4946 1 SECTION 1. IC 21-49-6 IS ADDED TO THE INDIANA CODE AS

5249 4 Chapter 6. Workforce Transparency
5350 5 Sec. 1. The following definitions apply throughout this chapter:
5451 6 (1) "Armed forces of the United States" means the active or
5552 7 reserve components of the:
5653 8 (A) United States Army;
5754 9 (B) United States Navy;
5855 10 (C) United States Air Force;
5956 11 (D) United States Marine Corps;
60-12 (E) United States Coast Guard;
61-13 (F) United States Space Force; and
62-14 (G) Indiana National Guard.
63-15 (2) "Career and technical education" means any
64-16 postsecondary vocational, agricultural, occupational,
65-17 manpower, employment, or technical training or retraining of
57+12 (E) United States Coast Guard; and
58+13 (F) Indiana National Guard.
59+14 (2) "Career and technical education" means any
60+15 postsecondary vocational, agricultural, occupational,
61+16 manpower, employment, or technical training or retraining of
62+17 less than a baccalaureate level that:

83-17 Sec. 2. (a) The commission, in cooperation with the department
84-18 of workforce development, may collect and compile the following
85-19 information:
86-20 (1) The fifty (50) most in demand jobs in Indiana, including
87-21 starting salary and education requirements.
88-22 (2) The average net cost and total cost for students who are
89-23 residents of Indiana to earn a bachelor's degree from each
90-24 state educational institution.
91-25 (3) The average cost for the completion of a career and
92-26 technical education program for students who are residents
93-27 of Indiana.
94-28 (4) The average monthly student loan payment for students
95-29 who are residents of Indiana attending:
96-30 (A) a state educational institution; or
97-31 (B) a career and technical education center;
98-32 disaggregated by institution.
99-33 (5) Beginning with the year 2027, the average three (3) year
100-34 student loan default rate for all state educational institutions
101-35 and career and technical education centers.
102-36 (6) The average total student loan debt for students who are
103-37 residents of Indiana who graduate from a state educational
104-38 institution for four (4) year degrees and graduate programs.
105-39 (7) The average four (4) year graduation rate for students
106-40 who are residents of Indiana at all state educational
107-41 institutions.
108-42 (8) The average graduation rate for students who are
64+1 (A) is offered by a state educational institution for credit;
65+2 and
66+3 (B) enhances an individual's career potential.

112-3 (9) The completion rates for:
113-4 (A) apprenticeship programs;
114-5 (B) high school credential programs; and
115-6 (C) career and technical education programs.
116-7 (10) The percentage of college graduates working in an
117-8 occupation that does not require a college degree,
118-9 disaggregated by major.
119-10 (11) The average starting salary for individuals graduating
120-11 from a state educational institution, disaggregated by state
121-12 educational institution.
122-13 (12) The average starting salary for individuals who have
123-14 completed:
124-15 (A) an apprenticeship program;
125-16 (B) a high school credential program; or
126-17 (C) a career and technical education program.
127-18 (13) Base pay for newly enlisted service members in the
128-19 armed forces of the United States.
129-20 (14) The average starting salary for individuals graduating
130-21 from a vocational school.
131-22 (b) The information collected and compiled under subsection (a)
132-23 may be:
133-24 (1) updated annually; and
134-25 (2) searchable using the student horizon dashboard.
135-26 Sec. 3. (a) The commission may create an interactive website
136-27 known as the student horizon dashboard to provide public access
137-28 to the information described in section 2 of this chapter. The
138-29 student horizon dashboard may be available for use not later than
139-30 July 1, 2026.
140-31 (b) The student horizon dashboard may allow a user to compare
141-32 the following:
142-33 (1) The most popular state educational institutions and career
143-34 and technical education programs.
144-35 (2) The average annual cost:
145-36 (A) including average financial assistance; and
146-37 (B) not including average financial assistance;
147-38 of attending a state educational institution or career and
148-39 technical education program.
149-40 (3) For state educational institutions, the:
150-41 (A) average salary after attending;
151-42 (B) average salary for the state educational institution's
107+1 centers.
108+2 (9) The completion rates for:
109+3 (A) apprenticeship programs;
110+4 (B) high school credential programs; and
111+5 (C) career and technical education programs.
112+6 (10) The percentage of college graduates working in an
113+7 occupation that does not require a college degree,
114+8 disaggregated by major.
115+9 (11) The average starting salary for individuals graduating
116+10 from a state educational institution, disaggregated by state
117+11 educational institution.
118+12 (12) The average starting salary for individuals who have
119+13 completed:
120+14 (A) an apprenticeship program;
121+15 (B) a high school credential program; or
122+16 (C) a career and technical education program.
123+17 (13) Base pay for newly enlisted service members in the
124+18 armed forces of the United States.
125+19 (14) The average starting salary for individuals graduating

