2-AN ACT concerning motor vehicles; relating to license plates; providing for the FFA, route
3-66 association of Kansas and blackout distinctive license plates; allowing an
4-applicant for a personalized license plate to be issued one such license plate instead
5-of two; eliminating the requirement that applications for personalized license plates
6-be made within 60 days from vehicle registration renewals; discontinuing the option
7-for a person to display a second personalized license plate on the front of a vehicle;
8-modifying current requirements for the design and issuance of license plate
9-registration decals; modifying the documentation requirements for military veteran
10-license plates to align with updated military veteran documentation standards;

7+AN ACT concerning motor vehicles; relating to distinctive license plates;
8+providing for the FFA license distinctive plate.
159 Be it enacted by the Legislature of the State of Kansas:
16-New Section 1. (a) On and after January 1, 2026, any owner or
17-lessee of one or more passenger vehicles or trucks registered for a gross
18-weight of 20,000 pounds or less who is a resident of Kansas, upon
19-compliance with the provisions of this section, may be issued one FFA
20-license plate for each such passenger vehicle or truck. Such license
21-plate shall be issued for the same time as other license plates upon
22-proper registration and payment of the regular license fee as provided
23-in K.S.A. 8-143, and amendments thereto, and the payment to the
24-county treasurer of the logo use royalty payment.
10+Section 1. (a) On and after January 1, 2026, any owner or lessee of
11+one or more passenger vehicles or trucks registered for a gross weight of
12+20,000 pounds or less who is a resident of Kansas, upon compliance with
13+the provisions of this section, may be issued one FFA license plate for each
14+such passenger vehicle or truck. Such license plate shall be issued for the
15+same time as other license plates upon proper registration and payment of
16+the regular license fee as provided in K.S.A. 8-143, and amendments
17+thereto, and the payment to the county treasurer of the logo use royalty
18+payment.
2519 (b) The Kansas FFA foundation may authorize the use of the
2620 organization's logo to be affixed on license plates as provided by this
27-section. Any motor vehicle owner or lessee shall pay an amount of not
28-less than $25 nor more than $100, as determined by the Kansas FFA
29-foundation, as a logo use royalty payment for each such license plate to
30-be issued. The logo use royalty payment shall be paid to the county
31-treasurer.
32-(c) Any applicant for a license plate authorized by this section
33-may make application for such license plate not less than 60 days prior
34-to such person's renewal of registration date, on a form prescribed and
35-furnished by the director of vehicles, and any applicant for such license
36-plate shall pay to the county treasurer the logo use royalty payment.
37-Application for registration of a passenger vehicle or truck and issuance
38-of the license plate under this section shall be made by the owner or
39-lessee in a manner prescribed by the director of vehicles upon forms
40-furnished by the director.
41-(d) No registration or license plate issued under this section shall
42-be transferable to any other person.
43-(e) The director of vehicles may transfer a FFA license plate from
44-a leased vehicle to a purchased vehicle.
45-(f) Renewals of registration under this section shall be made
46-annually, upon payment of the fee prescribed in K.S.A. 8-143, and
47-amendments thereto, and in the manner prescribed in K.S.A. 8-132(b),
48-and amendments thereto. No renewal of registration shall be made to
49-any applicant until such applicant provides to the county treasurer the
50-annual royalty payment. If such annual royalty payment is not made to
51-the county treasurer, the applicant shall be required to comply with the
52-provisions of K.S.A. 8-143, and amendments thereto, and return the
53-license plate to the county treasurer of such person's residence.
54-(g) The Kansas FFA foundation, with the approval of the director
55-of vehicles, shall design a plate to be issued under the provisions of this
21+section. Any motor vehicle owner or lessee shall pay an amount of not less

23+foundation, as a logo use royalty payment for each such license plate to be

33+(d) No registration or license plate issued under this section shall be

36+leased vehicle to a purchased vehicle.
37+(f) Renewals of registration under this section shall be made annually,
38+upon payment of the fee prescribed in K.S.A. 8-143, and amendments

74+thereto. No renewal of registration shall be made to any applicant until
75+such applicant provides to the county treasurer the annual royalty payment.
76+If such annual royalty payment is not made to the county treasurer, the
77+applicant shall be required to comply with the provisions of K.S.A. 8-143,
78+and amendments thereto, and return the license plate to the county
79+treasurer of such person's residence.
80+(g) The Kansas FFA foundation, with the approval of the director of
81+vehicles, shall design a plate to be issued under the provisions of this

5783 (h) As a condition of receiving the FFA license plate and any
58-subsequent registration renewal of such license plate, the applicant
59-shall consent to the division authorizing the division's release of motor
60-vehicle record information, including the applicant's name, address,
61-royalty payment amount, plate number and vehicle type to the Kansas
62-FFA foundation and the state treasurer.
63-(i) The collection and remittance of annual royalty payments by
64-the county treasurer shall be subject to the provisions of K.S.A. 8-
65-1,141(h), and amendments thereto.

75-(b) Route 66 association of Kansas, inc., may authorize the use of

94-Kansas license plate from a leased vehicle to a purchased vehicle.
95-(f) Renewals of registration under this section shall be made
96-annually, upon payment of the fee prescribed in K.S.A. 8-143, and
97-amendments thereto, and in the manner prescribed in K.S.A. 8-132(b),
98-and amendments thereto. No renewal of registration shall be made to
99-any applicant until such applicant provides to the county treasurer the
100-annual royalty payment. If such annual royalty payment is not made to
101-the county treasurer, the applicant shall be required to comply with the
102-provisions of K.S.A. 8-143, and amendments thereto, and return the
103-license plate to the county treasurer of such person's residence.
