1 A HOUSE RESOLUTION recognizing the seriousness of
2 the national debt and its threat to national security.
3 Whereas, As of March 2025, the total outstanding debt of the
4 United States was more than $36 trillion;
5 Whereas, In 2024, the total public debt as a percentage of
6 the United States gross domestic product was 124 percent;
7 Whereas, As of March 2025, the debt owed per citizen was
8 $107,000;
9 Whereas, The last federal budget surplus occurred in 2001;
10 Whereas, In fiscal year 2024, federal tax receipts totaled
11 nearly $5 trillion, but federal outlays totaled $6.75 trillion,
12 leaving the United States federal government with a single year

1 deficit of nearly $1.8 trillion;
2 Whereas, Congress has not had a balanced budget in 23
3 years; and
4 Whereas, In fiscal year 2024, federal spending on interest to
5 service the national debt is the fastest growing budget line item
6 at $1 trillion, which is more than the annual budget of the
7 United States military: Therefore,
8 Be it resolved by the House of Representatives of the
9 General Assembly of the State of Indiana:
10 SECTION 1. That the Indiana House of Representatives
11 recognizes that the national debt is a threat to the national
12 security of the United States.
13 SECTION 2. That the Indiana House of Representatives
14 recognizes that deficits are unsustainable, irresponsible, and
15 dangerous.
16 SECTION 3. That the Indiana House of Representatives
17 urges Congress to commit to restoring regular order in the
18 appropriation process.
19 SECTION 4. That the Indiana House of Representatives
20 urges Congress to commit to preventing the looming fiscal
21 crisis faced by the United States.
22 SECTION 5. That the Principal Clerk of the House of
23 Representatives shall transmit copies of this resolution to
24 Indiana's Congressional delegation.
