33 | 33 | | 5 Sec. 1. As used in this chapter, "eligible county" means a county |
---|
34 | 34 | | 6 that has a population of greater than two hundred fifty thousand |
---|
35 | 35 | | 7 (250,000). |
---|
36 | 36 | | 8 Sec. 2. As used in this chapter, "microtransit service" means an |
---|
37 | 37 | | 9 on-demand transportation service using multi-passenger vehicles |
---|
38 | 38 | | 10 that is provided: |
---|
39 | 39 | | 11 (1) for a fixed fee; and |
---|
40 | 40 | | 12 (2) to a designated service area. |
---|
41 | 41 | | 13 Sec. 3. As used in this chapter, "pilot program" means the pilot |
---|
42 | 42 | | 14 program established by section 4 of this chapter. |
---|
43 | 43 | | 15 Sec. 4. The microtransit pilot program is established for the |
---|
44 | 44 | | 16 purpose of providing affordable microtransit services to residents |
---|
45 | 45 | | 17 of eligible counties. |

47 | 47 | | 1 Sec. 5. (a) The department shall administer the pilot program. |
---|
48 | 48 | | 2 (b) The department shall adopt rules under IC 4-22-2 to |
---|
49 | 49 | | 3 implement this chapter. |

50 | 50 | | 4 Sec. 6. The department may issue a grant to an eligible county |
---|
51 | 51 | | 5 to participate in the pilot program, subject to the following: |
---|
52 | 52 | | 6 (1) An eligible county must apply to participate in the pilot |
---|
53 | 53 | | 7 program in the form and manner prescribed by the |
---|
54 | 54 | | 8 department. |
---|
55 | 55 | | 9 (2) An eligible county may receive a grant of up to two |
---|
56 | 56 | | 10 hundred fifty thousand dollars ($250,000) annually. |
---|
57 | 57 | | 11 (3) If the department approves a grant to an eligible county, |
---|
58 | 58 | | 12 the eligible county must provide a local matching amount of |
---|
59 | 59 | | 13 twenty percent (20%) of the amount of the approved grant |
---|
60 | 60 | | 14 award. |
---|
61 | 61 | | 15 (4) The eligible county must have at least one (1) or more of |
---|
62 | 62 | | 16 the following in its designated service area for the pilot |
---|
63 | 63 | | 17 program: |
---|
64 | 64 | | 18 (A) A postsecondary educational institution. |
---|
65 | 65 | | 19 (B) An adult education center. |
---|
66 | 66 | | 20 Sec. 7. An eligible county that receives a grant under section 6 |
---|
67 | 67 | | 21 of this chapter may administer the pilot program locally through |
---|
68 | 68 | | 22 a public or regional transportation or transit authority. |
---|
69 | 69 | | 23 Sec. 8. (a) Not later than June 30 of each year following the year |
---|
70 | 70 | | 24 an eligible county is awarded a grant under section 6 of this |
---|
71 | 71 | | 25 chapter, the eligible county shall report the following information |
---|
72 | 72 | | 26 regarding the pilot program to the department: |
---|
73 | 73 | | 27 (1) The number of individuals who used the microtransit |
---|
74 | 74 | | 28 service. |
---|
75 | 75 | | 29 (2) The number of rides provided using the microtransit |
---|
76 | 76 | | 30 service. |
---|
77 | 77 | | 31 (3) Any other information required by the department. |
---|
78 | 78 | | 32 (b) The department shall compile the information received |
---|
79 | 79 | | 33 under subsection (a) and, not later than October 1 of each year, |
---|
80 | 80 | | 34 submit a report with a summary of the pilot program to the |
---|
81 | 81 | | 35 governor and legislative council. A report to the legislative council |
---|
82 | 82 | | 36 must be in an electronic format under IC 5-14-6. |
---|
83 | 83 | | 37 Sec. 9. (a) There is appropriated from the state general fund to |
---|
84 | 84 | | 38 the department four million five hundred thousand dollars |
---|
85 | 85 | | 39 ($4,500,000) to provide grants to eligible counties for the purpose |
---|
86 | 86 | | 40 of the pilot program. |
---|
87 | 87 | | 41 (b) This section expires June 30, 2028. |