104-(g) Route 66 association of Kansas, inc., with the approval of the
105-director of vehicles, shall design a plate to be issued under the
106-provisions of this section.
107-(h) As a condition of receiving the route 66 association of Kansas
108-license plate and any subsequent registration renewal of such license
109-plate, the applicant shall consent to the division authorizing the
110-division's release of motor vehicle record information, including the
111-applicant's name, address, royalty payment amount, plate number and
112-vehicle type to Route 66 association of Kansas, inc., and the state
113-treasurer.
114-(i) The collection and remittance of annual royalty payments by
115-the county treasurer shall be subject to the provisions of K.S.A. 8-
116-1,141(h), and amendments thereto.
117-New Sec. 3. (a) On and after January 1, 2026, any owner or lessee
118-of one or more passenger vehicles or trucks registered for a gross
119-weight of 20,000 pounds or less, who is a resident of Kansas, upon
120-compliance with the provisions of this section, may be issued one
121-blackout license plate for each such passenger vehicle or truck. Such
122-license plate shall be issued for the same period of time as other license
123-plates upon proper registration and payment of the regular license fee
124-as provided in K.S.A. 8-143, and amendments thereto.
125-(b) Any applicant or renewal of registration for a blackout license
126-plate authorized by this section shall pay an annual fee of $50 to the
127-county treasurer for each such license plate to be issued. Any new
128-blackout license plate shall be subject to the fee prescribed in K.S.A 8-
129-1,141(a)(1), and amendments thereto. A blackout license plate may be a
130-personalized license plate and subject to the personalized license plate HOUSE BILL No. 2201—page 3
131-fee pursuant to K.S.A. 8-1,141(a)(2), and amendments thereto.
132-(c) Any applicant for a license plate authorized by this section
133-may make application for such license plate on a form prescribed and
134-furnished by the director of vehicles. Application for registration of a
135-passenger vehicle or truck and issuance of the license plate under this
136-section shall be made by the owner or lessee in a manner prescribed by
137-the director of vehicles upon forms furnished by the director.
138-(d) No registration or license plate issued under this section shall
139-be transferable to any other person.
140-(e) The director of vehicles may transfer a blackout license plate
141-from a leased vehicle to a purchased vehicle.
142-(f) Renewals of registration under this section shall be made
143-annually, upon payment of the fee prescribed in K.S.A. 8-143, and
144-amendments thereto, and in the manner prescribed in K.S.A. 8-132(b),
145-and amendments thereto. No renewal of registration shall be made to
146-any applicant until such applicant has paid the fee provided in
147-subsection (b). If such fee is not paid, such applicant shall be required
148-to comply with K.S.A. 8-143, and amendments thereto, and return the
149-license plate to the county treasurer of such applicant's residence.
150-(g) The blackout license plate shall have a background design, an
151-emblem or colors that designate the license plate as a blackout license
152-plate.
153-(h) There is hereby established in the state treasury the license
154-plate replacement fund. The license plate replacement fund shall be
155-administered by the secretary of revenue. Annual blackout license plate
156-fees collected by county treasurers pursuant to this section shall be
157-remitted to the state treasurer in accordance with the provisions of
158-K.S.A. 75-4215, and amendments thereto. Upon receipt of each such
159-remittance, the state treasurer shall deposit the entire amount in the
160-state treasury to the credit of the license plate replacement fund. All
161-expenditures from such fund shall be for the costs associated with
162-replacing license plates when the lifespan of such license plates has
163-been exhausted as determined by the director of vehicles. All
164-expenditures from such fund shall be made in accordance with
165-appropriation acts upon warrants of the director of accounts and reports
166-issued pursuant to vouchers approved by the secretary of revenue or the
167-secretary's designee.
168-Sec. 4. K.S.A. 8-132 is hereby amended to read as follows: 8-132.
169-(a) Subject to the provisions of this section and K.S.A. 8-1,125, and
170-amendments thereto, the division of vehicles shall furnish to every
171-owner whose vehicle shall be registered one license plate for such
172-vehicle. Such license plate shall have displayed on it the registration
173-number assigned to the vehicle and to the owner thereof, the name of
174-the state, which may be abbreviated, and the year or years for which it
175-is issued. The same type of license plates shall be issued for passenger
176-motor vehicles, rented without a driver, as are issued for private
177-passenger vehicles.
178-(b) During calendar year 1975 commencing on the effective date
179-of this act, and during every fifth calendar year thereafter, the division
180-of vehicles shall furnish one license plate for any type of vehicle an
181-owner registers or has the registration thereof renewed, but during the
182-succeeding four-year period following calendar year 1975 and during
183-the succeeding four-year period following every fifth calendar year
184-subsequent to 1975, the division of vehicles shall not furnish any
185-license plate for the renewal of a vehicle's registration. During calendar
186-year 1976 and during each calendar year thereafter in which a license
187-plate is not issued for the renewal of registration of a vehicle, the
188-division of vehicles shall furnish one decal for the license plate issued
189-for a vehicle as provided in K.S.A. 8-134, and amendments thereto, for
190-each registration and renewal of registration of such vehicle.
