2626 A BILL FOR AN ACT to amend the Indiana Code concerning
2727 transportation and to make an appropriation.
2828 Be it enacted by the General Assembly of the State of Indiana:
2929 1 SECTION 1. IC 8-23-33 IS ADDED TO THE INDIANA CODE AS

3232 4 Chapter 33. Microtransit Pilot Program
3333 5 Sec. 1. As used in this chapter, "eligible county" means a county
3434 6 that has a population of greater than two hundred fifty thousand
3535 7 (250,000).
3636 8 Sec. 2. As used in this chapter, "microtransit service" means an
3737 9 on-demand transportation service using multi-passenger vehicles
3838 10 that is provided:
3939 11 (1) for a fixed fee; and
4040 12 (2) to a designated service area.
4141 13 Sec. 3. As used in this chapter, "pilot program" means the pilot
4242 14 program established by section 4 of this chapter.
4343 15 Sec. 4. The microtransit pilot program is established for the
4444 16 purpose of providing affordable microtransit services to residents
4545 17 of eligible counties.

4747 1 Sec. 5. (a) The department shall administer the pilot program.
4848 2 (b) The department shall adopt rules under IC 4-22-2 to
4949 3 implement this chapter.
5050 4 Sec. 6. The department may issue a grant to an eligible county
5151 5 to participate in the pilot program, subject to the following:
5252 6 (1) An eligible county must apply to participate in the pilot
5353 7 program in the form and manner prescribed by the
5454 8 department.
5555 9 (2) An eligible county may receive a grant of up to two
5656 10 hundred fifty thousand dollars ($250,000) annually.
5757 11 (3) If the department approves a grant to an eligible county,
5858 12 the eligible county must provide a local matching amount of
5959 13 twenty percent (20%) of the amount of the approved grant
6060 14 award.
6161 15 (4) The eligible county must have at least one (1) or more of
6262 16 the following in its designated service area for the pilot
6363 17 program:
6464 18 (A) A postsecondary educational institution.
6565 19 (B) An adult education center.
6666 20 Sec. 7. An eligible county that receives a grant under section 6
6767 21 of this chapter may administer the pilot program locally through
6868 22 a public or regional transportation or transit authority.
6969 23 Sec. 8. (a) Not later than June 30 of each year following the year
7070 24 an eligible county is awarded a grant under section 6 of this
7171 25 chapter, the eligible county shall report the following information
7272 26 regarding the pilot program to the department:
7373 27 (1) The number of individuals who used the microtransit
7474 28 service.
7575 29 (2) The number of rides provided using the microtransit
7676 30 service.
7777 31 (3) Any other information required by the department.
7878 32 (b) The department shall compile the information received
7979 33 under subsection (a) and, not later than October 1 of each year,
8080 34 submit a report with a summary of the pilot program to the
8181 35 governor and legislative council. A report to the legislative council
8282 36 must be in an electronic format under IC 5-14-6.
8383 37 Sec. 9. (a) There is appropriated from the state general fund to
8484 38 the department four million five hundred thousand dollars
8585 39 ($4,500,000) to provide grants to eligible counties for the purpose
8686 40 of the pilot program.
8787 41 (b) This section expires June 30, 2028.
8888 42 Sec. 10. This chapter expires July 1, 2028.
