66 AN ACT concerning wildlife; requiring the Kansas department of wildlife
77 and parks to offer discounted resident senior combination hunting and
88 fishing passes to residents of this state who are 65 years of age or older;

1010 hunting and fishing licenses; requiring the fee for such pass or license
1111 to be an amount not to exceed what is required for such pass or license
1212 to qualify as a paid hunting license or paid fishing license under federal
1313 law; amending K.S.A. 2024 Supp. 32-9,101 and repealing the existing
1414 section; reviving and amending K.S.A. 32-9,100 and repealing the
1515 revived section; also repealing K.S.A. 32-9,100, as amended by section
1616 64 of chapter 7 of the 2023 Session Laws of Kansas.
1717 Be it enacted by the Legislature of the State of Kansas:
1818 Section 1. K.S.A. 32-9,100 is hereby revived and amended to read as
1919 follows: 32-9,100. On and after January 1, 2013 July 1, 2020, the Kansas
2020 department of wildlife, and parks and tourism shall offer a resident senior
2121 combination hunting and fishing pass to residents of this state who are 65
2222 years of age or more. The fee for such pass shall be an amount not to
2323 exceed

2525 /8 the fee for a general combination lifetime hunting and fishing
2626 license. The provisions of this section shall expire on June 30, 2020 what
2727 is required for such pass to qualify as a paid hunting license pursuant to
2828 16 U.S.C. § 669 et seq., or a paid fishing license pursuant to 16 U.S.C. §
2929 777 et seq.
3030 Sec. 2. K.S.A. 2024 Supp. 32-9,101 is hereby amended to read as
3131 follows: 32-9,101. (a) (1) The secretary of wildlife and parks shall issue
3232 and make available a Kansas kids lifetime combination hunting and
3333 fishing license to any child who is a resident, as defined in K.S.A. 32-701,
3434 and amendments thereto, and:
3535 (A) Five years of age or younger, upon payment of a license fee that
3636 shall not exceed $300; or
3737 (B) six or seven years of age, upon payment of a license fee that shall
3838 not exceed $500.
3939 (2) The fee for such license shall be an amount not to exceed what is
4040 required for such pass to qualify as a paid hunting license pursuant to 16
4141 U.S.C. § 669 et seq., or a paid fishing license pursuant to 16 U.S.C. § 777

7878 (3) Such license fee may be paid on behalf of such child.
7979 (b) The secretary of wildlife and parks shall report annually to the
8080 house of representatives agriculture and natural resources budget
8181 committee and the senate committee on agriculture and natural resources,
8282 or the successor of such committees, on the number of such Kansas kids
8383 lifetime combination hunting and fishing licenses issued by the Kansas
8484 department of wildlife and parks.
8585 (c) The provisions of this section shall expire on July 1, 2032.
8686 Sec. 3. K.S.A. 32-9,100, as revived and amended by section 1 of this
8787 act, K.S.A. 32-9,100, as amended by section 64 of chapter 7 of the 2023
8888 Session Laws of Kansas, and K.S.A. 2024 Supp. 32-9,101 are hereby
8989 repealed.
9090 Sec. 4. This act shall take effect and be in force from and after its
9191 publication in the statute book.