191-Notwithstanding the foregoing provisions of this subsection, whenever,
192-in the discretion of the director of vehicles, it is determined that the
193-license plates currently being issued and displayed are not deteriorating
194-to the extent that their replacement is warranted, the director may adopt HOUSE BILL No. 2201—page 4
195-rules and regulations to extend the five-year issuance cycle provided
196-for in this subsection by one year at a time, and in the same manner the
197-director may further extend such cycle by one year at a time,
198-successively as the director determines appropriate. If the cycle is
199-extended at the expiration of the extended term, new license plates shall
200-again be issued in the manner and for the term provided in such rules
201-and regulations, except that the owner of a motor vehicle currently
202-registered may continue to display the license plate currently being
203-issued and displayed for a period not to exceed three registration years
204-from the date of the expiration of the extended term. The division shall
205-furnish one decal for each such license plate in accordance with the
206-provisions of this subsection.
207-(c) Any license plate issued pursuant to subsection (a) or (b) may
208-be a personalized license plate subject to the additional fee set forth in
209-subsection (d). The division shall allow an applicant for a personalized
210-license plate to personalize a license plate design established by
211-subsection (a), (b) or (d).
212-(d) TwoOne personalized license plates plate may be issued to any
213-owner or lessee of a passenger vehicle or a truck licensed for a gross
214-weight of not more than 20,000 pounds, who makes proper application
215-to the division of vehicles not less than 60 days prior to such owner's or
216-lessee's at renewal of registration date. Such application shall be on a
217-form prescribed by the division and accompanied by a fee of $40,
218-which shall be in addition to any other fee required to renew the
219-registration of such passenger vehicle under the laws of this state. One
220-Such personalized license plate shall be displayed on the rear of the
221-vehicle and, at the option of the owner or lessee, the other license plate
222-may be displayed on the front of the vehicle, except that no registration
223-decal shall be issued pursuant to K.S.A. 8-134, and amendments
224-thereto, for any such license plate displayed on the front of such
225-vehicle. One personalized license plate may be issued to any owner of a
226-motorcycle upon proper application in the same manner provided in
227-this subsection for passenger vehicles and trucks. The $40 fee shall be
228-paid only once during the registration period for which such license
229-plates were issued, and any subsequent renewals during the registration
230-period shall be subject only to the registration fee prescribed by K.S.A.
231-8-143, and amendments thereto. The division shall design distinctive,
232-personalized license plates to be issued which that shall contain not
233-more than seven letters or numbers on truck or passenger vehicle
234-license plates and not more than five letters or numbers on motorcycle
235-license plates, or a combination thereof, to be designated by the
236-applicant in lieu of the letters and numbers required by K.S.A. 8-147,
237-and amendments thereto, other than the letters required to designate the
238-county in which such vehicle is registered. Unless the letters or
239-numbers designated by the applicant have been assigned to another
240-vehicle, or unless the letters or numbers designated by the applicant
241-have a profane, vulgar, lewd or indecent meaning or connotation, as
242-determined by the director of vehicles, the division shall assign such
243-letters or numbers to the applicant's vehicle, and the letters or numbers,
244-or combination thereof, so assigned shall be deemed the registration
245-number of such vehicle. Subject to the foregoing provisions, all license
246-plates issued under this section shall be manufactured in accordance
247-with K.S.A. 8-147, and amendments thereto. Such license plates shall
248-be issued for a registration period of five years commencing in 1985
249-and each five years thereafter.
250-(e) The secretary of revenue shall adopt rules and regulations
251-necessary to carry out the provisions of this act, including, without
252-limitation, rules and regulations concerning: (1) The procedure for
253-insuring that duplicate license plates are not issued throughout the state;
254-(2) the procedure for reserving distinctive license plates for the purpose
255-of obtaining the same on each annual renewal of registration; (3) the
256-procedure for allowing the transfer of personalized license plates from
257-one vehicle to another for which such license plates were originally
258-issued, when the title to the original vehicle has not been transferred HOUSE BILL No. 2201—page 5
259-and the name or names of the owner or owners listed on the titles to
260-both vehicles are identical; and (4) procedures necessary to coordinate
261-this act with other laws of this state governing registration of vehicles.
262-The director of vehicles shall remit all moneys received by the division
263-of vehicles under this section to the state treasurer in accordance with
264-the provisions of K.S.A. 75-4215, and amendments thereto. Upon
265-receipt of each such remittance, the state treasurer shall deposit the
266-entire amount in the state treasury to the credit of the state highway
267-fund.
268-Sec. 5. K.S.A. 2024 Supp. 8-134 is hereby amended to read as
269-follows: 8-134. (a) Every vehicle registration under this act shall expire
270-December 31 of each year, except passenger vehicles and vehicles
271-provided for in K.S.A. 8-134a, and amendments thereto. The
272-registration of vehicles to which K.S.A. 8-134a, and amendments
273-thereto, applies shall expire in 1982 and thereafter in accordance with
274-the provisions of subsections (b) and (c). Registration of vehicles shall
275-be renewed annually upon application by the owner and by payment of
276-the fees required by law. Except vehicles subject to K.S.A. 8-134a, and
277-amendments thereto, and passenger vehicles, the renewal shall take
278-effect on January 1 of each year, but the owner of the vehicle shall have
279-until and including the last day of February of each year to make
280-application for such renewal. The division shall issue for such vehicles
281-a February month decal to correspond with the statutory grace period.
