16	16	Be it enacted by the Legislature of the State of Kansas:
17	17	Section 1.
18	18	BOARD OF ACCOUNTANCY
19	19	(a) On July 1, 2024, the expenditure limitation established for the
20	20	fiscal year ending June 30, 2025, by section 10(a) of chapter 82 of the
21	21	2023 Session Laws of Kansas on the board of accountancy fee fund (028-
22	22	00-2701-0100) of the board of accountancy is hereby increased from
23	23	$426,097 to $441,216.
24	24	Sec. 2.
25	25	STATE BANK COMMISSIONER
26	26	(a) On July 1, 2024, the expenditure limitation established for the
27	27	fiscal year ending June 30, 2025, by section 2(a) of chapter 97 of the 2023
28	28	Session Laws of Kansas on the bank commissioner fee fund (094-00-2811)
29	29	of the state bank commissioner is hereby increased from $12,720,158 to
30	30	$13,182,405.

33	33	(a) On July 1, 2024, the expenditure limitation established for the
34	34	fiscal year ending June 30, 2025, by section 14(a) of chapter 82 of the

90	90	(a) On July 1, 2024, the expenditure limitation established for the

92	92	2023 Session Laws of Kansas on the cosmetology fee fund (149-00-2706-
93	93	0100) of the Kansas state board of cosmetology is hereby increased from

432	432	That the geographical distribution based on the department of commerce's
433	433	Kansas economic development districts provisions of section 11(d) of
434	434	chapter 97 of the 2023 Session Laws of Kansas shall apply to the grants
435	435	authorized by this section.

444	444	infrastructure investment and jobs act, public law 117-58, after such local
445	445	community advises and consults with the build Kansas advisory
446	446	committee, subject to the provisions of these provisos: Provided, That the
447	447	build Kansas advisory committee shall meet and review the local
448	448	community's infrastructure project using the means test created pursuant to
449	449	section 12(a) of chapter 97 of the 2023 Session Laws of Kansas and the

513	513	Kansas economic development districts provisions of section 12(a) of
514	514	chapter 97 of the 2023 Session Laws of Kansas shall apply to the grants
515	515	authorized by this section: And provided further, That the report on all
516	516	expenditures, grant applications and approved grant applications from the
517	517	build Kansas matching grant fund for the preceding fiscal year to the
518	518	house of representatives committee on appropriations and the senate
519	519	committee on ways and means pursuant to section 12(a) of chapter 97 of
520	520	the 2023 Session Laws of Kansas shall include all local community
521	521	infrastructure projects funded pursuant to section 23.

613	613	against the build Kansas matching grant fund to a local community that
614	614	has been notified by the coordinating state agency that such local
615	615	community's infrastructure project does not qualify for funding from the
616	616	infrastructure investment and jobs act, public law 117-58, after such local
617	617	community advises and consults with the build Kansas advisory
618	618	committee, subject to the provisions of these provisos: Provided, That the
619	619	build Kansas advisory committee shall meet and review the local
620	620	community's infrastructure project using the means test created pursuant to
621	621	section 14(a) of chapter 97 of the 2023 Session Laws of Kansas and the

695	695	STATE TREASURER
696	696	(a) On July 1, 2027, notwithstanding any provision of section 15(a) of
697	697	chapter 97 of the 2023 Session Laws of Kansas to the contrary, during
698	698	fiscal year 2028, expenditures may be made from or obligation incurred
699	699	against the build Kansas matching grant fund to a local community that
700	700	has been notified by the coordinating state agency that such local
701	701	community's infrastructure project does not qualify for funding from the
702	702	infrastructure investment and jobs act, public law 117-58, after such local
703	703	community advises and consults with the build Kansas advisory
704	704	committee, subject to the provisions of these provisos: Provided, That the
705	705	build Kansas advisory committee shall meet and review the local
706	706	community's infrastructure project using the means test created pursuant to
707	707	section 15(a) of chapter 97 of the 2023 Session Laws of Kansas and the
708	708	local community's demonstrated need for the funding: Provided further,
709	709	That the build Kansas advisory committee shall report such committee's
710	710	advice to the state treasurer: And provided further, That the decision to
711	711	award funds to any local community and the amount of any such award
712	712	shall be within the state treasurer's discretion: And provided further, That

1369	1369	Sec. 65. If any fund or account name described by words and the
1370	1370	numerical accounting code that follows such fund or account name do not
1371	1371	match, it shall be conclusively presumed that the legislature intended that
1372	1372	the fund or account name described by words is the correct fund or
1373	1373	account name, and such fund or account name described by words shall
1374	1374	control over a contradictory or incorrect numerical accounting code.
1375	1375	Sec. 66. Appeals to exceed expenditure limitations. Upon written
1376	1376	application to the governor and approval of the state finance council,
1377	1377	expenditures from special revenue funds may exceed the amounts
1378	1378	specified in this act.
1379	1379	Sec. 67. This act shall take effect and be in force from and after its
1380	1380	publication in the Kansas register.
