Dear Representative Proctor: 
 
 SUBJECT: Fiscal Note for HB 2054 by House Committee on Elections 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning HB 2054 is 
respectfully submitted to your committee. 
 
 HB 2054 would increase the contribution limit to a candidate or their committees by any 
political committee for the Office of the Governor and the Office of the Lieutenant Governor from 
$2,000 to $4,000 for each primary and general election. The bill would also increase such 
contribution limits for a candidate for the House of Representatives, district judge, district 
magistrate judge, district attorney or a candidate for local office from $500 to $1,000 for each 
primary and general election.  For candidates for State Senator or the State Board of Education, 
the bill would increase such contribution limit from $1,000 to $2,000 for each primary and general 
election.  The bill would remove language limiting the aggregate amount contributed to a state 
party committee by a person other than a national party committee or a political committee to 
$15,000 each calendar year and $5,000 each calendar year for any other party.  The bill would also 
remove language limiting the aggregate amount contributed by a national party committee to a 
state party committee to $25,000 in each calendar year and $10,000 each calendar year for any 
other party.  The bill would also remove language limiting the aggregate amount contributed to a 
party committee by a political committee to $5,000 each calendar year.  
 
 For contributions by each individual party committee of the same political party other than 
a national party committee to any candidate for office, for a primary election in which two or more 
candidates are seeking the nomination, the bill would increase the limit for the Office of the 
Governor and the Office of Lieutenant Governor from $2,000 to $4,000.  The bill would also 
increase such contribution limits for a candidate for the House of Representatives, district judge, 
district magistrate judge, district attorney or a candidate for local office from $500 to $1,000 for  The Honorable Pat Proctor, Chairperson

each primary and general election. For candidates for State Senator or the State Board of 
Education, the bill would increase such contribution limit from $1,000 to $2,000 for each primary 
and general election.  The bill would increase the contribution limit for a person to any candidate 
or committee in the form of money or currency from $100 to $200 for any one primary or general 
election.  
 
 The Office of the Secretary of State indicates enactment of the bill would have a minimal 
fiscal effect on the agency.  The agency indicates existing resources would be used to update 
training materials for local election offices and update educational and promotional materials to 
the voting public.  
 
 The Governmental Ethics Commission indicates enactment of the bill would not have a 
fiscal effect on the agency. Any expenditures that would result from printing new materials to 
reflect the change in contribution limits could be absorbed within existing resources. Any fiscal 
effect associated with HB 2054 is not reflected in The FY 2026 Governor’s Budget Report.
