| 8 | 8 | | Be it enacted by the Legislature of the State of Kansas: |
|---|
| 9 | 9 | | Section 1. K.S.A. 20-2201 is hereby amended to read as follows: 20- |
|---|
| 10 | 10 | | 2201. (a) A judicial council is hereby established and created which shall |
|---|
| 11 | 11 | | be an independent agency in the judicial branch of government, shall |
|---|
| 12 | 12 | | submit its budget separately and may adopt its own pay plan and personnel |
|---|
| 13 | 13 | | rules. |
|---|
| 14 | 14 | | (b)(1) The judicial council shall be composed of one justice of the |
|---|
| 15 | 15 | | supreme court, one judge of the court of appeals, two district judges of |
|---|
| 16 | 16 | | different judicial districts, four resident lawyers, the chairperson of the |
|---|
| 17 | 17 | | judiciary committee of the house of representatives or the chairperson's |
|---|
| 18 | 18 | | designate designee, and the chairperson of the judiciary committee of the |
|---|
| 19 | 19 | | senate, and, subject to the provisions of K.S.A. 75-4315c, and amendments |
|---|
| 20 | 20 | | thereto, one resident lawyer from each congressional district. |
|---|
| 21 | 21 | | (2) The provisions of paragraph (1), as amended by this act, shall not |
|---|
| 22 | 22 | | affect the office of any member of the judicial council appointed prior to |
|---|
| 23 | 23 | | July 1, 2025. On and after July 1, 2025, as positions become vacant on the |
|---|
| 24 | 24 | | judicial council, appointments shall be made to comply with the provisions |
|---|
| 25 | 25 | | of paragraph (1), as amended by this act. |
|---|
| 26 | 26 | | (c) (1) All members except the members of the legislature shall be |
|---|
| 27 | 27 | | appointed by the chief justice of the supreme court for a term of four years |
|---|
| 28 | 28 | | and until a successor shall have been appointed and qualified. |
|---|
| 29 | 29 | | (2) The terms of the members of the legislature, and all other |
|---|
| 30 | 30 | | members, shall terminate upon such member ceasing to belong to the class |
|---|
| 31 | 31 | | from which such member was appointed. All vacancies except those of the |
|---|
| 32 | 32 | | members of the legislature shall be filled by appointment by the chief |
|---|
| 33 | 33 | | justice for the unexpired term. Upon vacancy, the places of the members of |
|---|
| 34 | 34 | | the legislature shall be filled by their successors. |
|---|
| 35 | 35 | | Sec. 2. K.S.A. 20-2201 is hereby repealed. |
|---|
| 36 | 36 | | Sec. 3. This act shall take effect and be in force from and after its |
|---|
| 37 | 37 | | publication in the statute book. |
