77 1 A HOUSE RESOLUTION honoring Dr. David Smith upon
88 2 his retirement from the Evansville Vanderburgh School
99 3 Corporation.
1010 4 Whereas, Dr. David Smith will be retiring, effective July 1,
1111 5 2025, as superintendent of the Evansville Vanderburgh School
1212 6 Corporation (EVSC) after 14 years;
1313 7 Whereas, Dr. David Smith holds the Doctor of Education in
1414 8 Leadership degree from Oakland City University and
1515 9 bachelor's and master's degrees in music education from the
1616 10 University of Evansville. He also has a degree in secondary
1717 11 administration and supervision and an education specialist
1818 12 degree from Indiana State University;
1919 13 Whereas, Most recently, Smith received his Master of
2020 14 Business Operational Excellence degree and Lean Six Sigma

2323 1 black belt designation in December 2011 from The Ohio State
2424 2 University, Fisher College of Business;
2525 3 Whereas, Dr. Smith has worked within the EVSC for 43
2626 4 years, working as an instrumental music teacher for 19 years,
2727 5 then as principal, deputy superintendent, director of principal
2828 6 support, deputy chief of staff, and assistant superintendent for
2929 7 business and human resources;
3030 8 Whereas, Dr. Smith was hired in 2011 and was the only
3131 9 person interviewed for the job. He was approved in a 6-1 vote
3232 10 by the school board at the time;
3333 11 Whereas, As superintendent of the EVSC, Dr. Smith oversaw
3434 12 the third-largest school corporation in the state with about
3535 13 22,000 students;
3636 14 Whereas, During his tenure as superintendent, the EVSC has
3737 15 received national recognition by being named the "Number 1
3838 16 School District in the Nation" for its application of student
3939 17 performance data. He has led the EVSC in developing unique,
4040 18 innovative school models as well as the Transformation Zone,
4141 19 a state approved model for school turnaround;
4242 20 Whereas, Under his leadership, the EVSC was one of only 20
4343 21 districts named to the Advanced Placement Honor Roll for the
4444 22 increase in the number of students taking AP classes, combined
4545 23 with students' increased success on AP Exams;
4646 24 Whereas, In 2018, Dr. Smith presented OptIN (Opportunities
4747 25 through Partnerships that Transform and Inspire) to the
4848 26 Evansville business community. Dr. Smith's vision of OptIN is
4949 27 to educate students on their post-secondary or career options
5050 28 that best match their interests and strengths and will give them
5151 29 a clear path for success. By connecting students' passion and
5252 30 interests with open positions in the community, students are
5353 31 ensured to have the education and transferable skills necessary
5454 32 for today's workforce;
5555 33 Whereas, While an instrumental music teacher at Reitz High
5656 34 School, he grew the instrumental program to more than 350
5757 35 students, helping it reach the pinnacle as state finalists 12

6161 2 Whereas, Dr. Smith serves on the boards of directors for
6262 3 many local organizations, including Evansville Philharmonic
6363 4 Orchestra, Junior Achievement, Youth Resources, Indiana State
6464 5 School Music Association, EVSC Foundation, Public Education
6565 6 Foundation, and the State Superintendent's Advisory Council,
6666 7 and he is a member of the advisory council for Youth First and
6767 8 the Koch Family Children's Museum of Evansville (cMoe);
6868 9 Whereas, Among his honors and recognitions related to
6969 10 teaching, he was the Evansville Courier & Press/University of
7070 11 Evansville 1992 High School Teacher of the Year and was
7171 12 nominated multiple times for teaching and administration
7272 13 awards; and
7373 14 Whereas, Dr. David Smith has dedicated his career to
7474 15 serving the needs of students in the Evansville Vanderburgh
7575 16 School Corporation, having a profound impact on the lives of
7676 17 thousands of students over the last 43 years: Therefore,
7777 18 Be it resolved by the House of Representatives of the
7878 19 General Assembly of the State of Indiana:
7979 20 SECTION 1. That the Indiana House of Representatives
8080 21 honors Dr. David Smith upon his retirement from the
8181 22 Evansville Vanderburgh School Corporation after 14 years as
8282 23 superintendent and recognizes his contributions over his 43 year
8383 24 career in education.
8484 25 SECTION 2. That the Principal Clerk of the House of
8585 26 Representatives shall transmit copies of this resolution to State
8686 27 Representative Wendy McNamara for distribution.
