ($2,500,000); and |
---|
86 | 86 | | 37 (2) for the state fiscal year beginning July 1, 2026, and ending |
---|
87 | 87 | | 38 June 30, 2027, two million five hundred thousand dollars |

88 | 88 | | 39 ($2,500,000); |

89 | 89 | | 40 from the state general fund for use by the department of homeland |
