5+AN ACT concerning conservation districts; relating to the financing of
6+operating conservation districts; increasing the cap on the amount of
7+moneys disbursed by the division of conservation to conservation
8+districts; providing an increased matching basis for state moneys
9+disbursed to conservation districts based on amounts allocated by the
10+board of county commissioners for such districts; amending K.S.A. 2-
11+1907c and repealing the existing section.
812 Be it enacted by the Legislature of the State of Kansas:
9-Section 1. K.S.A. 2-1907c is hereby amended to read as follows:
10-2-1907c. On or before September November 1 of each calendar year,
11-each conservation district shall submit to the division a certification of
12-the amount of money to be furnished by the county commissioners for
13-conservation district activities for the ensuing calendar year. Such
14-amount shall be the same as authorized for such purposes in each
15-approved county budget. For the purpose of providing state financial
16-assistance to conservation districts and subject to the matching
17-requirements as provided further, the division in the regular budget
18-request, as a line item for the forthcoming fiscal year, shall submit a
19-special request for an amount equal to not less than the sum of the
20-allocations of each county to each conservation district, but in no event
21-to exceed the sum of $25,000 $50,000 per district. This $25,000 Such
22-$50,000 limitation shall be applicable for fiscal year 2008 2026, and
23-thereafter, subject to appropriations therefor. The division, as soon as
24-practicable after July 1 of the following year, shall disburse such
25-moneys as may be appropriated by the state for this purpose to each
26-conservation district on a $2 division moneys basis to a $1 county
27-moneys basis to match the funds allocated by the commissioners of
28-each county, except that the total amount disbursed shall not exceed
29-$50,000 per district. Distribution shall be prorated in proportion to
30-county allocations in the event that appropriations are insufficient for
31-complete matching of funds. Municipal accounting procedures shall be
32-used in the distribution of and in the expenditure of all funds.
33-Sec. 2. K.S.A. 2-1907c is hereby repealed. SENATE BILL No. 36—page 2
