Dear Senator Erickson:
SUBJECT: Fiscal Note for SB 114 by Senate Committee on Commerce
In accordance with KSA 75-3715a, the following fiscal note concerning SB 114 is
respectfully submitted to your committee.
SB 114 would amend KSA 65-3402 to add new terms and revise existing terms related to
advanced recycling and advanced recycling facilities. The bill would specify that “solid waste”
does not include post-use polymers and recovered feedstocks that are converted at an advanced
recycling facility or held at such a facility prior to conversion through an advanced recycling
process. In addition, advanced recycling would not be included in solid waste management
systems and advanced recycling facilities would not be included in solid waste processing
facilities.
According to the Department of Health and Environment, enactment of SB 114 would not
have a fiscal effect on agency operations.
