6	6	AN ACT concerning public assistance; relating to the secretary for
7	7	children and families; creating the Kansas food and financial literacy
8	8	grant program for local service providers to develop food and financial
9	9	literacy materials for food assistance applicants and recipients;
10	10	requiring grantees to distribute and make available free materials and
11	11	training opportunities for such applicants and recipients; establishing
12	12	the Kansas food and financial literacy grant program fund.
13	13	Be it enacted by the Legislature of the State of Kansas:
14	14	Section 1. (a) Subject to appropriations, there is hereby established
15	15	the Kansas food and financial literacy grant program. The secretary for
16	16	children and families shall administer the program.
17	17	(b) On or before March 1, 2025, the secretary for children and
18	18	families shall adopt rules and regulations to implement and administer the
19	19	Kansas food and financial literacy grant program. Such rules and
20	20	regulations shall establish:
21	21	(1) Grant applications, forms and deadlines;
22	22	(2) the terms, conditions and requirements for the Kansas food and
23	23	financial literacy grant consistent with the provisions of this section; and
24	24	(3) procedures for awarding and disbursement of grants.
25	25	(c) The secretary for children and families shall:
26	26	(1) Select program grantees from among food security service
27	27	providers based in or with offices located in Kansas that provide food
28	28	security services to Kansas communities;
29	29	(2) work with community partners, such as community foundations,
30	30	school districts, Kansas business and industry and Kansas economic
31	31	development organizations to publicize Kansas food and financial literacy
32	32	grants, including, but not limited to, publicizing selected food security
33	33	service providers and application and deadlines;
34	34	(3) award and disburse grants to selected local food security service
35	35	providers; and
36	36	(4) request information from grantees necessary for the
37	37	administration of this section.
38	38	(d) Grantees of the Kansas food and financial literacy grant program
39	39	shall:

75	75	(1) Develop materials that educate applicants and recipients of food
76	76	assistance on finances, budgeting, meal planning and nutrition based on
77	77	the local consumer price index of the area the grantees serve;
78	78	(2) distribute such materials free of charge and make available to
79	79	applicants and recipients of food assistance; and
80	80	(3) create and provide opportunities for free-of-charge training on
81	81	topics of finances, budgeting, meal planning and nutrition for applicants
82	82	and recipients of food assistance.
83	83	(e) There is hereby created in the state treasury the Kansas food and
84	84	financial literacy grant program fund, which shall be administered by the
85	85	Kansas department for children and families. All expenditures from the
86	86	Kansas food and financial literacy grant program fund shall be for Kansas
87	87	food and financial literacy grants awarded pursuant to this section. All
88	88	expenditures from the Kansas food and financial literacy grant program
89	89	fund shall be made in accordance with appropriation acts upon warrants of
90	90	the director of accounts and reports issued pursuant to vouchers approved
91	91	by the secretary for children and families or the secretary's designee. All
92	92	moneys received by the secretary for the Kansas food and financial
93	93	literacy grant program shall be deposited in the state treasury in
94	94	accordance with the provisions of K.S.A. 75-4215, and amendments
95	95	thereto. Upon receipt of each such remittance, the state treasurer shall
96	96	deposit the entire amount in the state treasury to the credit of the Kansas
97	97	food and financial literacy grant program fund.
98	98	(f) As used in this section, "food security service provider" means a
99	99	government or quasi-government agency or nonprofit organization that
100	100	provides services to applicants and recipients of food assistance
101	101	administered by the secretary for children and families.
102	102	Sec. 2. This act shall take effect and be in force from and after its
103	103	publication in the statute book.
