 SUBJECT: Fiscal Note for HB 2017 by House Committee on Elections 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2017 is 
respectfully submitted to your committee. 
 
 Under current election law, the deadline for receipt of advance voting ballots in county 
election offices is the last delivery of mail by the United States post office on the third day 
following the day of election.  HB 2017 would change the deadline to 7:00 pm on the day of the 
election.  Under the bill’s provisions, county election offices would no longer receive advance 
voting ballots received by mail after the closing of the polls or postmarked or mailed on or before 
the close of polls on the day of an election.  
 
 The Secretary of State indicates it would use existing resources to update training materials 
for local election officials and update educational and promotional materials for the public with 
the new deadline. Any fiscal effect associated with HB 2017 is not reflected in The FY 2026 
Governor’s Budget Report.  
 
 The Kansas Association of Counties indicates HB 2017 could increase the number of 
potentially invalidated ballots that arrive late via mail, which could increase costs for counties if 
there are disputes or questions that the counties would have to process.  However, the Association 
is unable to estimate the fiscal effect on the counties.
