2828 A BILL FOR AN ACT to amend the Indiana Code concerning state
2929 and local administration.
3030 Be it enacted by the General Assembly of the State of Indiana:
3131 1 SECTION 1. IC 9-14-15 IS ADDED TO THE INDIANA CODE AS

3434 4 Chapter 15. Illegal Alien Address Registration
3535 5 Sec. 1. As used in this chapter, "alien" has the meaning set forth
3636 6 in IC 35-44.1-5-2.
3737 7 Sec. 2. As used in this chapter, "unlawfully present" means that
3838 8 the alien has come to, entered, or remained in the United States in
3939 9 violation of law.
4040 10 Sec. 3. Beginning January 1, 2026, an alien who is unlawfully
4141 11 present in the United States and who resides in Indiana shall
4242 12 register the alien's name and address with the bureau. If the alien's
4343 13 name or address changes, the alien shall report the change to the
4444 14 bureau not later than ten (10) days after the change.
4545 15 Sec. 4. An alien who knowingly or intentionally fails to comply
4646 16 with section 3 of this chapter commits failing to register as an
4747 17 unlawful alien, a Class A misdemeanor. However, the offense is a

4949 1 Level 6 felony if the alien has a prior unrelated conviction for a
5050 2 violation of this chapter.
5151 3 Sec. 5. A determination by the United States Department of
5252 4 Homeland Security that an alien has come to, entered, or remained
5353 5 in the United States in violation of law is evidence that the alien is
5454 6 in the United States in violation of law.
5555 7 Sec. 6. Before January 1, 2026, the bureau shall establish a
5656 8 registration system that complies with this chapter. This section
5757 9 expires December 31, 2026.
5858 10 SECTION 2. IC 35-52-9.1-1.5 IS ADDED TO THE INDIANA
