Dear Representative Patton: 
 
 SUBJECT: Fiscal Note for HB 2381 by House Committee on Judiciary 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2381 is 
respectfully submitted to your committee. 
 
 HB 2381 would revise the Kansas Code for Care of Children by requiring the court to 
appoint an attorney to represent a child who is the subject of child in need of care proceeding, 
making the guardian ad litem appointment optional.  The appointed attorney would have access to 
all information and records necessary for the representation of the child. 
 
 The Office of Judicial Administration indicates that the agency could absorb any fiscal 
effect on expenditures associated with HB 2381.  The Department for Children and Families 
indicates that the bill would not have a fiscal effect on the agency.   Any fiscal effect associated 
with HB 2381 is not reflected in The FY 2024 Governor’s Budget Report.  
 
 The Kansas Association of Counties indicates that the bill would create additional costs for 
counties because of the requirement to appoint an attorney, but these costs are unknown.
