55 AN ACT making and concerning appropriations for the fiscal years ending
66 June 30, 2024, June 30, 2025, June 30, 2026, June 30, 2027, and June
77 30, 2028, for state agencies; authorizing certain transfers and increasing

1616 Be it enacted by the Legislature of the State of Kansas:
1717 Section 1. 
1818 BOARD OF ACCOUNTANCY
1919 (a) On July 1, 2024, the expenditure limitation established for the
2020 fiscal year ending June 30, 2025, by section 10(a) of chapter 82 of the
2121 2023 Session Laws of Kansas on the board of accountancy fee fund (028-
2222 00-2701-0100) of the board of accountancy is hereby increased from
2323 $426,097 to $441,216.
2424 Sec. 2. 
2525 STATE BANK COMMISSIONER
2626 (a) On July 1, 2024, the expenditure limitation established for the
2727 fiscal year ending June 30, 2025, by section 2(a) of chapter 97 of the 2023
2828 Session Laws of Kansas on the bank commissioner fee fund (094-00-2811)
2929 of the state bank commissioner is hereby increased from $12,720,158 to
3030 $13,182,405.

3232 KANSAS BOARD OF BARBERING
3333 (a) On July 1, 2024, the expenditure limitation established for the
3434 fiscal year ending June 30, 2025, by section 14(a) of chapter 82 of the

3636 2704-0100) of the Kansas board of barbering is hereby increased from

8686 0100) of the state board of healing arts is hereby increased from

9090 (a) On July 1, 2024, the expenditure limitation established for the

9393 0100) of the Kansas state board of cosmetology is hereby increased from

360360 contrary, during fiscal year 2024, expenditures may be made from or
361361 obligation incurred against the build Kansas matching grant fund to a local
362362 community that has been notified by the coordinating state agency that
363363 such local community's infrastructure project does not qualify for funding
364364 from the infrastructure investment and jobs act, public law 117-58, after
365365 such local community advises and consults with the build Kansas advisory
366366 committee, subject to the provisions of these provisos: Provided, That the
367367 build Kansas advisory committee shall meet and review the local
368368 community's infrastructure project using the means test created pursuant to
369369 section 11(d) of chapter 97 of the 2023 Session Laws of Kansas and the
370370 local community's demonstrated need for the funding: Provided further,
371371 That the build Kansas advisory committee shall report such committee's
372372 advice to the state treasurer: And provided further, That the decision to
373373 award funds to any local community and the amount of any such award
374374 shall be within the state treasurer's discretion: And provided further, That
375375 the provisions of the proviso in section 11(d) of chapter 97 of the 2023

433433 Kansas economic development districts provisions of section 11(d) of
434434 chapter 97 of the 2023 Session Laws of Kansas shall apply to the grants
435435 authorized by this section.

519519 committee on ways and means pursuant to section 12(a) of chapter 97 of
520520 the 2023 Session Laws of Kansas shall include all local community
521521 infrastructure projects funded pursuant to section 23.

523523 STATE TREASURER
524524 (a) On July 1, 2025, notwithstanding any provision of section 13(a) of
525525 chapter 97 of the 2023 Session Laws of Kansas to the contrary, during
526526 fiscal year 2026, expenditures may be made from or obligation incurred
527527 against the build Kansas matching grant fund to a local community that
528528 has been notified by the coordinating state agency that such local
529529 community's infrastructure project does not qualify for funding from the
530530 infrastructure investment and jobs act, public law 117-58, after such local
531531 community advises and consults with the build Kansas advisory
532532 committee, subject to the provisions of these provisos: Provided, That the
533533 build Kansas advisory committee shall meet and review the local
534534 community's infrastructure project using the means test created pursuant to
535535 section 13(a) of chapter 97 of the 2023 Session Laws of Kansas and the

605605 committee on ways and means pursuant to section 13(a) of chapter 97 of
606606 the 2023 Session Laws of Kansas shall include all local community
607607 infrastructure projects funded pursuant to section 24.
608608 Sec. 26.

610610 (a) On July 1, 2026, notwithstanding any provision of section 14(a) of
611611 chapter 97 of the 2023 Session Laws of Kansas to the contrary, during
612612 fiscal year 2027, expenditures may be made from or obligation incurred
613613 against the build Kansas matching grant fund to a local community that
614614 has been notified by the coordinating state agency that such local
615615 community's infrastructure project does not qualify for funding from the
616616 infrastructure investment and jobs act, public law 117-58, after such local
617617 community advises and consults with the build Kansas advisory
618618 committee, subject to the provisions of these provisos: Provided, That the

695695 STATE TREASURER
696696 (a) On July 1, 2027, notwithstanding any provision of section 15(a) of
697697 chapter 97 of the 2023 Session Laws of Kansas to the contrary, during
698698 fiscal year 2028, expenditures may be made from or obligation incurred
699699 against the build Kansas matching grant fund to a local community that
700700 has been notified by the coordinating state agency that such local
701701 community's infrastructure project does not qualify for funding from the
702702 infrastructure investment and jobs act, public law 117-58, after such local
703703 community advises and consults with the build Kansas advisory
704704 committee, subject to the provisions of these provisos: Provided, That the
705705 build Kansas advisory committee shall meet and review the local
706706 community's infrastructure project using the means test created pursuant to
707707 section 15(a) of chapter 97 of the 2023 Session Laws of Kansas and the
708708 local community's demonstrated need for the funding: Provided further,
709709 That the build Kansas advisory committee shall report such committee's
710710 advice to the state treasurer: And provided further, That the decision to
711711 award funds to any local community and the amount of any such award
712712 shall be within the state treasurer's discretion: And provided further, That
713713 the provisions of the proviso in section 15(a) of chapter 97 of the 2023
714714 Session Laws of Kansas requiring written documentation to the state
715715 treasurer that such local community's grant funding application has been
716716 approved by the federal government pursuant to the infrastructure
