Emergency ambulance services. Specifies that emergency medical services, including emergency ambulance services, are essential services in Indiana. Specifies that the provision of emergency medical services is an essential purpose of political subdivisions. Requires the county commissioners of each county to: (1) identify areas that are unserved by emergency ambulance services; and (2) provide emergency ambulance services to those areas by establishing a county emergency ambulance service, contracting with a public, private, or nonprofit provider of emergency ambulance services, or by any other available means. Allows a governing body to opt out of the requirement to provide emergency ambulance services to unserved areas in certain cases. Provides that a county governing body that opts out of the provision of emergency ambulance services is immune from civil liability for personal injury or death resulting from a lack of emergency ambulance services in an area of the county.

Fire prevention and suppression equipment. Establishes a business license and technician license with respect to fire suppression equipment professionals. Bestows certain powers, duties, and rulemaking authority upon the board of firefighting personnel standards and education (board). Provides that the board may take disciplinary action if certain conditions are met. Provides that certain actions with respect to the licensure of fire suppression equipment professionals are a Class B misdemeanor. Makes conforming changes.

Employment and vaccinations. Provides that an employer may require an immunization only if the employer respects the employee's right to refuse an immunization. Provides that an employee shall be free from coercion or an adverse action based on the employee's refusal of an immunization. Requires an employer that offers an immunization at no cost to an employee to provide certain notice to the employee. Provides that a violation may be reported to the department of labor (department). Requires the department to impose a civil penalty of $5,000 per incident. Allows an employee to bring a civil action against an employer to enforce the provisions. Repeals provisions concerning exemptions from COVID-19 immunization requirements. Makes a corresponding change.

Digital sexual image abuse. Defines "digital sexual image" as a digital, computer generated image or video that is created or modified to depict: (1) sexual intercourse; (2) other sexual conduct; or (3) exhibition of certain body parts; of a quality, characteristic, or condition, such that it appears to depict an individual. Establishes the offenses of possession of a digital sexual image and distribution of a digital sexual image.

Increases the penalty for the crime of distribution of an intimate image, from a Class A misdemeanor to a Level 6 felony, and increases the enhancement of this crime from a Level 6 felony to a Level 5 felony. Defines "digital sexual image" as a digital, computer generated image or video that is created or modified to depict: (1) sexual intercourse; (2) other sexual conduct; or (3) exhibition of certain body parts; of a quality, characteristic, or condition, such that it appears to depict an individual. Makes creation or possession of a digital sexual image a Class A misdemeanor and distribution of a digital sexual image a Level 6 felony.

Gender issues. Defines "female", "male", "gender", and "sex" for all Indiana statutes. Provides that the department of correction shall assign an offender, including a delinquent offender, to a facility or program that is based on the offender's sex. States that a local health officer shall mark the sex of an individual as male or female on a birth certificate. Provides that the Indiana department of health may make an addition to a birth certificate, for purposes of paternity, in certain situations. Provides the circumstances for when the sex designation on a birth certificate can be amended. Requires public schools, including charter schools, and state educational institutions to designate a multiple occupancy restroom or changing area as follows: (1) For the exclusive use of the male sex. (2) For the exclusive use of the female sex. Provides, with exceptions, that an individual shall only use a multiple occupancy restroom or changing area that is designated for the sex that is the individual's sex. Establishes a civil action for a violation of these provisions. Prohibits public schools, including charter schools, and state educational institutions from requiring a student to share sleeping quarters with a member of the opposite sex, unless the individual who is a member of the opposite sex is a family member. Establishes a civil action for a violation of these provisions.

Child services matters. Adds four members to the statewide child fatality review committee, one of whom is appointed by each of the following: (1) The speaker of the house of representatives. (2) The president pro tempore of the senate. (3) The minority leader of the house of representatives. (4) The minority leader of the senate. Provides that a court may grant postadoption contact privileges to the birth parent of a child if the child is at least one year of age (rather than two years of age, under current law). Adds information that must be included in the annual report of the department of child services (department) concerning child fatalities or near fatalities in Indiana that are the result of child abuse or neglect. Requires the department to promptly disclose to the public certain information regarding child fatalities or near fatalities. Allows the department, upon request, to provide additional information regarding cases of child fatalities or near fatalities subject to certain requirements. Provides that the obligation of the department to conduct a detailed assessment of a report of known or suspected child abuse or neglect does not apply if the report is screened out and referred to a law enforcement agency. Provides that the department: (1) shall disclose information regarding reported child abuse or neglect to a member of the United States Congress representing Indiana or a member of the Indiana general assembly (state legislator) upon request of the state legislator; (2) may release information to the news media to confirm, clarify, correct, or supplement information concerning reported child abuse or neglect that has been made public by a source other than the department; and (3) shall, upon request by the news media, report to the news media specified information regarding the death of a child whose death is suspected to be the result of child abuse or neglect. Provides that if the information disclosed or released by the department includes a record that is redacted to exclude specified information, the record is not confidential. Provides that the department may provide unredacted reports or material to: (1) a service provider that requires access to the unredacted reports or material to assess whether the service provider's services are suitable for the child; and (2) the attorney general or a prosecutor for purposes of a criminal investigation by the attorney general or prosecutor. Provides that the statutory limit on the department's provision of services to a parent, guardian, or custodian of a child who is the subject of a petition alleging the child to be a child in need of services (CHINS) applies: (1) regardless of whether the child has been removed from the home of the parent, guardian, or custodian; (2) regardless of whether the services are provided at the direction of a court or at the direction of the department; and (3) beginning on the date on which the CHINS petition is filed. Makes technical and conforming changes.

Crimes of violence. Revises and consolidates the definition of "crime of violence". Amends the definition of violent offender to mean a person who is convicted of an offense or attempted offense that is a crime of violence or a person who is charged with an offense or attempted offense that is a crime of violence. Amends the definition of "violent arrestee" to mean a person arrested for or charged with a crime of violence that is a Level 1 felony, Level 2 felony, Level 3 felony, Level 4 felony, or a Level 5 felony. Removes provisions concerning repeat violent arrestees. Amends the definition of "violent criminal" to mean a person convicted of a crime of violence. Adds: (1) dangerous possession of a firearm with two priors; and (2) unlawful carrying of a handgun with two priors; to the crimes of violence list. Makes a technical correction and conforming changes.

Establishes the access to counsel in eviction task force (task force) to review matters related to the eviction process and potential funding sources to increase a tenant's access to counsel in an eviction proceeding.