282-Criminal sanctions provided in K.S.A. 8-142, and amendments thereto,
283-for failure to display any license plate or plates or any registration decal
284-required to be affixed to any such license plate for the current
285-registration year shall not be enforced until March 1 of each year. An
286-owner who has made proper application for renewal of registration of a
287-vehicle prior to January 1, but who has not received the license plate or
288-registration card for the ensuing year, shall be entitled to operate or
289-permit the operation of such vehicle upon the highways upon
290-displaying thereon the license plate issued for the preceding year for
291-such time as the director of vehicles finds necessary for issuance of
292-such new license plate.
293-(b) Every passenger vehicle required by this act to be registered,
294-except as otherwise provided, shall be registered for a period of 12
295-consecutive months. The division of vehicles, in order to initiate a
296-system of registering or reregistering passenger vehicles during any
297-month of a calendar year, may register or reregister a passenger vehicle
298-for less than a 12-month period, prorating the annual registration fee,
299-when in the director's opinion such proration tends to fulfill the purpose
300-of the monthly registration system.
301-(c) Passenger vehicle registration, and the authority to legally
302-operate, use or tow such vehicle on the highway shall expire at 12
303-midnight on the last day of the last month of the 12-month period for
304-which such vehicle was registered, and the owner shall see that such
305-vehicle is reregistered as required by this act. The director of vehicles
306-shall designate the registration period for each passenger vehicle in
307-order to as nearly as feasible equalize registration or reregistration
308-within the 12 months of the year. Any vehicle after having once been
309-registered shall upon reregistration, be registered for the same twelve-
310-month period except when the certificate of title has been transferred as
311-provided by law. In this case, the vehicle shall be registered by the
312-division of vehicles in accordance with the system adopted.
313-(d) For the purpose of this act, hearses and electrically propelled
314-vehicles shall be classified as passenger vehicles.
315-(e) Every owner who registers or reregisters a vehicle in a
316-calendar year, and in any calendar year in which a license plate is not
317-issued for the renewal of registration of such vehicle, shall be furnished
318-by the division one decal for the license plate issued for such vehicle
319-and required by K.S.A. 8-133, and amendments thereto, to be affixed to
320-the rear of such vehicle. Such decal shall be affixed to the number plate
321-affixed to the rear of such vehicle and shall contain the letters
322-designating the county in which such vehicle is registered, as provided HOUSE BILL No. 2201—page 6
323-in K.S.A. 8-147, and amendments thereto, shall indicate the license
324-plate number for which the decal is to be affixed and shall indicate the
325-year in which such registration expires. The color of a decal shall be
326-such that it contrasts with the color of the license plate to which it is to
327-be affixed, and the director of vehicles shall change the color of such
328-decals each year, without duplicating the same color in any five-year
329-period or such extended period as the director designates under K.S.A.
330-8-132(b), and amendments thereto. Such decals shall be so constructed
331-that once a decal has been affixed to a license plate, it cannot be
332-removed without destroying the decal, and the surface of such decals
333-shall be capable of reflecting light. Consistent with the foregoing, the
334-director of vehicles shall prescribe the size of and material to be used in
335-the production of such decals, and the director of vehicles shall
336-designate the location on a number plate where such decal shall be
337-affixed.
338-(f) (1) The owner of a vehicle may, at the time of such registration
339-or reregistration, purchase a park and recreation motor vehicle permit.
340-Such permit shall cost $15 until such time as the amount for such
341-permit is changed by rules and regulations of the secretary of wildlife
342-and parks.
343-(2) Such permit shall be nontransferable and shall expire on the
344-date of expiration of the vehicle registration.
345-(3) Except as provided in subsection (f)(4), the county treasurer
346-shall remit all such moneys paid to the county treasurer to the state
347-treasurer in accordance with the provisions of K.S.A. 75-4215, and
348-amendments thereto. Upon receipt of each such remittance, the state
349-treasurer shall deposit the entire amount in the state treasury and shall
350-be credited as provided in K.S.A. 32-991, and amendments thereto.
351-(4) The county treasurer may collect and retain a service charge
352-fee of up to $.50 for each park and recreation motor vehicle permit
353-issued or sold by the county treasurer.
354-(5) As a condition of receiving the park and recreation motor
355-vehicle permit, the applicant shall consent to the sharing of
356-information, including, but not limited to, the applicant's name, address,
357-email address and phone number, with the secretary of wildlife and
358-parks by the division of motor vehicles.
359-(g) The secretary of revenue shall adopt rules and regulations
360-necessary to accomplish the purpose of this act.
361-Sec. 6. K.S.A. 8-147 is hereby amended to read as follows: 8-147.
362-(a) As used in this section, "license plate" means the plate used to
363-externally evidence registration of a vehicle under chapter 8 of Kansas
364-Statutes Annotated.
365-(b) Prior to November 1 of each year, the director of vehicles shall
366-furnish the secretary of revenue with complete and detailed
367-specifications for the manufacture of all license plates and registration
368-decals, together with the number required for delivery in the succeeding
369-year for use during the following year, and. The state corporation
370-commission shall furnish the secretary of revenue with complete and
371-detailed specifications for the manufacture of identification tags
372-together with the number required for delivery in the succeeding year
373-for use in the following year. The secretary of revenue shall cause to be
374-manufactured all license plates and registration decals and state
375-corporation commission identification tags based on such specifications
376-and estimates. For such purpose, the secretary of revenue shall enter
377-into a contract for the manufacture of license plates, tags and decals
378-with any organization or institution designated in K.S.A. 39-1208, and
379-amendments thereto. Any such contract may provide that the secretary
380-of revenue shall furnish or cause to be furnished the materials and
381-supplies necessary for the manufacture and distribution of license
382-plates, tags and decals if, in the opinion of the secretary of revenue, a
383-reduction in the cost of manufacturing and distribution of the license
384-plates, tags and decals under such contract will be achieved. Subject to
385-the foregoing, the cost to the state for the manufacture of the license
386-plates, tags and decals pursuant to any contract entered into under this HOUSE BILL No. 2201—page 7
387-section shall be substantially equivalent to such costs under prior
388-contracts, with the cost of license plates increased in the amount of the
389-cost of coating with reflective material, but any such contract shall not
390-be subject to the provisions of K.S.A. 75-3739, and amendments
391-thereto.
