Dear Representative Ellis: 
 
 SUBJECT: Fiscal Note for HB 2829 by House Committee on Taxation 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2829 is 
respectfully submitted to your committee. 
 
 HB 2829 would amend references to “military service” and “armed forces” throughout 
several state statutes.  Statutory references to “military service” would be changed to “active 
service” or would otherwise clarify the provision to specify the term meant those performing active 
service or would be changed to “armed forces.” References to the United States would be updated 
to add “the several states and territories, Puerto Rico and the District of Columbia.” In addition, 
references to “armed forces” would also be updated to include the Space Force.    
 
 According to the Kansas Commission on Veterans Affairs Office, enactment of HB 2829 
would not have a fiscal effect on agency operations.  The agency notes the bill is only updating 
statutory definitions to accurately reflect current terms.  Enactment of the bill would have no fiscal 
effect on the Kansas State Board of Healing Arts, the Kansas Board of Emergency Medical 
Services, or the Kansas Department of Labor. The Kansas State Board of Nursing indicates 
passage of the bill could require revisions in licensing software to accommodate the statutory 
changes, but a total fiscal effect could not be estimated.  The agency states the costs could likely 
be handled within existing resources. Any fiscal effect associated with HB 2829 is not reflected 
in The FY 2025 Governor’s Budget Report.
