3232 A BILL FOR AN ACT concerning human services.
3333 Be it enacted by the General Assembly of the State of Indiana:
3434 1 SECTION 1. [EFFECTIVE JULY 1, 2025] (a) As used in this
3535 2 SECTION, "FSSA" means the office of the secretary of family and
3636 3 social services established by IC 12-8-1.5-1.
3737 4 (b) FSSA shall conduct a study of the means by which the state
3838 5 can optimize the delivery of services to individuals who are:
3939 6 (1) intellectually disabled and mentally ill; or
4040 7 (2) mentally ill and addicted to alcohol or a controlled
4141 8 substance.
4242 9 (c) The study under subsection (b) must seek to identify means
4343 10 by which the state can deliver services to an individual described
4444 11 in subsection (b):
4545 12 (1) such that the individual receives services for both:
4646 13 (A) the individual's intellectual disability and the
4747 14 individual's mental illness; or
4848 15 (B) the individual's mental illness and the individual's
4949 16 addiction;
5050 17 as applicable; and
5151 18 (2) such as to reduce the likelihood of the individual becoming

5353 1 involved with the criminal justice system.
5454 2 (d) Not later than November 1, 2025, FSSA shall transmit to the
5555 3 director of the legislative services agency, in an electronic format
5656 4 under IC 5-14-6, for distribution to the members of the general
5757 5 assembly, a report setting forth:
5858 6 (1) the findings of the study under subsection (b); and
5959 7 (2) any legislation recommended by FSSA based on the
6060 8 findings of the study under subsection (b).
6161 9 (e) This SECTION expires January 1, 2026.