392-(c) Except as authorized by other provisions of law, license plates,
393-beginning in the year in which new license plates are issued pursuant to
394-K.S.A. 8-132, and amendments thereto, shall be lettered, numbered and
395-designed as provided in this section. Each license plate shall contain a
396-combination of three letters followed by a combination of three
397-numerals, except that once all allowable combinations of letters and
398-numerals have been used, each license plate shall contain an
399-arrangement of numerals or letters, or both, as shall be assigned by the
400-secretary of revenue. The arrangement of numerals and letters of
401-license plates shall be uniform throughout each classification of
402-registration. The secretary may provide for the arrangement of the
403-numerals and letters in groups or otherwise and for other distinguishing
404-marks on such license plates. The secretary of revenue shall design
405-decals to be affixed to the license plates to identify the county by two
406-letters chosen from the name of the county distinctly indicative of the
407-name of the county in which the vehicle is registered and the date
408-registration is to expire expiration information consistent with K.S.A. 8-
409-134, and amendments thereto. The letters and numerals of such license
410-plates shall be in such contrast of colors to the background of the
411-license plate as to make such letters and numerals easily read readable.
412-(d) As new license plates are issued, the face of every license plate
413-shall be completely coated with a reflective material. The reflectorized
414-material shall be of such nature as to provide effective and dependable
415-performance in the promotion of highway safety and vehicle
416-identification throughout the service period for which the license plates
417-are issued. The sum of $.50 shall be added to the cost of each
418-reflectorized license plate. The director shall change the color of such
419-license plates every time new license plates are issued under subsection
420-(b) of K.S.A. 8-132(b), and amendments thereto. The quantity of
421-license plates and registration decals to be furnished each county shall
422-be computed upon the basis of the number of motor vehicles registered
423-and reregistered in such county for the preceding year, and additional
424-license plates and decals shall be furnished as required.
425-(e) Any contract entered into pursuant to this section for the
426-manufacture of license plates and decals shall provide that the license
427-plates and decals, other than prorate license plates and prorate backing
428-plates, shall be shipped directly to the treasurer of the county where
429-they are to be used or, for digitally fulfilled license plate orders,
430-directly to the customer for whom the plate is issued. Any such contract
431-for the manufacture of state corporation commission identification tags
432-shall provide that such tags shall be shipped directly to the state
433-corporation commission.
434-Sec. 7. K.S.A. 8-1,146 is hereby amended to read as follows: 8-
435-1,146. (a) Any owner or lessee of one or more passenger vehicles,
436-trucks of a gross weight of 20,000 pounds or less, motorcycles or travel
437-trailers, who is a resident of the state of Kansas, and submits
438-satisfactory proof to the director of vehicles as provided in subsection
439-(c) that such person has proof of: (1) Having Has served and is
440-designated as a veteran, and has had was discharged or released under
441-an honorable discharge or a general discharge under honorable
442-conditions from the United States army, navy, air force, marine corps,
443-coast guard, space force or merchant marines; or (2) is currently
444-serving in the United States army, navy, air force, marine corps, coast
445-guard, space force or merchant marines, upon compliance with the
446-provisions of this section, may be issued one distinctive license plate
447-for each such passenger vehicle, truck, motorcycle or travel trailer
448-designating such person as an United States military veteran. Such
449-license plate shall be issued for the same period of time as other license
450-plates upon proper registration and payment of the regular license fee HOUSE BILL No. 2201—page 8
451-as provided in K.S.A. 8-143, and amendments thereto.
452-(b) Any person issued a license plate under this section may
453-request a decal for each license plate indicating the appropriate military
454-branch in which the person served or is currently serving.
455-(c) Any person who is a veteran or current member of the United
456-States army, navy, air force, marine corps, coast guard, space force or
457-merchant marines may make application for such distinctive license
458-plate, not less than 60 days prior to such person's renewal of
459-registration date, on a form prescribed and furnished by the director of
460-vehicles. Any applicant for the distinctive license plate shall furnish the
461-director with proof as the director shall require that the applicant is a
462-veteran or current member of the United States army, navy, air force,
463-marine corps, coast guard, space force or merchant marines. As proof
464-of military veteran status, an applicant may shall provide a DD214
465-form, a DD form 2 (Retired) or a Kansas driver's license with a veteran
466-designation pursuant to K.S.A. 8-243(e), and amendments thereto, or a
467-copy of the veteran's DD form 214, NGB form 22 or an equivalent
468-discharge document as permitted by the director of vehicles showing
469-character of service as honorable or general under honorable
470-conditions. Application for the registration of a passenger vehicle,
471-truck, motorcycle or travel trailer and issuance of the license plates
472-under this section shall be made by the owner or lessee in a manner
473-prescribed by the director of vehicles upon forms furnished by the
474-director.
475-(d) No registration or distinctive license plates issued under the
476-authority of this section shall be transferable to any other person.
