Dear Representative Thomas: 
 
 SUBJECT: Fiscal Note for HB 2236 by House Committee on Education 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2236 is 
respectfully submitted to your committee. 
 
 HB 2236 would permit parents to object to any educational materials or activities on the 
basis that such materials or activities would harm the student or would impair the parents’ sincerely 
held beliefs, values, or principals.  Parents would be allowed to withdraw a student from the class 
or education program. The bill would prohibit a student’s academic records to be adversely 
affected by this decision.  The bill would require local boards of education to adopt policies and 
procedures for this option for parents. 
 
 Any fiscal effect for school districts associated with the enactment of HB 2236 would be 
negligible.
