7	7	1 A HOUSE RESOLUTION honoring Dr. David Smith upon
8	8	2 his retirement from the Evansville Vanderburgh School
9	9	3 Corporation.
10	10	4 Whereas, Dr. David Smith will be retiring, effective July 1,
11	11	5 2025, as superintendent of the Evansville Vanderburgh School
12	12	6 Corporation (EVSC) after 14 years;
13	13	7 Whereas, Dr. David Smith holds the Doctor of Education in
14	14	8 Leadership degree from Oakland City University and
15	15	9 bachelor's and master's degrees in music education from the
16	16	10 University of Evansville. He also has a degree in secondary
17	17	11 administration and supervision and an education specialist
18	18	12 degree from Indiana State University;
19	19	13 Whereas, Most recently, Smith received his Master of
20	20	14 Business Operational Excellence degree and Lean Six Sigma

23	23	1 black belt designation in December 2011 from The Ohio State
24	24	2 University, Fisher College of Business;
25	25	3 Whereas, Dr. Smith has worked within the EVSC for 43
26	26	4 years, working as an instrumental music teacher for 19 years,
27	27	5 then as principal, deputy superintendent, director of principal
28	28	6 support, deputy chief of staff, and assistant superintendent for
29	29	7 business and human resources;
30	30	8 Whereas, Dr. Smith was hired in 2011 and was the only
31	31	9 person interviewed for the job. He was approved in a 6-1 vote
32	32	10 by the school board at the time;
33	33	11 Whereas, As superintendent of the EVSC, Dr. Smith oversaw
34	34	12 the third-largest school corporation in the state with about
35	35	13 22,000 students;
36	36	14 Whereas, During his tenure as superintendent, the EVSC has
37	37	15 received national recognition by being named the "Number 1
38	38	16 School District in the Nation" for its application of student
39	39	17 performance data. He has led the EVSC in developing unique,
40	40	18 innovative school models as well as the Transformation Zone,
41	41	19 a state approved model for school turnaround;
42	42	20 Whereas, Under his leadership, the EVSC was one of only 20
43	43	21 districts named to the Advanced Placement Honor Roll for the
44	44	22 increase in the number of students taking AP classes, combined
45	45	23 with students' increased success on AP Exams;
46	46	24 Whereas, In 2018, Dr. Smith presented OptIN (Opportunities
47	47	25 through Partnerships that Transform and Inspire) to the
48	48	26 Evansville business community. Dr. Smith's vision of OptIN is
49	49	27 to educate students on their post-secondary or career options
50	50	28 that best match their interests and strengths and will give them
51	51	29 a clear path for success. By connecting students' passion and
52	52	30 interests with open positions in the community, students are
53	53	31 ensured to have the education and transferable skills necessary
54	54	32 for today's workforce;
55	55	33 Whereas, While an instrumental music teacher at Reitz High
56	56	34 School, he grew the instrumental program to more than 350
57	57	35 students, helping it reach the pinnacle as state finalists 12

61	61	2 Whereas, Dr. Smith serves on the boards of directors for
62	62	3 many local organizations, including Evansville Philharmonic
63	63	4 Orchestra, Junior Achievement, Youth Resources, Indiana State
64	64	5 School Music Association, EVSC Foundation, Public Education
65	65	6 Foundation, and the State Superintendent's Advisory Council,
66	66	7 and he is a member of the advisory council for Youth First and
67	67	8 the Koch Family Children's Museum of Evansville (cMoe);
68	68	9 Whereas, Among his honors and recognitions related to
69	69	10 teaching, he was the Evansville Courier & Press/University of
70	70	11 Evansville 1992 High School Teacher of the Year and was
71	71	12 nominated multiple times for teaching and administration
72	72	13 awards; and
73	73	14 Whereas, Dr. David Smith has dedicated his career to
74	74	15 serving the needs of students in the Evansville Vanderburgh
75	75	16 School Corporation, having a profound impact on the lives of
76	76	17 thousands of students over the last 43 years: Therefore,
77	77	18 Be it resolved by the House of Representatives of the
78	78	19 General Assembly of the State of Indiana:
79	79	20 SECTION 1. That the Indiana House of Representatives
80	80	21 honors Dr. David Smith upon his retirement from the
81	81	22 Evansville Vanderburgh School Corporation after 14 years as
82	82	23 superintendent and recognizes his contributions over his 43 year
83	83	24 career in education.
84	84	25 SECTION 2. That the Principal Clerk of the House of
85	85	26 Representatives shall transmit copies of this resolution to State
86	86	27 Representative Wendy McNamara for distribution.