477-(e) Renewals of registration under this section shall be made
478-annually, upon payment of the fee prescribed in K.S.A. 8-143, and
479-amendments thereto, and in the manner prescribed in K.S.A. 8-132(b),
480-and amendments thereto. No renewal of registration shall be made to
481-any applicant until such applicant has filed with the director a form as
482-provided in subsection (c). If such form is not filed, the applicant shall
483-be required to comply with K.S.A. 8-143, and amendments thereto, and
484-return the distinctive license plates to the county treasurer of such
485-person's residence.
486-(f) A fee of $2 shall be paid for each decal issued under subsection
487-(a). The director of vehicles shall design such decals. Such decals shall
488-be affixed to the license plate in the location required by the director.
489-Sec. 8. K.S.A. 8-1,194 is hereby amended to read as follows: 8-
490-1,194. (a) On and after January 1, 2022, Any owner or lessee of one or
491-more passenger vehicles, trucks of a gross weight of 20,000 pounds or
492-less or motorcycles, who is a resident of Kansas, and who submits
493-satisfactory proof to the director of vehicles, in accordance with rules
494-and regulations adopted by the secretary of revenue as provided in
495-K.S.A. 8-1,146, and amendments thereto, that such person is currently
496-serving in the United States army or has separated was discharged or
497-released from the United States army and was honorably discharged
498-under an honorable discharge or general discharge under honorable
499-conditions, upon compliance with the provisions of this section, may be
500-issued one distinctive license plate for each such passenger vehicle,
501-truck or motorcycle designating such person as a current member or
502-veteran of the United States army. Such license plate shall be issued for
503-the same period of time as other license plates upon proper registration
504-and payment of the regular license fee as provided in K.S.A. 8-143, and
505-amendments thereto.
506-(b) Any person who is a current member or veteran of the United
507-States army may make application for such distinctive license plate, not
508-less than 60 days prior to such person's renewal of registration date, on
509-a form prescribed and furnished by the director of vehicles, and. Any
510-applicant for the distinctive license plate shall furnish the director with
511-proof as the director shall require that the applicant is a current member
512-or veteran of the United States army. Application for the registration of
513-a passenger vehicle, truck or motorcycle and issuance of the license
514-plate under this section shall be made by the owner or lessee in a HOUSE BILL No. 2201—page 9
515-manner prescribed by the director of vehicles upon forms furnished by
516-the director.
517-(c) No registration or distinctive license plate issued under the
518-authority of this section shall be transferable to any other person.
519-(d) Renewals of registration under this section shall be made
520-annually, upon payment of the fee prescribed in subsection (a), in the
521-manner prescribed in K.S.A. 8-132(b), and amendments thereto. No
522-renewal of registration shall be made to any applicant until such
523-applicant has filed with the director a form as provided in subsection
524-(b). If such form is not filed, the applicant shall be required to comply
525-with K.S.A. 8-143, and amendments thereto, and return the distinctive
526-license plate to the county treasurer of such person's residence.
527-(e) Upon satisfactory proof submitted to the director of vehicles,
528-in accordance with rules and regulations adopted by the secretary of
529-revenue, any person issued a license plate under this section may
530-request that the license plate be printed to indicate that such person is a
531-retired member of the United States army.
532-Sec. 9. K.S.A. 8-1,195 is hereby amended to read as follows: 8-
533-1,195. (a) On and after January 1, 2022, Any owner or lessee of one or
534-more passenger vehicles, trucks of a gross weight of 20,000 pounds or
535-less or motorcycles, who is a resident of Kansas, and who submits
536-satisfactory proof to the director of vehicles, in accordance with rules
537-and regulations adopted by the secretary of revenue as provided in
538-K.S.A. 8-1,146, and amendments thereto, that such person is currently
539-serving in the United States navy or has separated was discharged or
540-released from the United States navy and was honorably discharged
541-under an honorable discharge or a general discharge under honorable
542-conditions, upon compliance with the provisions of this section, may be
543-issued one distinctive license plate for each such passenger vehicle,
544-truck or motorcycle designating such person as a current member or
545-veteran of the United States navy. Such license plate shall be issued for
546-the same period of time as other license plates upon proper registration
547-and payment of the regular license fee as provided in K.S.A. 8-143, and
548-amendments thereto.
549-(b) Any person who is a current member or veteran of the United
550-States navy may make application for such distinctive license plate, not
551-less than 60 days prior to such person's renewal of registration date, on
552-a form prescribed and furnished by the director of vehicles, and. Any
553-applicant for the distinctive license plate shall furnish the director with
554-proof as the director shall require that the applicant is a current member
555-or veteran of the United States navy. Application for the registration of
556-a passenger vehicle, truck or motorcycle and issuance of the license
557-plate under this section shall be made by the owner or lessee in a
558-manner prescribed by the director of vehicles upon forms furnished by
559-the director.
560-(c) No registration or distinctive license plate issued under the
561-authority of this section shall be transferable to any other person.
562-(d) Renewals of registration under this section shall be made
563-annually, upon payment of the fee prescribed in subsection (a), in the
564-manner prescribed in K.S.A. 8-132(b), and amendments thereto. No

570-(e) Upon satisfactory proof submitted to the director of vehicles,
571-in accordance with rules and regulations adopted by the secretary of
572-revenue, any person issued a license plate under this section may
573-request that the license plate be printed to indicate that such person is a
574-retired member of the United States navy.
