RESOLUTION No. _____
1 A CONCURRENT RESOLUTION urging support to maternal
2 and infant health. 
3 Whereas, Senator Jean Breaux, in honorable service to the
4 State of Indiana, advocated to protect Hoosier mothers and
5 their newborns by championing higher quality practices in
6 healthcare;
7 Whereas, a broad coalition of advocates from across the
8 state gathered to commemorate Maternal Health Day at the
9 Statehouse on February 13, 2025; 
10 Whereas, Indiana has the third highest maternal mortality
11 rate among all reporting states; 
12 Whereas, Senator Jean Breaux, working alongside a
13 coalition of concerned Hoosiers, sought to expand
14 reimbursement for doula services and champion proven
15 strategies, programs, and supports to address maternal and
16 infant mortality;  
17 Whereas, infant and maternal health advocates are seeking
18 support for bio-marker screening for preeclampsia and
19 establishes a trauma-informed care commission;
20 Whereas, infant and maternal health advocates are seeking 
21 support for pregnant women with substance use disorders
22 through tailored programming and a telephone assistance line
23 for mothers experiencing behavioral health issues;

1 Whereas, infant and maternal health advocates are seeking
2 legislation prohibiting discrimination against pregnant women
3 and requiring employers to provide reasonable accommodation
4 for pregnant employees; 
5 Whereas, infant and maternal health advocates support
6 contraceptive coverage without out-of-pocket costs for women
7 by their employers or university health plans;
8 Whereas, infant and maternal health advocates are seeking
9 legislation to prevent step therapy for prescription drugs for
10 postpartum mental health and requires coverage for
11 postpartum mental health conditions for state employee health
12 plans;
13 Whereas, infant and maternal health advocates are seeking
14 funding to support the creation of lactation rooms for
15 businesses to provide a community benefit to nursing mothers; 
16
17 Whereas, infant and maternal health advocates support
18 expanding stillbirth prevention programs across the state; and 
19 Whereas, Maternal Health Day at the Statehouse features
20 legislative updates, organizing advocacy efforts, and meeting
21 with state senators and state representatives: Therefore, 
22    
23 Be it resolved by the Senate of the General Assembly
24 of the State of Indiana, the House of Representatives
25	concurring:
26 SECTION 1. The Indiana General Assembly in its
27 unqualified interest in the preservation of human life, supports
28 infant and maternal health.
29 SECTION 2. The Indiana General Assembly recognizes
30 Senator Jean Breaux for her advocacy on maternal and infant
31 health matters. 
32 SECTION 3. The Indiana General Assembly recognizes
33 women and infant health advocates across the state. 
34 SECTION 4. The Secretary of the Senate is hereby directed
35 to transmit copies of this Resolution to Governor Mike Braun,

1 the Commissioner of the Indiana Department of Health, and the
2 Indiana State Medical Association.
