2214 1 A CONCURRENT RESOLUTION recognizing pregnancy

2416 3 Whereas, The life-affirming impact of pregnancy care
2517 4 centers on the women, men, children, and communities they
2618 5 serve is considerable and growing;
2719 6 Whereas, More than 2,500 pregnancy care centers across
2820 7 Indiana and the United States provide comprehensive care to
2921 8 women and men facing unplanned pregnancies, including
3022 9 resources to meet their physical, psychological, emotional, and
3123 10 spiritual needs;
3224 11 Whereas, Pregnancy care centers offer women confidential
3325 12 and compassionate services, including pregnancy tests, peer
3426 13 counseling, 24-hour telephone hotlines, childbirth and
3527 14 parenting classes, and referrals to community health care
3628 15 services, among other support services;
3729 16 Whereas, Pregnancy care centers encourage women to
3830 17 make positive life choices by equipping them with complete and
3931 18 accurate information regarding their pregnancy options and
4032 19 the development of their unborn children, including information
4133 20 on adoption and adoption referrals and support and resources
4234 21 for women;
4335 22 Whereas, Pregnancy care centers provide women with
4436 23 compassionate and confidential peer counseling in a
4537 24 nonjudgmental manner regardless of their pregnancy outcomes
4638 25 and ensure that women are receiving prenatal information and

4840 1 services that lead to the birth of healthy infants;
4941 2 Whereas, Both federal and state governments are
5042 3 increasingly recognizing the valuable services of pregnancy
5143 4 care centers through the designation of public funds for such
5244 5 organizations; and
5345 6 Whereas, Pregnancy care centers operate primarily
5446 7 through reliance on the voluntary donations and time of
5547 8 individuals who are committed to caring for the needs of
5648 9 women while promoting and protecting life: Therefore,
5749 10 Be it resolved by the Senate of the General Assembly
5850 11 of the State of Indiana, the House of Representatives
5951 12 concurring:
6052 13 SECTION 1. That the Indiana General Assembly strongly
6153 14 supports pregnancy care centers in their unique, positive
6254 15 contributions to the individual lives of women, men, and
6355 16 babies--both born and unborn.
6456 17 SECTION 2. That the Indiana General Assembly
6557 18 commends the compassionate work of thousands of volunteers
6658 19 and staff at pregnancy care centers in Indiana and across the
6759 20 United States.
6860 21 SECTION 3. That the Indiana General Assembly strongly
6961 22 encourages the Congress of the United States and other federal
7062 23 and state government agencies to grant pregnancy care centers
7163 24 assistance for medical equipment and abstinence education in
7264 25 a manner that does not compromise the mission or religious
7365 26 integrity of these organizations.
7466 27 SECTION 4. That the Indiana General Assembly
7567 28 disapproves of the actions of any national, state, or local groups
7668 29 attempting to prevent pregnancy care centers from effectively
7769 30 serving women and men facing unplanned pregnancies.
7870 31 SECTION 5. The Secretary of the Senate is hereby directed
7971 32 to transmit copies of this Resolution to Senator Jeff Raatz for
8072 33 distribution.

8375 Mr. President: The Senate Committee on Family and Children
8476 Services, to which was referred Senate Concurrent Resolution No. 24,
8577 has had the same under consideration and begs leave to report the same
8678 back to the Senate with the recommendation that said resolution DO
8779 PASS.

94-Mr. Speaker: Due to a clerical error on March 24, 2025, Senate
95-Concurrent Resolution 24 was improperly adopted after a deviation
96-from House internal procedures. Pursuant to Mason's Manual which
97-allows the Chief Legislative Officers to correct any errors that are
98-discovered, I move that the Principal Clerk of the House notify the
99-Senate of the error due to failure to comply with House internal
100-procedures and request the Senate refer Senate Concurrent Resolution
101-24 back to the House for appropriate action in compliance with House
102-internal procedures.

105-REPORT OF THE PRESIDENT

107-Mr. President: I hereby report that the Senate was notified by the
108-House that Senate Concurrent Resolution 24 was improperly adopted
109-by the House on March 24, 2025, due to a clerical error after a
110-deviation from House internal procedures. Mason's Manual of
111-Legislative Procedure states the Chief Legislative Officer has the right
112-to correct any errors that may be discovered that have resulted from the
113-work of the office of the chief legislative officer. In accordance with
114-this right, the Clerk of the House has requested the Senate refer Senate
115-SC 24—RC 1521/DI BB 4
116-Concurrent Resolution 24 back to the House for appropriate action in
117-compliance with House internal procedures and the Principal Secretary
118-was directed to refer Senate Concurrent Resolution 24 back to the
119-House on April 7, 2025.
