55 AN ACT concerning education; relating to school districts; boards of
66 education; requiring attendance center needs assessments to be
77 conducted by the board and include input from board members,
88 teachers, school site councils and administrators; requiring that board
99 members receive certain state assessment data and identify allocations
1010 of moneys in the district budget and budget summary; amending
1111 K.S.A. 2024 Supp. 72-1163 and repealing the existing section.
1212 Be it enacted by the Legislature of the State of Kansas:
1313 Section 1. K.S.A. 2024 Supp. 72-1163 is hereby amended to read as
1414 follows: 72-1163. (a) (1) Each year the board of education of a school
1515 district shall conduct an assessment of the educational needs of each
1616 attendance center in the district. Such assessment shall include input from
1717 board members, teachers employed by the school district, school site
1818 councils and attendance center administrators. The complete assessment
1919 shall be published on the school district's website.
2020 (2) Information obtained from such needs assessment shall be used
2121 by the board when approving the budget of the school district to ensure
2222 improvement in student academic performance.
2323 (3) In the minutes of the meeting at which the board approves its
2424 annual budget, the board shall include that such needs assessment was
2525 provided to conducted by the board, that the board evaluated such
2626 assessment and how the board used such assessment in the approval of the
2727 school district's budget.
2828 (b) (1) Each year, each member of the board shall receive state
2929 assessment results for the school district. Such results shall indicate the
3030 number of students who scored at each of the levels 1, 2, 3 and 4 on such
3131 assessments.
3232 (2) Each year, the board of education of a school district shall review
3333 state assessment results and, as part of such review, shall document the
3434 following:
3535 (A) The barriers that must be overcome to have all students achieve
3636 proficiency above level 2 for grade level academic expectations on such
3737 assessments;
3838 (B) any budget actions, including, but not limited to,
3939 recommendations on reallocation of resources that should be taken to

7676 address and remove such barriers; and
7777 (C) the amount of time the board estimates it will take for all students
7878 to achieve proficiency above level 2 for grade level academic expectations
7979 on the state assessments if such budget actions are implemented.
8080 (3)(c) The budget of the school district shall allocate or reallocate
8181 sufficient moneys in a manner reasonably calculated such that all students
8282 may achieve the goal set forth in K.S.A. 72-3218(c), and amendments
8383 thereto. The board also shall prepare a summary of the budget for the
8484 school district. Any time moneys are allocated to a fund or existing moneys
8585 are reallocated from one fund to another fund, such allocation or
8686 reallocation shall be identified in the budget and summary. The budgets
8787 and summary shall be in the form prescribed by the director pursuant to
8888 K.S.A. 79-2926, and amendments thereto.
8989 (b)(d) The budgets, the summary of the proposed budget, the needs
9090 assessment and the state assessment documentation shall be on file at the
9191 administrative offices of the school district and available on the school
9292 district's website.
9393 (c)(e) The notice required to be published by K.S.A. 79-2929, and
9494 amendments thereto, shall include a statement that the budgets, the
9595 summary of the proposed budget, the needs assessment and state
9696 assessment documentation is on file at the administrative offices of the
9797 district and available on the school district's website.
9898 Sec. 2. K.S.A. 2024 Supp. 72-1163 is hereby repealed.
9999 Sec. 3. This act shall take effect and be in force from and after its