127+21 (b) The information collected and compiled under subsection (a)
128+22 may be:
129+23 (1) updated annually; and

145+39 (3) For state educational institutions, the:
146+40 (A) average salary after attending;
147+41 (B) average salary for the state educational institution's
148+42 five (5) most popular majors;

153-1 five (5) most popular majors;
154-2 (C) percentage of students who return, withdraw, or
155-3 transfer after their first year;
156-4 (D) full-time enrollment rate; and
157-5 (E) full-time graduation rate.
158-6 (4) For a state educational institution or a career and
159-7 technical education program, the:
160-8 (A) average total debt for students who are residents of
161-9 Indiana after graduation;
162-10 (B) average monthly student loan payments for students
163-11 who are residents of Indiana disaggregated by graduates
164-12 and nongraduates;
165-13 (C) percentage of students who are residents of Indiana
166-14 receiving federal loans;
167-15 (D) percentage of students who are residents of Indiana
168-16 receiving private or institutional loans; and
169-17 (E) percentage of students who are residents of Indiana not
170-18 in default of student loans.
171-19 (c) To the extent the commission determines practicable, the
172-20 student horizon dashboard may allow a user to disaggregate the
173-21 information in subsection (b) by:
174-22 (1) major or course of study; and
175-23 (2) state educational institution or career and technical
176-24 education program.
177-25 Sec. 4. (a) The commission, with assistance from the department
178-26 of education and the department of workforce development, may
179-27 create a report known as the student graduate horizon scorecard.
180-28 The student graduate horizon scorecard may contain the following
181-29 information:
182-30 (1) The fifty (50) highest paying four (4) year degrees.
183-31 (2) The twenty (20) highest paying career and technical
184-32 education and certificate programs.
185-33 (3) The twenty-five (25) most in demand jobs in Indiana and
186-34 their corresponding starting salaries and education
187-35 requirements.
188-36 (4) The following information concerning each branch of the
189-37 armed forces of the United States:
190-38 (A) The Armed Services Vocational Aptitude Battery score
191-39 necessary for enlistment.
192-40 (B) Base pay and benefits for enlistment.
193-41 (C) The average signing bonus.
194-42 (b) Beginning not later than July 1, 2026, and each July 1
150+1 (C) percentage of students who return, withdraw, or
151+2 transfer after their first year;
152+3 (D) full-time enrollment rate; and
153+4 (E) full-time graduation rate.
154+5 (4) For a state educational institution or a career and
155+6 technical education program, the:
156+7 (A) average total debt for students who are residents of
157+8 Indiana after graduation;
158+9 (B) average monthly student loan payments for students
159+10 who are residents of Indiana disaggregated by graduates

198-3 scorecard to each public school, charter school, and state
199-4 accredited nonpublic school for distribution to students.
200-5 Sec. 5. (a) Beginning August 1, 2026, the commission shall
201-6 submit an annual report to the legislative council outlining the
202-7 effectiveness of state educational institutions and career and
203-8 technical education programs in aligning their curricula or
204-9 programs with the Indiana job market, including the degree to
205-10 which they contribute to filling the most in demand jobs in Indiana.
206-11 (b) The report to the legislative council under subsection (a)
207-12 must be submitted in an electronic format under IC 5-14-6.
208-13 Sec. 6. The commission, the department of education, and the
209-14 department of workforce development may share any data or
210-15 information necessary to comply with the requirements of this
211-16 chapter.
212-17 Sec. 7. (a) The commission, in carrying out its duties under this
213-18 chapter, may:
214-19 (1) use and incorporate existing data bases such as:
215-20 (A) the College Scorecard administered by the United
216-21 States Department of Education; and
217-22 (B) other data bases available to the commission; and
218-23 (2) require state educational institutions and career and
219-24 technical education centers to collect and provide information
220-25 to the commission.
221-26 (b) A state educational institution or career and technical
222-27 education center must submit to the commission any information
223-28 requested by the commission to carry out the commission's duties
224-29 under this chapter.
225-30 Sec. 8. The commission may adopt rules under IC 4-22-2 to
226-31 implement this chapter.
