66 AN ACT concerning public assistance; relating to the secretary for
77 children and families; creating the Kansas food and financial literacy
88 grant program for local service providers to develop food and financial
99 literacy materials for food assistance applicants and recipients;
1010 requiring grantees to distribute and make available free materials and
1111 training opportunities for such applicants and recipients; establishing
1212 the Kansas food and financial literacy grant program fund.
1313 Be it enacted by the Legislature of the State of Kansas:
1414 Section 1. (a) Subject to appropriations, there is hereby established
1515 the Kansas food and financial literacy grant program. The secretary for
1616 children and families shall administer the program.
1717 (b) On or before March 1, 2025, the secretary for children and
1818 families shall adopt rules and regulations to implement and administer the
1919 Kansas food and financial literacy grant program. Such rules and
2020 regulations shall establish:
2121 (1) Grant applications, forms and deadlines;
2222 (2) the terms, conditions and requirements for the Kansas food and
2323 financial literacy grant consistent with the provisions of this section; and
2424 (3) procedures for awarding and disbursement of grants.
2525 (c) The secretary for children and families shall:
2626 (1) Select program grantees from among food security service
2727 providers based in or with offices located in Kansas that provide food
2828 security services to Kansas communities;
2929 (2) work with community partners, such as community foundations,
3030 school districts, Kansas business and industry and Kansas economic
3131 development organizations to publicize Kansas food and financial literacy
3232 grants, including, but not limited to, publicizing selected food security
3333 service providers and application and deadlines;
3434 (3) award and disburse grants to selected local food security service
3535 providers; and
3636 (4) request information from grantees necessary for the
3737 administration of this section.
3838 (d) Grantees of the Kansas food and financial literacy grant program
3939 shall:

7575 (1) Develop materials that educate applicants and recipients of food
7676 assistance on finances, budgeting, meal planning and nutrition based on
7777 the local consumer price index of the area the grantees serve;
7878 (2) distribute such materials free of charge and make available to
7979 applicants and recipients of food assistance; and
8080 (3) create and provide opportunities for free-of-charge training on
8181 topics of finances, budgeting, meal planning and nutrition for applicants
8282 and recipients of food assistance.
8383 (e) There is hereby created in the state treasury the Kansas food and
8484 financial literacy grant program fund, which shall be administered by the
8585 Kansas department for children and families. All expenditures from the
8686 Kansas food and financial literacy grant program fund shall be for Kansas
8787 food and financial literacy grants awarded pursuant to this section. All
8888 expenditures from the Kansas food and financial literacy grant program
8989 fund shall be made in accordance with appropriation acts upon warrants of
9090 the director of accounts and reports issued pursuant to vouchers approved
9191 by the secretary for children and families or the secretary's designee. All
9292 moneys received by the secretary for the Kansas food and financial
9393 literacy grant program shall be deposited in the state treasury in
9494 accordance with the provisions of K.S.A. 75-4215, and amendments
9595 thereto. Upon receipt of each such remittance, the state treasurer shall
9696 deposit the entire amount in the state treasury to the credit of the Kansas
9797 food and financial literacy grant program fund.
9898 (f) As used in this section, "food security service provider" means a
9999 government or quasi-government agency or nonprofit organization that
100100 provides services to applicants and recipients of food assistance
101101 administered by the secretary for children and families.
102102 Sec. 2. This act shall take effect and be in force from and after its
103103 publication in the statute book.
