38+A BILL FOR AN ACT concerning elections.
1339 Be it enacted by the General Assembly of the State of Indiana:
14-SECTION 1. [EFFECTIVE UPON PASSAGE] (a) The secretary
15-of state shall do the following:
16-(1) Analyze and estimate any cost savings that may be realized
17-by doing the following:
18-(A) Requiring all local elections to be conducted in the
19-odd-numbered year immediately preceding a presidential
20-election year.
21-(B) Moving the municipal elections to even-numbered
22-non-presidential election years.
23-(C) Moving the municipal elections to even-numbered
24-presidential election years.
25-(D) Requiring all counties to use vote centers.
26-(2) Study the impact that the policy changes described in
27-subdivision (1) would have on voter turnout.
28-(3) Conduct at least three (3) public meetings on the topics
29-studied under this SECTION in accordance with subsection
30-(b).
31-(4) Report the results of the studies conducted under this
32-SECTION to the legislative council in an electronic format
33-under IC 5-14-6 before November 1, 2025.
34-(b) The secretary of state shall conduct at least one (1) public
35-meeting under subsection (a)(3) in each of the following regions of
36-HEA 1633 2
37-Indiana:
38-(1) The northern region.
39-(2) The central region.
40-(3) The southern region.
41-(c) This SECTION expires January 1, 2026.
42-SECTION 2. An emergency is declared for this act.
