PRESIDENT: I offer the following resolution and move its adoption: 1 A SENATE RESOLUTION memorializing Senator Earline 2 Rogers. 3 Whereas, Senator Earline Rogers was born on December 4 20, 1934, in Gary, Indiana; 5 Whereas, Senator Rogers graduated from Theodore 6 Roosevelt High School and upon graduation she received a 7 Bachelor and Master of Education from Indiana University and 8 an Honorary Doctorate in Humane Letters from Indiana 9 University; 10 Whereas, Senator Rogers' strong academic foundation 11 influenced her professional path as a public servant; 12 Whereas, Senator Rogers devoted 38 years to the Gary 13 Community School Corporation as an educator; 14 Whereas, Senator Rogers served as a City Councilperson 15 for Gary, IN before serving as a State Representative for eight 16 years; 17 Whereas, Senator Rogers was the first African American to 2025 DR 3841/DI TF 2 1 serve as Vice Chair of the Indiana State Democratic Party; 2 Whereas, Senator Rogers was elected in 1990 to serve in 3 the Indiana State Senate, where she faithfully and honorably 4 served the constituents of District 3 for 26 years and served as 5 the first African American Assistant Minority Leader of the 6 Senate Democratic Caucus; 7 Whereas, Senator Rogers authored Heather's Law to 8 develop models for schools to educate their students on dating 9 violence, the Indiana Seal of Biliteracy program, the A-Plus 10 education reform package, anti-bullying reforms, and JoJo's 11 Law for transportation safety; 12 Whereas, Senator Rogers was a leader in creating the 13 Northwest Indiana Regional Development Authority; 14 Whereas, Senator Rogers was a faithful member of St. 15 Timothy Community Church and a board member of the Young 16 Women's Christian Association; 17 Whereas, Senator Rogers was preceded in death by her 18 husband Louis, her parents Earl and Robbie, her sister Denise, 19 and her brothers Robert and Gerald; and 20 Whereas, Senator Rogers is survived by her children Keith 21 and Dara, her brother Earl, her grandchildren Rahman, Joe- 22 Asia, Malcolm, Keith Jr., Emmett, and Cameron, and a host of 23 nieces, nephews, cousins, and great-grandchildren: Therefore, 24 Be it resolved by the Senate of the 25 General Assembly of the State of Indiana: 26 SECTION 1. That the Indiana State Senate expresses its 27 sympathy and sincere condolences to the family and friends of 28 Senator Earline Rogers and thanks her for her dedication to 29 public service. 2025 DR 3841/DI TF 3 1 SECTION 2.
