 SUBJECT: Fiscal Note for HB 2184 by House Committee on General Government 
Budget 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2184 is 
respectfully submitted to your committee. 
 
 Under current law, 0.99 percent of docket fees are credited to the Judicial Council Fund.  
HB 2184 would remove this provision.  The bill would abolish the Judicial Council Fund and 
beginning on July 1, 2023, would require that all monies in the Judicial Council Fund be transferred 
to the State General Fund. The bill would also require all remaining and unencumbered funds 
from the Publications Fee Fund to be transferred to the State General Fund at the end of each fiscal 
year.   
 
 The Judicial Council states its requested FY 2024 budget is $696,664 from all funding 
sources and if the bill is enacted, that amount would need to be funded from a State General Fund 
appropriation.  The Council also estimates revenues of $723,165 would be transferred from the 
Judicial Council Fund and the Publications Fee Fund to the State General Fund in FY 2024 
resulting from the enactment of the bill.  Any fiscal effect associated with HB 2184 is not reflected 
in The FY 2024 Governor’s Budget Report.