575-Sec. 10. K.S.A. 8-1,196 is hereby amended to read as follows: 8-
576-1,196. (a) On and after January 1, 2022, Any owner or lessee of one or
577-more passenger vehicles, trucks of a gross weight of 20,000 pounds or
578-less or motorcycles, who is a resident of Kansas, and who submits HOUSE BILL No. 2201—page 10
579-satisfactory proof to the director of vehicles, in accordance with rules
580-and regulations adopted by the secretary of revenue as provided in
581-K.S.A. 8-1,146, and amendments thereto, that such person is currently
582-serving in the United States marine corps or has separated was
583-discharged or released from the United States marine corps and was
584-honorably discharged under an honorable discharge or a general
585-discharge under honorable conditions, upon compliance with the
586-provisions of this section, may be issued one distinctive license plate
587-for each such passenger vehicle, truck or motorcycle designating such
588-person as a current member or veteran of the United States marine
589-corps. Such license plate shall be issued for the same period of time as
590-other license plates upon proper registration and payment of the regular
591-license fee as provided in K.S.A. 8-143, and amendments thereto.
592-(b) Any person who is a current member or veteran of the United
593-States marine corps may make application for such distinctive license
594-plate, not less than 60 days prior to such person's renewal of
595-registration date, on a form prescribed and furnished by the director of
596-vehicles, and. Any applicant for the distinctive license plate shall
597-furnish the director with proof as the director shall require that the
598-applicant is a current member or veteran of the United States marine
599-corps. Application for the registration of a passenger vehicle, truck or
600-motorcycle and issuance of the license plate under this section shall be
601-made by the owner or lessee in a manner prescribed by the director of
602-vehicles upon forms furnished by the director.
603-(c) No registration or distinctive license plate issued under the
604-authority of this section shall be transferable to any other person.
605-(d) Renewals of registration under this section shall be made
606-annually, upon payment of the fee prescribed in subsection (a), in the
607-manner prescribed in K.S.A. 8-132(b), and amendments thereto. No
608-renewal of registration shall be made to any applicant until such
609-applicant has filed with the director a form as provided in subsection
610-(b). If such form is not filed, the applicant shall be required to comply
611-with K.S.A. 8-143, and amendments thereto, and return the distinctive
612-license plate to the county treasurer of such person's residence.
613-(e) Upon satisfactory proof submitted to the director of vehicles,
614-in accordance with rules and regulations adopted by the secretary of
615-revenue, any person issued a license plate under this section may
616-request that the license plate be printed to indicate that such person is a
617-retired member of the United States marine corps.
618-Sec. 11. K.S.A. 8-1,197 is hereby amended to read as follows: 8-
619-1,197. (a) On and after January 1, 2022, Any owner or lessee of one or
620-more passenger vehicles, trucks of a gross weight of 20,000 pounds or
621-less or motorcycles, who is a resident of Kansas, and who submits
622-satisfactory proof to the director of vehicles, in accordance with rules
623-and regulations adopted by the secretary of revenue as provided in
624-K.S.A. 8-1,146, and amendments thereto, that such person is currently
625-serving in the United States air force or has separated was discharged
626-or released from the United States air force and was honorably
627-discharged under an honorable discharge or a general discharge under
628-honorable conditions, upon compliance with the provisions of this
629-section, may be issued one distinctive license plate for each such
630-passenger vehicle, truck or motorcycle designating such person as a
631-current member or veteran of the United States air force. Such license
632-plate shall be issued for the same period of time as other license plates
633-upon proper registration and payment of the regular license fee as
634-provided in K.S.A. 8-143, and amendments thereto.
635-(b) Any person who is a current member or veteran of the United
636-States air force may make application for such distinctive license plate,
637-not less than 60 days prior to such person's renewal of registration date,
638-on a form prescribed and furnished by the director of vehicles, and.
639-Any applicant for the distinctive license plate shall furnish the director
640-with proof as the director shall require that the applicant is a current
641-member or veteran of the United States air force. Application for the
642-registration of a passenger vehicle, truck or motorcycle and issuance of HOUSE BILL No. 2201—page 11
643-the license plate under this section shall be made by the owner or lessee
644-in a manner prescribed by the director of vehicles upon forms furnished
645-by the director.
646-(c) No registration or distinctive license plate issued under the
647-authority of this section shall be transferable to any other person.
648-(d) Renewals of registration under this section shall be made
649-annually, upon payment of the fee prescribed in subsection (a), in the
650-manner prescribed in K.S.A. 8-132(b), and amendments thereto. No
651-renewal of registration shall be made to any applicant until such
652-applicant has filed with the director a form as provided in subsection
653-(b). If such form is not filed, the applicant shall be required to comply
654-with K.S.A. 8-143, and amendments thereto, and return the distinctive
655-license plate to the county treasurer of such person's residence.
656-(e) Upon satisfactory proof submitted to the director of vehicles,
657-in accordance with rules and regulations adopted by the secretary of
658-revenue, any person issued a license plate under this section may
659-request that the license plate be printed to indicate that such person is a
660-retired member of the United States air force.
661-Sec. 12. K.S.A. 8-1,198 is hereby amended to read as follows: 8-
662-1,198. (a) On and after January 1, 2022, Any owner or lessee of one or
663-more passenger vehicles, trucks of a gross weight of 20,000 pounds or
664-less or motorcycles, who is a resident of Kansas, and who submits
665-satisfactory proof to the director of vehicles, in accordance with rules
666-and regulations adopted by the secretary of revenue as provided in
667-K.S.A. 8-1,146, and amendments thereto, that such person is currently
668-serving in the United States coast guard or has separated was
669-discharged or released from the United States coast guard and was
670-honorably discharged under an honorable discharge or a general
671-discharge under honorable conditions, upon compliance with the
672-provisions of this section, may be issued one distinctive license plate
673-for each such passenger vehicle, truck or motorcycle designating such
674-person as a current member or veteran of the United States coast guard.
