Byrne BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: This bill tasks the Commission for Higher Education (CHE), the Department of Education (DOE), and the Department of Workforce Development (DWD) to collect and compile certain information concerning: (1) postsecondary education; (2) career and technical education; (3) workforce qualifications; (4) workforce earnings; and (5) workforce debt. It requires the CHE to create an interactive website known as the student horizon dashboard to provide public access to certain collected and compiled information. It requires the CHE, the DOE, and the DWD to create a report known as the student graduate horizon scorecard for annual distribution. It specifies that the scorecard must contain certain information concerning high paying civilian and military careers and in-demand jobs. It requires the CHE to prepare an annual report for the Legislative Council. The bill also requires state educational institutions and career and technical education programs to collect and provide information as requested by the CHE. Effective Date: July 1, 2025. Explanation of State Expenditures: Student Horizon Dashboard: This bill requires the creation of an interactive website that will provide the data compiled by CHE based upon the bill’s requirements. Initial costs for the website are estimated at $150,000 per year, including one full-time employee, with continued development and upkeep costs being somewhat lower. Commission for Higher Education (CHE): The bill requires the CHE to collect and compile (with the cooperation of DWD) certain data that must be updated annually and made searchable through the creation of a dashboard. The bill also requires the CHE (with the cooperation of DOE and DWD) to create a report called the Student Graduate Horizon Scorecard. The scorecard report is required to be published annually, by July 1, 2026. The CHE is also required to submit an annual report to the Legislative Council beginning August 1, 2026.
