8 | 8 | | teachers, school site councils and administrators; requiring that board |
---|
9 | 9 | | members receive certain state assessment data and identify allocations |
---|
10 | 10 | | of moneys in the district budget and budget summary; amending |
---|
11 | 11 | | K.S.A. 2024 Supp. 72-1163 and repealing the existing section. |

12 | 12 | | Be it enacted by the Legislature of the State of Kansas: |
---|
13 | 13 | | Section 1. K.S.A. 2024 Supp. 72-1163 is hereby amended to read as |
---|
14 | 14 | | follows: 72-1163. (a) (1) Each year the board of education of a school |
---|
15 | 15 | | district shall conduct an assessment of the educational needs of each |
---|
16 | 16 | | attendance center in the district. Such assessment shall include input from |
---|
17 | 17 | | board members, teachers employed by the school district, school site |
---|
18 | 18 | | councils and attendance center administrators. The complete assessment |
---|
19 | 19 | | shall be published on the school district's website. |
---|
20 | 20 | | (2) Information obtained from such needs assessment shall be used |
---|
21 | 21 | | by the board when approving the budget of the school district to ensure |
---|
22 | 22 | | improvement in student academic performance. |
---|
23 | 23 | | (3) In the minutes of the meeting at which the board approves its |
---|
24 | 24 | | annual budget, the board shall include that such needs assessment was |
---|
25 | 25 | | provided to conducted by the board, that the board evaluated such |
---|
26 | 26 | | assessment and how the board used such assessment in the approval of the |
---|
27 | 27 | | school district's budget. |
---|
28 | 28 | | (b) (1) Each year, each member of the board shall receive state |
---|
29 | 29 | | assessment results for the school district. Such results shall indicate the |
---|
30 | 30 | | number of students who scored at each of the levels 1, 2, 3 and 4 on such |
---|
31 | 31 | | assessments. |
---|
32 | 32 | | (2) Each year, the board of education of a school district shall review |
---|
33 | 33 | | state assessment results and, as part of such review, shall document the |
---|
34 | 34 | | following: |
---|
35 | 35 | | (A) The barriers that must be overcome to have all students achieve |
---|
36 | 36 | | proficiency above level 2 for grade level academic expectations on such |
---|
37 | 37 | | assessments; |
---|
38 | 38 | | (B) any budget actions, including, but not limited to, |
---|
39 | 39 | | recommendations on reallocation of resources that should be taken to |
---|

---|
77 | 77 | | (C) the amount of time the board estimates it will take for all students |
---|
78 | 78 | | to achieve proficiency above level 2 for grade level academic expectations |
---|
79 | 79 | | on the state assessments if such budget actions are implemented. |
---|
80 | 80 | | (3)(c) The budget of the school district shall allocate or reallocate |
---|
81 | 81 | | sufficient moneys in a manner reasonably calculated such that all students |
---|
82 | 82 | | may achieve the goal set forth in K.S.A. 72-3218(c), and amendments |
---|
83 | 83 | | thereto. The board also shall prepare a summary of the budget for the |
---|
84 | 84 | | school district. Any time moneys are allocated to a fund or existing moneys |
---|
85 | 85 | | are reallocated from one fund to another fund, such allocation or |
---|
86 | 86 | | reallocation shall be identified in the budget and summary. The budgets |
---|
87 | 87 | | and summary shall be in the form prescribed by the director pursuant to |
---|
88 | 88 | | K.S.A. 79-2926, and amendments thereto. |
---|
89 | 89 | | (b)(d) The budgets, the summary of the proposed budget, the needs |
---|
90 | 90 | | assessment and the state assessment documentation shall be on file at the |
---|
91 | 91 | | administrative offices of the school district and available on the school |
---|
92 | 92 | | district's website. |
---|
93 | 93 | | (c)(e) The notice required to be published by K.S.A. 79-2929, and |
---|
94 | 94 | | amendments thereto, shall include a statement that the budgets, the |
---|
95 | 95 | | summary of the proposed budget, the needs assessment and state |
---|
96 | 96 | | assessment documentation is on file at the administrative offices of the |
---|
97 | 97 | | district and available on the school district's website. |
---|
98 | 98 | | Sec. 2. K.S.A. 2024 Supp. 72-1163 is hereby repealed. |
---|
99 | 99 | | Sec. 3. This act shall take effect and be in force from and after its |
---|
100 | 100 | | publication in the statute book. |
