28	28	A BILL FOR AN ACT to amend the Indiana Code concerning
29	29	elections.
30	30	Be it enacted by the General Assembly of the State of Indiana:
31	31	1 SECTION 1. IC 3-11-4-7, AS AMENDED BY P.L.169-2015,
32	32	2 SECTION 101, IS AMENDED TO READ AS FOLLOWS
33	33	3 [EFFECTIVE JULY 1, 2025]: Sec. 7. (a) An absentee ballot
34	34	4 application under section 6 of this chapter must be made on a standard
35	35	5 form approved under 52 U.S.C. 20301(b) or on the form prescribed by
36	36	6 the election division under section 5.1 of this chapter.
37	37	7 (b) An absentee ballot application under section 6 of this chapter
38	38	8 from an:
39	39	9 (1) absent uniformed services voter; or
40	40	10 (2) address confidentiality program participant (as defined in
41	41	11 IC 5-26.5-1-6);
42	42	12 must show that the voter or program participant is a resident otherwise
43	43	13 qualified to vote in the precinct.
44	44	14 (c) An absentee ballot application under section 6 of this chapter
45	45	15 from an overseas voter must show, in the manner required under
46	46	16 subsection (d), that the overseas voter was a resident and otherwise
47	47	17 qualified to vote in the precinct where the voter resided before leaving

50	50	2 (d) An absentee ballot application described in subsection (c)
51	51	3 must include:
52	52	4 (1) photo identification; and
53	53	5 (2) a utility bill, bank statement, government check, paycheck,
54	54	6 or government document;
55	55	7 that includes the name of the voter and the address where the voter
56	56	8 resided before leaving the United States.
