AN ACT concerning public assistance; relating to the secretary for 
children and families; creating the Kansas food and financial literacy 
grant program for local service providers to develop food and financial 
literacy materials for food assistance applicants and recipients; 
requiring grantees to distribute and make available free materials and 
training opportunities for such applicants and recipients; establishing 
the Kansas food and financial literacy grant program fund.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) Subject to appropriations, there is hereby established 
the Kansas food and financial literacy grant program. The secretary for 
children and families shall administer the program. 
(b) On or before March 1, 2025, the secretary for children and 
families shall adopt rules and regulations to implement and administer the 
Kansas food and financial literacy grant program. Such rules and 
regulations shall establish: 
(1) Grant applications, forms and deadlines; 
(2) the terms, conditions and requirements for the Kansas food and 
financial literacy grant consistent with the provisions of this section; and 
(3) procedures for awarding and disbursement of grants.
(c) The secretary for children and families shall: 
(1) Select program grantees from among food security service 
providers based in or  with offices located in Kansas that provide food 
security services to Kansas communities;
(2) work with community partners, such as community foundations, 
school districts, Kansas business and industry and Kansas economic 
development organizations to publicize Kansas food and financial literacy 
grants, including, but not limited to, publicizing selected food security 
service providers and application and deadlines; 
(3) award and disburse grants to selected local food security service 
providers; and
(4) request information from grantees necessary for the 
administration of this section.
(d) Grantees of the Kansas food and financial literacy grant program 
shall:

(1) Develop materials that educate applicants and recipients of food 
assistance on finances, budgeting, meal planning and nutrition based on 
the local consumer price index of the area the grantees serve;
(2) distribute such materials free of charge and make available to 
applicants and recipients of food assistance; and 
(3) create and provide opportunities for free-of-charge training on 
topics of finances, budgeting, meal planning and nutrition for applicants 
and recipients of food assistance.
(e) There is hereby created in the state treasury the Kansas food and 
financial literacy grant program fund, which shall be administered by the 
Kansas department for children and families. All expenditures from the 
Kansas food and financial literacy grant program fund shall be for Kansas 
food and financial literacy grants awarded pursuant to this section. All 
expenditures from the Kansas food and financial literacy grant program 
fund shall be made in accordance with appropriation acts upon warrants of 
the director of accounts and reports issued pursuant to vouchers approved 
by the secretary for children and families or the secretary's designee. All 
moneys received by the secretary for the Kansas food and financial 
literacy grant program shall be deposited in the state treasury in 
accordance with the provisions of K.S.A. 75-4215, and amendments 
thereto. Upon receipt of each such remittance, the state treasurer shall 
deposit the entire amount in the state treasury to the credit of the Kansas 
food and financial literacy grant program fund.
(f) As used in this section, "food security service provider" means a 
government or quasi-government agency or nonprofit organization that 
provides services to applicants and recipients of food assistance 
administered by the secretary for children and families.
Sec. 2. This act shall take effect and be in force from and after its 
publication in the statute book.
