2621 1 A CONCURRENT RESOLUTION urging regional
2722 2 transmission organizations, the Federal Energy Regulatory
2823 3 Commission, the United States Department of Energy, the
2924 4 North American Electric Reliability Corporation, and the
3025 5 United States Congress to take such actions as necessary to
3126 6 enact reform processes to expedite the approval of electric
3227 7 transmission and generation projects.
3328 8 Whereas, The Indiana General Assembly has established
3429 9 energy policy based on balancing the "Five Pillars"
3530 10 instrumental to the state's long term energy goals: reliability,
3631 11 affordability, resiliency, stability, and environmental
3732 12 sustainability;
3833 13 Whereas, Energy demand is accelerating across Indiana and
3934 14 the Midwest because of growth in data centers, advanced
4035 15 manufacturing, and other economic development projects;
4136 16 Whereas, Indiana's regulatory framework has established the
4237 17 Hoosier State as a highly desirable location for economic
4338 18 development projects;
4439 19 Whereas, The ability to quickly develop and build additive
4540 20 energy infrastructure, including generation and transmission,
4641 21 is critical to the economic development and electric resource
4742 22 adequacy of Indiana and the Midwest;
4843 23 Whereas, Regional transmission organizations' current
4944 24 generator interconnection review processes are overwhelmed
5045 25 with requests for new resource interconnections, such that the
5146 26 current process has become unworkable, and a process initially

5348 1 designed to take months to complete now takes many years to
5449 2 complete before incremental transmission infrastructure and
5550 3 generation can be added to the grid;
5651 4 Whereas, Regional transmission organizations play a critical
5752 5 role in analyzing the addition of transmission infrastructure
5853 6 and dispatchable generation for large load demand additions;
5954 7 Whereas, The Indiana Utility Regulatory Commission has
6055 8 long had regulatory responsibility for assuring generation
6156 9 resource adequacy for retail electric customers;
6257 10 Whereas, The Federal Energy Regulatory Commission has
6358 11 authority to amend regulations and approve tariff changes to
6459 12 grant regional transmission organizations the flexibility to
6560 13 adjust interconnection queue priorities based on resource
6661 14 reliability attributes, grid reliability, and resilience needs; and
6762 15 Whereas, Indiana's load serving entities, consisting of those
6863 16 electric utilities with a statutory obligation to serve their
6964 17 jurisdictional customers and plan for future load growth
7065 18 through an integrated resource planning process, and the
7166 19 Indiana Utility Regulatory Commission are best positioned to
7267 20 understand and respond to the needs of the electric system and
7368 21 large load additions to the system: Therefore,
7469 22 Be it resolved by the House of Representatives
7570 23 of the General Assembly of the State of Indiana,
7671 24 the Senate concurring:
7772 25 SECTION 1. That the Indiana General Assembly urges the
7873 26 regional transmission organizations that operate facilities in
7974 27 Indiana to take the necessary steps to prioritize transmission and
8075 28 generation additions proposed by Indiana's load serving entities
8176 29 and specifically determined by the Indiana Utility Regulatory
8277 30 Commission as necessary for resource adequacy.
8378 31 SECTION 2. That the Indiana General Assembly determines
8479 32 that solutions must include the establishment of an expedited
8580 33 interconnection review process for Indiana's load serving
8681 34 entities consistent with their integrated resource plans.
8782 35 SECTION 3. That the Indiana General Assembly determines
8883 36 that solutions must also include an expedited interconnection
8984 37 review process for dispatchable resources that is critical to
9085 38 serving growing load requirements around the clock and that is

9287 1 consistent with the Five Pillars of Indiana's energy policy.
9388 2 SECTION 4. That the Indiana General Assembly determines
9489 3 that solutions must also include an expedited interconnection
9590 4 review process for incremental generation added at existing
9691 5 generation stations where an electric utility plans to use a
9792 6 generator replacement review process.
9893 7 SECTION 5. That the Indiana General Assembly urges
9994 8 regional transmission organizations, the Federal Energy
10095 9 Regulatory Commission, the United States Department of
10196 10 Energy, the North American Electric Reliability Corporation,
10297 11 and the United States Congress to take such actions as are
10398 12 necessary to enact reform processes to expedite the approval of
10499 13 electric transmission and generation projects to promote
105100 14 Indiana's economic development through the approval and
106101 15 implementation of these solutions.
107102 16 SECTION 6. That the Principal Clerk of the House of
108103 17 Representatives shall transmit a copy of this resolution to the
109104 18 presiding officers of the Senate and the House of
110105 19 Representatives of the United States Congress, each member of
111106 20 the Indiana Congressional delegation, the Federal Energy
112107 21 Regulatory Commission, the United States Department of
113108 22 Energy, the North American Electric Reliability Corporation,
114109 23 the Midcontinent Independent System Operator, and the PJM
115110 24 Interconnection.
