28	28	A BILL FOR AN ACT to amend the Indiana Code concerning state
29	29	and local administration.
30	30	Be it enacted by the General Assembly of the State of Indiana:
31	31	1 SECTION 1. IC 9-14-15 IS ADDED TO THE INDIANA CODE AS
32	32	2 A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY
33	33	3 1, 2025]:
34	34	4 Chapter 15. Illegal Alien Address Registration
35	35	5 Sec. 1. As used in this chapter, "alien" has the meaning set forth
36	36	6 in IC 35-44.1-5-2.
37	37	7 Sec. 2. As used in this chapter, "unlawfully present" means that
38	38	8 the alien has come to, entered, or remained in the United States in
39	39	9 violation of law.
40	40	10 Sec. 3. Beginning January 1, 2026, an alien who is unlawfully
41	41	11 present in the United States and who resides in Indiana shall
42	42	12 register the alien's name and address with the bureau. If the alien's
43	43	13 name or address changes, the alien shall report the change to the
44	44	14 bureau not later than ten (10) days after the change.
45	45	15 Sec. 4. An alien who knowingly or intentionally fails to comply
46	46	16 with section 3 of this chapter commits failing to register as an
47	47	17 unlawful alien, a Class A misdemeanor. However, the offense is a

49	49	1 Level 6 felony if the alien has a prior unrelated conviction for a
50	50	2 violation of this chapter.
51	51	3 Sec. 5. A determination by the United States Department of
52	52	4 Homeland Security that an alien has come to, entered, or remained
53	53	5 in the United States in violation of law is evidence that the alien is
54	54	6 in the United States in violation of law.
55	55	7 Sec. 6. Before January 1, 2026, the bureau shall establish a
56	56	8 registration system that complies with this chapter. This section
57	57	9 expires December 31, 2026.
58	58	10 SECTION 2. IC 35-52-9.1-1.5 IS ADDED TO THE INDIANA
59	59	11 CODE AS A NEW SECTION TO READ AS FOLLOWS
60	60	12 [EFFECTIVE JULY 1, 2025]: Sec. 1.5. IC 9-14-15-4 defines a crime
61	61	13 concerning aliens.
