2828 A BILL FOR AN ACT to amend the Indiana Code concerning
2929 public safety.
3030 Be it enacted by the General Assembly of the State of Indiana:
3131 1 SECTION 1. IC 10-21-1-2, AS AMENDED BY P.L.201-2023,
3232 2 SECTION 128, IS AMENDED TO READ AS FOLLOWS
3333 3 [EFFECTIVE JULY 1, 2025]: Sec. 2. (a) The Indiana secured school
3434 4 fund is established to provide:
3535 5 (1) matching grants to school corporations, charter schools, and
3636 6 accredited nonpublic schools, where the matching grants may be
3737 7 used to:
3838 8 (A) employ a school resource officer, employ a law
3939 9 enforcement officer, or enter into a contract or a memorandum
4040 10 of understanding with a:
4141 11 (i) local law enforcement agency;
4242 12 (ii) private entity; or
4343 13 (iii) nonprofit corporation;
4444 14 to employ a school resource officer or a law enforcement
4545 15 officer;
4646 16 (B) conduct:
4747 17 (i) a site vulnerability assessment of the buildings within a

4949 1 school corporation or the buildings that are operated by a
5050 2 charter school or accredited nonpublic school; or
5151 3 (ii) critical incident digital mapping of the buildings within
5252 4 a school corporation or the buildings that are operated by a
5353 5 charter school or accredited nonpublic school;
5454 6 (C) purchase equipment, hardware, materials, and technology
5555 7 to:
5656 8 (i) restrict access to school property and classrooms;
5757 9 (ii) assist with visitor management on school property;
5858 10 (iii) expedite notification of first responders;
5959 11 (iv) expedite access to school property for first responders;
6060 12 (v) provide school staff with information about the open or
6161 13 closed status of interior and exterior doors;
6262 14 (vi) detect fire, chemical, visual, or audible threats;
6363 15 (vii) enhance emergency communications inside the
6464 16 building; or
6565 17 (viii) assist with emergency medical response on school
6666 18 property;
6767 19 (D) implement a student and parent support services plan as
6868 20 described in IC 20-34-9;
6969 21 (E) purchase or provide training for a canine trained to detect
7070 22 drugs and illegal substances, explosives, or firearms, or to
7171 23 otherwise provide protection for students and school
7272 24 employees and the canine shall:
7373 25 (i) be primarily assigned to a school corporation, charter
7474 26 school, or accredited nonpublic school;
7575 27 (ii) be primarily assigned to a school resource officer or law
7676 28 enforcement officer described in clause (A) who has
7777 29 received appropriate training for handling a canine trained
7878 30 to detect drugs and illegal substances, explosives, or
7979 31 firearms, or to otherwise provide protection for students and
8080 32 school employees, including training regarding handling a
8181 33 canine in a school setting; and
8282 34 (iii) receive continuous training as appropriate;
8383 35 (F) provide funding for school employees to receive training,
8484 36 including expenses for per diem, travel, and lodging, related
8585 37 to:
8686 38 (i) site vulnerability assessments;
8787 39 (ii) mental health or behavioral health threat assessments;
8888 40 (iii) multi-disciplinary threat assessment teams; or
8989 41 (iv) emergency preparedness or response activities;
9090 42 (G) provide funding for school resource officers or law

9292 1 enforcement officers described in clause (A) to receive
9393 2 training, including expenses for per diem, travel, and lodging,
9494 3 related to handling a canine trained to detect drugs and illegal
9595 4 substances, explosives, or firearms, or to otherwise provide
9696 5 protection for students and school employees;
9797 6 (H) purchase student safety management technology;
9898 7 (I) design and construct additions or renovations on school
9999 8 property if the primary purpose of the construction project is
100100 9 to enhance the physical security of the school building; or
101101 10 (J) implement a bullying prevention program; and or
102102 11 (K) provide funding for school employees to receive youth
103103 12 violence early intervention training or programming; and
104104 13 (2) one (1) time grants to enable school corporations, charter
105105 14 schools, and accredited nonpublic schools with the sheriff for the
106106 15 county in which the school corporation, charter school, or
107107 16 accredited nonpublic school is located, to provide the initial set up
108108 17 costs for an active event warning system.
109109 18 (b) A school corporation or charter school may use money received
110110 19 under a matching grant for a purpose listed in subsection (a) to provide
111111 20 a response to a threat in a manner that the school corporation or charter
112112 21 school sees fit, including firearms training or other self-defense
113113 22 training.
114114 23 (c) The fund shall be administered by the department of homeland
115115 24 security.
116116 25 (d) The fund consists of:
117117 26 (1) appropriations from the general assembly;
118118 27 (2) federal grants;
119119 28 (3) amounts deposited from any other public or private source;
120120 29 and
121121 30 (4) amounts deposited under IC 33-37-9-4.
122122 31 (e) The expenses of administering the fund shall be paid from
123123 32 money in the fund.
124124 33 (f) The treasurer of state shall invest the money in the fund not
125125 34 currently needed to meet the obligations of the fund in the same
126126 35 manner as other public money may be invested. Interest that accrues
127127 36 from these investments shall be deposited in the fund.
128128 37 (g) Money in the fund at the end of a state fiscal year does not revert
129129 38 to the state general fund.
