2828 A BILL FOR AN ACT to amend the Indiana Code concerning
2929 elections.
3030 Be it enacted by the General Assembly of the State of Indiana:
3131 1 SECTION 1. IC 3-11-4-7, AS AMENDED BY P.L.169-2015,
3232 2 SECTION 101, IS AMENDED TO READ AS FOLLOWS
3333 3 [EFFECTIVE JULY 1, 2025]: Sec. 7. (a) An absentee ballot
3434 4 application under section 6 of this chapter must be made on a standard
3535 5 form approved under 52 U.S.C. 20301(b) or on the form prescribed by
3636 6 the election division under section 5.1 of this chapter.
3737 7 (b) An absentee ballot application under section 6 of this chapter
3838 8 from an:
3939 9 (1) absent uniformed services voter; or
4040 10 (2) address confidentiality program participant (as defined in
4141 11 IC 5-26.5-1-6);
4242 12 must show that the voter or program participant is a resident otherwise
4343 13 qualified to vote in the precinct.
4444 14 (c) An absentee ballot application under section 6 of this chapter
4545 15 from an overseas voter must show, in the manner required under
4646 16 subsection (d), that the overseas voter was a resident and otherwise
4747 17 qualified to vote in the precinct where the voter resided before leaving

5050 2 (d) An absentee ballot application described in subsection (c)
5151 3 must include:
5252 4 (1) photo identification; and
5353 5 (2) a utility bill, bank statement, government check, paycheck,

5656 8 resided before leaving the United States.
