2	2	A RESOLUTION relating to the rules of the House of Representatives for the 2023
3	3	session; providing temporary rules until permanent rules are adopted.
4	4	Be it resolved by the House of Representatives of the State of
5	5	Kansas: Except as otherwise hereinafter provided, the rules of the
6	6	House of Representatives for the 2021-2022 biennium in effect at the
7	7	time of adjournment sine die of the 2022 regular session of the
8	8	legislature shall constitute the temporary rules of the House of
9	9	Representatives for the 2023 regular session until permanent rules are
10	10	adopted.
11	11	Be it further resolved: That Rule 1101 of the 2021-2022 biennium
12	12	shall be amended to read as follows and shall constitute a temporary
13	13	rule of the House until a permanent rule is adopted:
14	14	Rule 1101. Standing Committees; Names and Members. (a) The
15	15	standing committees of the House shall be the following and have the
16	16	number of members indicated for each:

40	40	(b) The house standing committee on commerce and economic
41	41	development shall constitute the successor committee to the house
42	42	standing committee on economic development and tourism, the house
43	43	standing committee on tourism and the house standing committee on
44	44	tourism and parks for purposes of references in statutory or other
45	45	documents. The house standing committee on commerce and economic
46	46	development shall constitute the successor committee to the house
47	47	standing committee on commerce and labor, the house standing
48	48	committee on economic development and the house standing
49	49	committee on new economy for purposes of references in statutory or
50	50	other documents. The house standing committee on agriculture and
51	51	natural resources shall constitute the successor committee to the house
52	52	standing committee on environment for purposes of references in
53	53	statutory or other documents. The house standing committee on
54	54	insurance and the house standing committee on financial institutions
55	55	shall constitute the successor committees to the house standing
56	56	committee on insurance and financial institutions for purposes of
57	57	references in statutory or other documents. The house standing
58	58	committee on commerce, labor and economic development shall HOUSE RESOLUTION No. 6003 – page 2
59	59	constitute the successor committee to the house standing committee on
60	60	commerce and economic development for purposes of references in
61	61	statutory and other documents. The house standing committee on
62	62	energy and environment and the house standing committee on utilities
63	63	and telecommunications shall constitute the successor committees to
64	64	the house standing committee on energy and utilities for purposes of
65	65	references in statutory and other documents. The house standing
66	66	committee on agriculture shall constitute the successor committee to
67	67	the house standing committee on agriculture and natural resources for
68	68	purposes of references in the following Kansas statutes: K.S.A. 2016
69	69	Supp. 2-3805 and 76-4,112. The house standing committee on
70	70	agriculture shall constitute the successor committee to the house
71	71	standing committee on energy and environment for purposes of
72	72	references in the following Kansas statute: K.S.A. 2016 Supp. 66-1285
73	73	and shall constitute the successor committee to the house standing
74	74	committee on utilities and communications for purposes of references
75	75	in statutory and other documents. The house standing committee on
76	76	financial institutions and pensions shall constitute the successor
77	77	committee to the house standing committee on financial institutions and
78	78	the house standing committee on pensions and benefits for purposes of
79	79	references in statutory or other documents. The house standing
80	80	committee on government, technology and security shall constitute the
81	81	successor committee to the house standing committee on veterans,
82	82	military and homeland security for purposes of references in the
83	83	following Kansas statutes: K.S.A. 74-2012 and K.S.A. 2016 Supp. 75-
84	84	5156 and 75-5158. The house standing committee on veterans and
85	85	military shall constitute the successor committee to the house standing
86	86	committee on veterans, military and homeland security for purposes of
87	87	references in statutory or other documents except for references in the
88	88	following Kansas statutes: K.S.A. 74-2012 and K.S.A. 2016 Supp. 75-
89	89	5156 and 75-5158. The house standing committee on water and
90	90	environment shall constitute the successor committee to the house
91	91	standing committee on energy and environment for purposes of
92	92	references in the following Kansas statutory documents: 65-3407c. The
93	93	house committee on general government budget shall constitute the
94	94	successor committee to the house standing committee on government
95	95	technology and security for purposes of references in the following
96	96	statutes: K.S.A. 74-2012 and K.S.A. 2018 Supp. 75-5156 and 75-5158.
97	97	The house standing committee on energy, utilities and
98	98	telecommunications shall constitute the successor committee to the
99	99	house standing committee on water and environment for purposes of
100	100	references in statutory and other documents and in K.S.A. 65-3407c.
101	101	For purposes of references in statutes and other documents, the House
102	102	standing Committee on Insurance and Pensions shall constitute the
103	103	successor committee to the House standing Committee on Financial
104	104	Institutions and Pensions for pension matters, the House standing
105	105	Committee on Financial Institutions and Rural Development shall
106	106	constitute the successor committee to the House standing Committee on
107	107	Rural Revitalization for rural development matters and the House
108	108	standing Committee on Water shall constitute the successor committee
109	109	to the House standing Committee on Energy, Utilities and
110	110	Telecommunications for water matters. For purposes of references in
111	111	statutes and other documents, the House standing Committee on
112	112	Agriculture and Natural Resources shall constitute the successor
113	113	committee to the House standing Committee on Agriculture. For
114	114	purposes of references in K.S.A. 46-3901 and other statutes and other
115	115	documents, the House standing Committee on Child Welfare and Foster
116	116	Care shall constitute the successor committee to the House standing
117	117	Committee on Children and Seniors. For purposes of references in HOUSE RESOLUTION No. 6003 – page 3
118	118	statutes and other documents, the House standing Committee on
119	119	Financial Institutions and Pensions shall constitute the successor
120	120	committee to the House standing Committee on Financial Institutions
121	121	and Rural Development. For purposes of references in statutes and
122	122	other documents, the House standing Committee on Insurance shall
123	123	constitute the successor committee to the House standing committee on
124	124	Insurance and Pensions for insurance matters and the House standing
125	125	committee on Financial Institutions and Pensions shall constitute the
126	126	successor committee to the House standing Committee on Insurance
127	127	and Pensions for pension matters.
128	128	Be it further resolved: That Rule 1105 of the 2021-2022 biennium shall
129	129	be amended to read as follows and shall constitute a temporary rule of
130	130	the House until a permanent rule is adopted:
131	131	Rule 1105. Budget Committees. (a) There is hereby created the
132	132	following budget committees of the committee on appropriations,
133	133	which shall have the number of members indicated for each:

141	141	(b) Members of the budget committees are not required to be
142	142	members of the committee on appropriations. The Speaker shall
143	143	appoint the members, chairpersons and vice chairpersons of the budget
144	144	committees. The Speaker may remove or replace any such chairperson,
145	145	vice chairperson or member at any time.
146	146	(c) Budget committees shall be advisory to and make
147	147	recommendations to the committee on appropriations regarding matters
148	148	referred to the budget committee by the committee on appropriations. A
149	149	budget committee is authorized to introduce bills or resolutions within
150	150	the subject matter of the budget committee. Except as otherwise
151	151	provided in this rule, budget committees shall be deemed to be standing
152	152	committees under the rules of the House of Representatives. Budget
153	153	committee meetings are subject to the Kansas open meetings act,
154	154	K.S.A. 75-4317a et seq., and amendments thereto.