675-Such license plate shall be issued for the same period of time as other
676-license plates upon proper registration and payment of the regular
677-license fee as provided in K.S.A. 8-143, and amendments thereto.
678-(b) Any person who is a current member or veteran of the United
679-States coast guard may make application for such distinctive license
680-plate, not less than 60 days prior to such person's renewal of
681-registration date, on a form prescribed and furnished by the director of
682-vehicles, and. Any applicant for the distinctive license plate shall
683-furnish the director with proof as the director shall require that the
684-applicant is a current member or veteran of the United States coast
685-guard. Application for the registration of a passenger vehicle, truck or
686-motorcycle and issuance of the license plate under this section shall be
687-made by the owner or lessee in a manner prescribed by the director of
688-vehicles upon forms furnished by the director.
689-(c) No registration or distinctive license plate issued under the
690-authority of this section shall be transferable to any other person.
691-(d) Renewals of registration under this section shall be made
692-annually, upon payment of the fee prescribed in subsection (a), in the
693-manner prescribed in K.S.A. 8-132(b), and amendments thereto. No
694-renewal of registration shall be made to any applicant until such
695-applicant has filed with the director a form as provided in subsection
696-(b). If such form is not filed, the applicant shall be required to comply
697-with K.S.A. 8-143, and amendments thereto, and return the distinctive
698-license plate to the county treasurer of such person's residence.
699-(e) Upon satisfactory proof submitted to the director of vehicles,
700-in accordance with rules and regulations adopted by the secretary of
701-revenue, any person issued a license plate under this section may
702-request that the license plate be printed to indicate that such person is a
703-retired member of the United States coast guard.
704-Sec. 13. K.S.A. 8-1,199 is hereby amended to read as follows: 8-
705-1,199. (a) On and after January 1, 2022, Any owner or lessee of one or
706-more passenger vehicles, trucks of a gross weight of 20,000 pounds or HOUSE BILL No. 2201—page 12
707-less or motorcycles, who is a resident of Kansas, and who submits
708-satisfactory proof to the director of vehicles, in accordance with rules
709-and regulations adopted by the secretary of revenue as provided in
710-K.S.A. 8-1,146, and amendments thereto, that such person is currently
711-serving in the United States space force or has separated was
712-discharged or released from the United States space force and was
713-honorably discharged under an honorable discharge or a general
714-discharge under honorable conditions, upon compliance with the
715-provisions of this section, may be issued one distinctive license plate
716-for each such passenger vehicle, truck or motorcycle designating such
717-person as a current member or veteran of the United States space force.
718-Such license plate shall be issued for the same period of time as other
719-license plates upon proper registration and payment of the regular
720-license fee as provided in K.S.A. 8-143, and amendments thereto.
721-(b) Any person who is a current member or veteran of the United
722-States space force may make application for such distinctive license
723-plate, not less than 60 days prior to such person's renewal of
724-registration date, on a form prescribed and furnished by the director of
725-vehicles, and. Any applicant for the distinctive license plate shall
726-furnish the director with proof as the director shall require that the
727-applicant is a current member or veteran of the United States space
728-force. Application for the registration of a passenger vehicle, truck or
729-motorcycle and issuance of the license plate under this section shall be
730-made by the owner or lessee in a manner prescribed by the director of
731-vehicles upon forms furnished by the director.
732-(c) No registration or distinctive license plate issued under the
733-authority of this section shall be transferable to any other person.
734-(d) Renewals of registration under this section shall be made
735-annually, upon payment of the fee prescribed in subsection (a), in the
736-manner prescribed in K.S.A. 8-132(b), and amendments thereto. No
737-renewal of registration shall be made to any applicant until such
738-applicant has filed with the director a form as provided in subsection
739-(b). If such form is not filed, the applicant shall be required to comply
740-with K.S.A. 8-143, and amendments thereto, and return the distinctive
741-license plate to the county treasurer of such person's residence.
742-(e) Upon satisfactory proof submitted to the director of vehicles,
743-in accordance with rules and regulations adopted by the secretary of
744-revenue, any person issued a license plate under this section may
745-request that the license plate be printed to indicate that such person is a
746-retired member of the United States space force. HOUSE BILL No. 2201—page 13
747-Sec. 14. K.S.A. 8-132, 8-147, 8-1,146, 8-1,194, 8-1,195, 8-1,196,
748-8-1,197, 8-1,198 and 8-1,199 and K.S.A. 2024 Supp. 8-134 are hereby
749-repealed.
750-Sec. 15. This act shall take effect and be in force from and after its
84+subsequent registration renewal of such license plate, the applicant shall
85+consent to the division authorizing the division's release of motor vehicle
86+record information, including the applicant's name, address, royalty
87+payment amount, plate number and vehicle type to the Kansas FFA
88+foundation and the state treasurer.
89+(i)  The collection and remittance of annual royalty payments by the
90+county treasurer shall be subject to the provisions of K.S.A. 8-1,141(h),
91+and amendments thereto.
92+Sec. 2. This act shall take effect and be in force from and after its
75193 publication in the statute book.
