MR. PRESIDENT:  
I offer the following resolution and move its adoption:
1 A SENATE RESOLUTION urging the Governor of the
2 State of Indiana to recognize March 17, 2025, as Profound
3 Autism Day.
4 Whereas, In 2021, The Lancet Commission on the Future
5 of Care and Clinical Research in Autism proposed the term
6 "profound autism" to describe children and adults with autism
7 who require 24-hour access to an adult who can care for them,
8 are unable to be left alone in a residence, and cannot take care
9 of basic daily adaptive needs;
10 Whereas, In 2023, the Centers for Disease Control (CDC)
11 released their first prevalence study on profound autism, which
12 concluded that 26.7 percent of 8-year-old children with autism,
13 one of every four, have profound autism;
14 Whereas, According to the study, children with profound
15 autism were more likely to be female, from racial and ethnic
16 minority groups, of low socioeconomic status, born preterm or
17 with low birth weight, have self-injurious behaviors, have
18 seizure disorders, and have lower adaptive scores;
19 Whereas, The proportion of studies that have included

1 those with profound autism has decreased significantly over
2 time, decreasing to as low as six percent of clinical research
3 studies including people with profound autism as participants;
4 Whereas, Individuals with profound autism experience
5 unique, devastating, and often unseen challenges that require
6 solutions for both them and their caregivers; and
7 Whereas, A Profound Autism Day proclamation is a simple
8 and effective first step in recognizing people with profound
9 autism and addressing their unique needs: Therefore,
10	Be it resolved by the Senate of the
11 General Assembly of the State of Indiana:
12 SECTION 1. That the Indiana Senate urges the Governor of
13 the State of Indiana to recognize March 17, 2025, as Profound
14 Autism Day.
15 SECTION 2. The Secretary of the Senate is hereby directed
16 to transmit copies of this Resolution to Governor Mike Braun.
